A lot of single female residents live in this area with a condition of many alleys on the road. The major five crimes including sexual violence, robbery, violence and others have been founded consistently in this area. To improve the situation, the city has prepared the foundation of program like surveyed the residents to determine priority of safety measure, received advices of a design director, advertised in the press, cooperated with related organizations, executed meetings with the resident committee, distributed notices and others. Several activities have been proceeded to prevent major crime such as executing safe returning home program for women, designated safeguard house, installation of CCTVs and LED security lights, photovoltaic sign, coating gas piping, installation of safety tower, door post light, and design wall. 19.1% of the five major crimes have decreased and this will be expanded in Poseung-eup and Wonpyeong-dong area as well from 2016. Operation of the SOS Team for prevention of accidents in everyday life(from Sep 2017) Also, Pyeongtaek-si has established a civil complaint SOS team to prevent safety hazard and resolve civil complaint through conducting safety inspection and repair demage service in advance from September 2017. The SOS team has been repaired roads, transportation, park facilities, and other safety hazard as safety inspection in advance in a bid to prevent future safety accident. 24 civilian volunteers will be organized as a SOS volunteer group to monitor living safety and to conduct a campaign from April 2018. They will broaden their activity boundary to prevent local demage.     AEW RESEARCH A Focus on Greater Seoul Logistics ASIA PACIFIC | OCTOBER 2020 The logistics market in Greater Seoul has grown rapidly in the last few years on the back of a rapid expansion in the e-commerce sector. E-commerce has thrived due to unique features such as the high internet penetration rate as well as a densely populated city area. While significant investment has already been made into the logistics sector, the scope for more growth is substantial and warrants further attention. Underlying consumer trends will translate into sustained demand for Grade A logistics facilities by e-commerce players, retailers and third-party logistics players (3PLs) in the medium term. At the same time, the limited availability of Grade A stock has led to an undersupplied environment, creating opportunities for investment strategies across the risk/return spectrum. In this two-part paper, we outline (A) the positive consumption trends and (B) the underlying favorable fundamentals of the Greater Seoul logistics market that continue to encourage significant investment into the sector. Bowling, Chair, Professor of Political Science and Public Administration Steven Brown, Professor of Political Science and Public Administration Hua Xu, Assistant Professor of Political Science and Public Administration Keren Deal, Professor of Accounting Abstract In 1994, the South Korean central government initiated a massive merger of city and county governments, and during the next two years, a total of 40 consolidated cities were established. Following the city-county consolidations, there has been significant debate regarding whether the local mergers achieved the desired effect. This study seeks to determine whether the technical efficiency of the consolidated governments improved following the mergers, whether their financial status improved, and whether the disparities between the urban and rural areas were reduced. The literature review in this study identifies the most significant literature and the most prominent theories pertaining governmental size and boundary. It also highlights local governmental consolidation studies previously conducted in both the U.S. and South Korea. Finally, it describes the South Korean local governmental structure, and discusses the process of the city-county consolidations that took place in South Korea from 1994 through 1995. To facilitate the research and analysis related to the city-county consolidations in South Korea, this study has identified and tests the following three hypotheses: •H1: The technical efficiency of consolidated governments improved following the city-county consolidations.
