But our academic origins can be traced back to Kaitokudo, the edo-period school for citizens founded in 1724, and Tekijuku, the school of Rangaku (Dutch Studies) opened in 1838 by Ogata Koan, a prominent medical doctor. These two establishments were influenced by cutting-edge knowledge and functioned as the place for citizens to gain knowledge and procure an education. Reviving the spirit of these two establishments, Osaka University remains a wide-open place for the education of citizens, and strives to make new discoveries that allow humans to gain more knowledge. Osaka University is striving to educate students, researchers engaged in cutting-edge research, and individuals who are socially responsible, and remarkably grounded in “Critical Thinking, Imagination, and Transcultural Communicability”, accordingly promoting Osaka University’s goals of functioning as a university with vision for citizens, researchers, the local community, and the global community. Osaka University has 11 schools, 16 graduate schools, 6 research institutes, 1 main library with 3 branches, 2 hospitals and 14 inter- university and 2 national joint-use facilities among our three campuses. Additionally, the university also has overseas centers in Berkeley, General information about the university Groningen, Bangkok and Shanghai. This phrase is the idea of our faculty founded in 1961 and it is our immortal guiding principle. We are continuously striving to realize this aim from new points of view, congruent with the present age. In the School of Engineering Science, which has 10 courses, a characteristic curriculum has been organized to provide a deep knowledge of basic subjects (mathematics, physics, chemistry, biology, informatics) and also to develop wider viewpoints and flexibility. Graduate School of Engineering Science has 3 departments and each department has 3 or 4 divisions. There are approximately 226 teaching and administrative staff, 1971 undergraduate students (including 32 international students) and 779 graduate students (indluding 120 international students). Background Lake Biwa - Yodo River water system is located in the middle west part of Japan and supports urban life and activities as one of the main water source for 14 million consumers in the Kansai area (Fig. 1). The water system is characterized by urbanization and developed industry in upstream area, at the same time, much use of domestic water in downstream area. This means the water is being reused so highly from upstream to downstream that there exist many kinds of risk factors to water safety. Drinking water supply utilities taking water from the river organize “Yodo River Water Quality Committee” for integrated source water quality management to cope quickly and systematically with source accidents. This paper describes outline of the Committee and its source monitoring for emergency. 2. Outline of Yodo River Water Quality Committee Fig. 2 shows yearly changes in raw water quality at Kunijima water treatment plant (WTP) of Osaka City, one of the largest utilities. Since the quality rapidly deteriorated due to increased domestic and industrial wastewaters in 1960s, downstream utilities were forced to take countermeasures for these problems. The utilities concluded that cooperative approach for integrated source quality management was the best way and established Yodo River Water Quality Committee in 1965, which is currently composed of ten utilities (Osaka Prefectural -, Osaka Municipal -, Moriguchi City -, Neyagawa City -, Hirakata City -, Suita City -, Amagasaki City -, Itami City -, Nishinomiya City - waterworks and Hanshin Water Supply Authority) (Pic.
