Minutes of the 2nd Meeting Held on Sunday 27th November, 2011 in Naqash Hall of Serena Hotel, Faisalabad.
I have the privilege to present before you the minutes of an outstanding and trend setting 2nd. Cabinet Meeting of District 305 N-1 Pakistan that will be remembered and followed in future for its management, discipline, proceedings and effectiveness. The meeting was called to order by District Governor, Khalid Jamil at 12:10 hrs. on Sunday, November 27th 2011 in Naqash Hall of Serena Hotel, Faisalabad.
District Chairperson Islamic Education, Qari Musthaq Ali Syed was honored to recite the verses from Holy Quran followed by Urdu translation.
Area Associate Rashid Munir lead the house for National Anthem & Oath of Allegiance.
Qari Mushtaq Ali Syed was requested to lead Necrology & Dua-e-Khair.
Before requesting the Cabinet members for roll call and announcement of regrets, the Lion members who performed Hajj were congratulated and thanked for their prayers for the success of Lionism in 305 Pakistan. The Cabinet members were also requested to follow the code of ethics during the proceedings.
The regrets received from the Cabinet members were announced (Annexure – B) The Cabinet members signed their roll call with the help of Mr. Khalid Mehmood (District Office Executive) during the meeting (Annexure – A). The District Governor, after calling the protocol, welcomed the Cabinet members participating from Shahkot, Sheikhupura, Lahore, Multan and other cities.

Presentation of Awards. To present last year awards received from International, IPDG Muhammad Azam Ch. was requested to coordinate and distribute the awards to the following clubs and individuals:-
Membership Excellence Award were presented to Lahore Dawn Lions Club, Multan Punjnad, Garden Lions Club and six Clubs of Faisalabad, Faisalabad Dynamics, Eagle, Victory, Star New Century, Trend and Golden.
Certificate of Appreciation was presented to IPDG Muhammad Azam Ch.
District Governor & Past Council Chairperson recognized and honored the following Clubs with Diamond and Gold Club Awards:-
Lahore Society, Countryside, Faisalabad Regency, Golden, Akai, Host, Royal, Star New Centry and Multan Stars & Al-Shams Lions Club.
Multan Quality, Host, Zakrian Tayyaba, Executive and New Centry Lions Clubs.
Approval of minutes of the 1st Cabinet meeting.
The minutes of 1st. Cabinet Meeting were approved by the house unanimously on the proposal of Faisal Kamal Raja, Area Associate and seconded by IPDG Muhammad Azam Ch.

Report on Membership Growth & Club activities.
House was informed that five new Clubs are formed during this Lionistic year. District has crossed 2000 mark in membership. District Governor has won “First Believer Superior Award” this award recognized District Governor’s to achieve strong membership result in the first four months of the year.
District Governor visitation of Multan, Faisalabad and Lahore was elaborated before the house.
Report regarding District dues was presented by Rana Maqbool Ahmad, Cabinet Treasurer. He highlighted that the District has received record breaking District dues to date.
Report regarding International dues was presenated by Shafi Ullah Khan, Cabinet Treasurer International informed the house that to date 60% dues has been deposited by the Clubs and we are looking for 40% more in near future.
The house unanimously granted approval of the Financial Report of 15th District Installation Ceremony held on July 23-24, 2011 on the proposal of PDG Malik Tariq Javed and seconded by Dr. Salman Saeed Area Associate Multan.
The endorsed candidate for International Director, PCC Humayun N. Rashid was invited to update the progress of campaign Pakistan. He explained the whole process of his candidature, detailed as below:-
The Legal Division at LCI has certified the year 2014 as unanimous candidate for International Director. He shared with the house that all international dynamics, understandings and knowledge are in grip. It was conveyed by him that due to the new constitutional geographical area changes in future we will have a new International Director on board after every 4-6 years. He thanked for all the confidence rendered by Lions of Pakistan. He reassured his commitment to extend his efforts to the best of his abilities to bring Pakistan on International Board.
During his opening remarks the District Governor Khalid Jamil emphasized the followings:
International President’s Visit of Lahore
International President will warmly be received in the early morning of December 12, 2011 at Allama Iqbal International Airport, Lahore by the Lions of the District 305 N-1 Pakistan.
He will be attending Multiple Council Meeting of MD 305 Pakistan at 13:30 hrs.
At 17:30 hrs. will meet the Governor of the Punjab in Governor’s House, Lahore.
Banquet will start at 20:30 hrs sharp.
On December 13, 2011 will have meeting, “International President meet Club Presidents of Page 3 of 14
District 305-N1” on breakfast along with District Cabinet Executive officers.
International President will be visiting two Lions Club Project i.e. Hudson Silva Lions Eye Hospital of Lahore Host Lions Club and Haramain Eye Hospital of Lahore MJF Lions Club.
Lahore MJF Lions Club will hold a Lunch in honor of International President Dr. Wing-kun Tam and President Tam will depart for Karachi at 18.00 hrs.
Club Members Activities in the District.
District Membership is now 2083 with net increase of 121 members.
The result of campaign to add membership in Clubs with less than 10 members was very encouraging and 20 Clubs increased their membership to 10 before the dead line of November 15, 2011 and rest of eight Clubs requested for more time to meet the target which was not achieved due to unavoidable circumstances.
Concluding the discussion on problems faced by these clubs in adding membership, PCC Humayun N. Rashid suggested to extend the date up to December 15, 2011 for eight Clubs to complete the process and add their membership up to minimum 10 members. The date for reporting new members was extended by the District Governor.
Financial Report on LCIF Emergency Grant for Flood Relief Activities.
It was amongst the pride moments of the year 2011-12 when the said report was presented before the house for their information and approval. It was the first experience that Emergency Grant received from Lions Club International Foundation (LCIF) was enhanced by 5 times with the contribution of the Lions of the District 305-N1. LCIF grant Grant Rs.896,200 and Contribution from Clubs of District 305-N1 is Rs. 3,911,525. The grand total became Rs. 4,780,725/=. The total receipt & expenditure is presented to the house for approval.
Muhammad Younas Ghazi has asked for Audit Report, Past District Governors, S.K.Humayun, Saeed Aslam, Malik Tariq Javed and Muhammad Azam Ch. appreciated the gesture of the District Governor and his team by setting new tradition by presenting such a Financial Report of Emergency Grant before the house for approval. PCC H. M. Abdullah Chishty informed the house that such reports are for the information of the house and don’t require any approval.
Area Associate Dr. Salman Saeed, Region Chairperson Mushtaq Ahmed Ch. District Chairperson Farrukh Umer Ch. endorsed and expressed their confidence on the District Governor and his team with precious words of faith and appreciation. In the end the house unanimously approved the Flood Relief Account.
Information regarding ISAAME Forum in Beirut, Lebanon (December 8 – 11, 2011)
District Governor Khalid Jamil informed the house that 13 member delegation from District 305- N1 will participate the forthcoming ISAAME Area forum and will be back on December 12, 2011 accompanying International President Dr. Wing-kun Tam. Page 4 of 14
Information regarding 8th Regional Leadership Lions Institute to be organized at Bhurban February 22 – 24, 2012.
District Governor assured that although we have submitted more than the allotted District quota for the 8th RLLI but with the cooperation of the Managing Committee of RLLI all our applicants would participate in the Institute.
District Governor Khalid Jamil welcomed Council Chairperson Tahir Majid Kapur and his colleague District Governor of N-2 Abdul Majid Sheikh on their arrival and escorted them on their respected seats.

Report on status of Sight First Grant Proposal.
PDG Major (Retd) Javed Zamir Ahmad shared the changed priorities of the LCIF as per grants are concerned. He highlighted the priority areas of funding like Equipments in the hospital, up gradation of the hospitals etc. He emphasized that focus on cataract surgery grants is not the priority of LCIF.
He told that we have an advantage that LCIF inspecting officer is a Pakistani named Dr. Afshani of AL-SHIFA TRUST EYE HOSPITAL, Islamabad who is already been invited to visit the facilities in District 305 N-1 Pakistan.
Reports by Area Associates, Region Chairpersons, Zone Chairpersons and District Chairpersons.
Area Associate Rashid Munir initiated referring towards the conspiracy in Faisalabad regarding the leadership of 1st Vice District Governor Muhammad Azhar Ch. The issue was highlighted through a Resolution of No Confidence moved by the one PCC and four PDGs of Faisalabad area. He further resolved that majority of the Lions Clubs in Faisalabad area extend their unconditional support and have full faith on the leadership qualities of Muhammad Azhar Ch. Vice District Governor-1. The majority of Cabinet members supported Rashid Munir’s proposal of confidence in the leadership of Muhammad Azhar Ch.
District Governor Khalid Jamil with full command and authority announced that Muhammad Page 5 of 14
Azhar Ch. is now an elected 1st. Vice District Governor District 305 N-1 Pakistan. He rejected all actions and activities undertaken as expression of No Confidence in the leadership of 1st. Vice District Governor has no moral and legal value. He declared all such actions as un-constitutional.
He further announced that the Lions of District 305 N-1 Pakistan will decide their future leadership in the forthcoming District Convention through their delegates.
Region Chairpersons.
Ijaz Farooq highlighted the Eye screening camps, Tree plantation, Dengue virus Spray and celebration of Pakistan National Day (August 14, 2011). He further told that two new Clubs are formed in his Region. He specifically recognized the contribution of GLT Coordinator, PDG Muhammad Afzal Sipra for organizing GLT seminar in Faisalabad.
Shahid Ghauri, informed that he has completed his home work for the year and promised to sponsor two New Lions Clubs in near future.
Malik Shakil Ahmed, specifically focused the new project of this year for primary education, Tree Plantation along with the other service projects in his Region.
Rafi Ahmed Ansari discussed in details regular projects run by Multan City & Punjnad Lions Clubs in his Region, Education, Vocational centers, Eye screening and Cataract Surgery projects. He further explained that uniforms and books are provided in the education project. 125 skilled workers have successfully completed their courses from the Vocational Training Center. So for 10,000 Eye screening has been completed and 121 Cataract surgeries were performed. He hoped that by the end of December 2011 all the clubs of his Region will clear their District & International Dues. Finally he highlighted that the Region has shown a growth of 25 New Members with one new Lions Club.
Muhammad Ibraheem Sheikh, started with recognition and thanked all Zone Chairpersons and Club Presidents for their full cooperation in running the Region affairs smoothly. He shared that two new Lions Clubs are formed in his Region and District and International dues of the Clubs are cleared. He appreciated the efforts of Khalil Ahmed Malik of Lahore Green Eye Lions Club for Eye screening and Eye Camps.
Mazhar Abbas Khan, wanted to share his report but due to lack of time he withdrew.
District Chairperson’s Reports.
Lion Imran Hafeez Sheikh a man with new and innovative ideas always setting new trends with the help of his strength, as Chairman Information technology presented CDs of “ELECTRONIC DISTRICT DIRECTORY”. He explained the main features of his work. The house warmly appreciated his efforts.
Remarks of 1st Vice District Governor Muhammad Azhar Ch.
He expressed words of appreciation to his team in Faisalabad, The Area Associate, Region Page 6 of 14
Chairpersons, Zone Chairpersons and District Chairpersons for their outstanding performances.
Referring to membership growth he assured that this year we will form new clubs in new areas like, Jhang, Sargodha and Joharabad. He assured the District Governor that there will be maximum participation from Faisalabad on the visit of International President in December 2011, at the end he thanked District Governor Khalid Jamil for the support and confidence extended to him. He further thanked Cabinet Members from Lahore & Multan areas, especially District Governor of N-2 Abdul Majid Sheikh and Council Chairperson Tahir Majid Kapur for giving honor to the Lions of Faisalabad.
Remarks of Council Chairperson Tahir Majid Kapur
On the request of District Governor the Council Chairperson Tahir Majid Kapur addressed the house. He recalled his previous visits to Faisalabad and expressed that he always love to see Faisalabad Lions, who are always respectful, loving and show fraternity. He did choose the name of Faisalabad Crown Lions Club at first to give appreciation. He congratulated the members and leadership of this club for their marvelous services to the humanity and excellent reporting. He categorically highlighted and praised the leadership qualities of District Governor Khalid Jamil with specific note on the communication and understanding. He thanked Allah Almighty for awarding him such an excellent team in the North and hoped for the best results this year. He appreciated the pace of membership growth in the District and planning for adding more members and clubs in near future. He advised to keep intact the emergence of new members at sustainable level.
He motivated by focusing again to replicate in Lionism, the development model of Sialkot City based on purely self help approach. He appreciated the services of Naseem ul Ghani, Rana Maqbool Ahmed, Shafi ullah Khan, Imran Hafeez Sheikh and Muhammad Ibraheem Sheikh. He assured that North will change the impression propagated against its efficiency, capacity and ability, Insha Allah! But the key factors required to achieve this destination are unity and close cooperation.
With the permission from the chair, PCC Humayun N. Rashid presented a resolution to honor the Council Chairperson Tahir Majid Kapur for his effortless Leadership with clear vision and mission for the development of Lionism in Pakistan. The resolution was unanimously approved.
Concluding Remarks by the District Governor.
Concluding the meeting District Governor thanked Council Chairperson Tahir Majid Kapur for attending the meeting, extended confidence, appreciation and nice pieces of advices. He welcomed his services for the development of Lionism in the MD 305 Pakistan.
He thanked his colleague District Governor of District N-2, Abdul Majid Sheikh and PDG Sohail A . Sethi of N-2 who graced the meeting by coming from the cities of Sialkot and Islamabad.

He continued his appreciation for the team of Faisalabad under the leadership of Muhammad Azhar Ch. Vice District Governor-1 and Area Associate Rashid Munir for hosting the 2nd Cabinet Meeting and decorating the city with welcome banners.
He appreciated the efforts of Region Chairperson, Shahid Hanif Ghauri for committing two New Lions Clubs in his area.
He thanked the Cabinet members from Multan, Sheikhupura, Shahkot, Faisalabad and Lahore who graced the 2nd Cabinet meeting.
Date & Place for the 3rd Quarterly District Cabinet Meeting.
Multan was announced as place for the third District Cabinet Meeting during the 1st week of February, 2012 with a note the final date will be decided with the convenience of the local Leadership.
Open Discussion with the permission the chair
It was requested to the participant to follow the decorum of this session in particular to be brief and focused to the point.
Qari Mushtaq Ali Syed, District Chairperson very humbly requested all the colleagues and Lions Leadership to avoid evil activities to save Lionism.
Farrukh Umer Ch. District Chairperson highlighted the value and honor of this respectable forum of Lions. He urged to be respectful and requested to get rid of bad practices who are damaging the image of this organization in the society. He further highlighted that the District Management should take appropriate actions against such evil practices.
Muhammad Younas Ghazi, District Chairperson appreciated the confidence and command of District Governor Khalid Jamil.
PDG Major(Retd) Javed Zamir Ahmad presented a resolution to condemn the unethical, illegal and brutal action of NATO & ISAF to challenge the sovereignty of Pakistan at SALAR Check port in Mehmend Agency, Khyber-pakhtunkhwa in October, 2011. The resolution was approved by the house unanimously.
He urged the house with a message for the Leadership to recall the memories and learn lessons to create harmony and unity following the democratic norms and principles and resolve all conflict on table. He proposed to constitute a committee to create harmony and requested the Council Chairperson, Tahir Majid Kapur to play his vital role. He advised to stop propagandas and sit together to resolve the disputes with the involvement of District Governor & Council Chairperson.

Vote of Thanks was conducted by Region Chairperson Ejaz Farooq, thanked all the participants from Lahore, Multan, Sialkot, Islamabad, Shahkot and Sheikhupura for providing a great opportunity to the Lions of Faisalabad for being their host.
The meeting was adjourned at 14:35 hrs by District Governor.
