Information on the UNIDO Project Related to the Supply, Installation
UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION (UNIDO) Information on the UNIDO Project related to the supply, installation and commissioning of Renewable Energy Hybrid systems for the two island municipalities of Sitangkai and Sibutu, Philippines 21 May 2019 Background information Tawi-Tawi, the southernmost frontier of the Philippines, is the leading supplier of seaweeds throughout the country with 70% of total production. However, Tawi-Tawi’s seaweeds industry is faced with problems as declining production and annual value. Tawi-Tawi also remains among the poorest and least electrified provinces in the country, with household electrification rates on average of less than 20%. The United Nations Industrial Development Organization (UNIDO) is implementing the European Union funded project Renewable Energy Technology for Seaweed Value Added in Tawi-Tawi (RETS) with the aim to increase and extend the availability of electricity service in these seaweed farming communities. UNIDO partners in RETS include: Mindanao Development Authority, Tawi-Tawi Electric Cooperative Inc. (TAWELCO), Mindanao State University-Tawi Tawi, Association of Isolated Electric Cooperatives Missionary Green Energy Corp. (AIEC-MGE), Island Light and Water Energy Development Corporation (ILAW), Provincial Government of Tawi-Tawi, and Bureau of Fisheries and Aquatic Resources (BFAR). The project will hybridize diesel generator sets with solar PV and battery storage for additional power supply to the island grids in the island municipalities of Sitangkai and Sibutu. This will be integrated with efforts to enhance the quality and increase the value of seaweeds produced in the province, as well as the delivery of community social and welfare services. The scope of services required shall include the supply, installation and commissioning of Renewable Energy Hybrid systems for the two island municipalities of Sitangkai and Sibutu that will include Solar PV and Battery Energy Storage Systems (BESS) to ensure 24/7 availability of power. -

Accepted for publication I4 February 1986 Four categories of islands in SE Asia may be identified on the basis of their histories of landbridge connections. Those islands on the shallow, continental Sunda Shelf were joined to the Asian mainland by a broad landbridge during the late Pleistocene; other islands were connected to the Sunda Shelf by a middle Pleistocene landbridge; some were parts of larger oceanic islands; and others remained as isolated oceanic islands. The limits of late Pleistocene islands, defined by the 120 ni bathymetric line, are highly concordant with the limits of faunal regions. Faunal variation among non-volant mammals is high between faunal regions and low within the faunal regions; endcmism of faunal regions characteristically exceeds 70%. Small and geologically young oceanic islands are depauperate; larger and older islands are more species-rich. The number of endemic species is correlated with island area; however, continental shelf islands less than 125000 km2 do not have endemic species, whereas isolated oceanic islands as small as 47 km2 often have endemic species. Geologirally old oceanic islands have many endemic species, whereas young oceanic islands have few endemic species. Colonization across sea channels that were 5-25 km wide during the Pleistocene has been low, with a rate of about 1-2/500000 years. -

Centre for Peace Studies Faculty of Humanities, Social Sciences and Education Living by the Day: A Study of the Badjaos in Tawi- Tawi, Southwest Philippines Erwin Rapiz Navarro Master’s thesis in Peace and Conflict Transformation – November 2015 i Abstract This study examines the impacts of sedentarization processes to the Badjaos in Tawi-Tawi, southwest of the Philippines. The study focuses on the means of sedentarizing the Badjaos, which are; the housing program and conditional cash transfer fund system. This study looks into the conditionalities, perceptions and experiences of the Badjaos who are beneficiaries of the mentioned programs. To realize this objective, this study draws on six qualitative interviews matching with participant-observation in three different localities in Tawi-Tawi. Furthermore, as a conceptual tool of analysis, the study uses sedentarization, social change, human development and ethnic identity. The study findings reveal the variety of outcomes and perceptions of each program among the informants. The housing project has made little impact to the welfare of the natives of the region. Furthermore, the housing project failed to provide security and consideration of cultural needs of the supposedly beneficiaries; Badjaos. On the other hand, cash transfer fund, though mired by irregularities, to some extent, helped in the subsistence of the Badjaos. Furthermore, contentment, as an antithesis to poverty, was being highlighted in the process of sedentarization as an expression of ethnic identity. Analytically, this study brings substantiation on the impacts of assimilation policies to indigenous groups, such as the Badjaos. Furthermore, this study serves as a springboard for the upcoming researchers in the noticeably lack of literature in the study of social change brought by sedentarization and development policies to ethnic groups in the Philippines. -

Rights-based initiatives offer governments, donors and NGOs a new path forward, giving new meaning to old words like poverty, heritage, and landscape-scale conservation. The conventional conservation perspective holds that people in high biodiversity areas are impoverished and therefore destroy biodiversity to meet their needs. Under this view, people are seen as a threat to be removed, restricted, or to be given “alternative livelihoods” means that do not depend on their traditional natural resources. The poverty-alleviation-based ap- proach to conservation, which is politically acceptable to the status quo, persists within policy and project implementation even if it has often been discredited as unsustainable. Aware of the large investments made in rural development and conservation projects without posi- tive results, rural people have become increasingly anti-conservation and suspicious of NGOs that make their living off communities with development and conservation projects that are not effective. The rights-based approach holds that the root causes of poverty and resource degradation can be addressed only by addressing political relationships that govern access to resources and equitable justice. We offer a perspective gained by valuing the strengthening of the rights-based approach to incorporate the cultural concept of dynamic heritage as a means for “balancing the scale” when collaborating with communities for achieving conservation objectives in the landscape. -

Reid University of Hawai‘i A L R Presentation Plan • Introduction • About the Iraya language • Position of the Northern Mindoro languages • Contact diffusion into Iraya • Conclusion A L R Mindoro A L R Mindoro A L R Introduction (1) • Iraya is one of the more than 150 Malayo‐Polynesian languages spoken in the Philippines. • It is spoken by the older generation of some 5000 on the island of Mindoro, the 7th largest island in the Philippines. • There are at least 7 languages spoken on the island, of which Iraya is the most northerly and is adjacent to the Batangas area of northern Luzon, where Tagalog is the main language. A L R Introduction (2) • Iraya is distinctly different in a number of features from the other languages of Mindoro, and of the Philippines. • These features include different pronominal forms and functions, several changes in the structure of noun phrases, changes in the patterns of verb structures, changes in word order, and other sentential features, not commonly found in other Philippine languages. A L R Introduction (3) • The question being asked is to what extent these features are retentions, the result of innovations unique to Iraya, or are developments that are the result of contact diffusion. • One factor that needs to be considered: Iraya people have phenotypical features that distinguish them from lowland Philippine peoples, primarily in that they typically have wavy to curly hair, a feature found to a more pronounced degree in Negrito populations of the Philippines, suggesting that these were also a Negrito group that has been heavily influenced by in‐ migration of non‐Negrito peoples. -

A., Feb. 12, 1980) This short article deals with the discovery of Epigondolella ab- neptis (Huckriede) , a Lower Norian index conodont of Japan, in the limestone at the southeastern coast of Malajon Island, the Calamian Island Group, and its geological significance. The general geology of the Calamian Island Group had not been surveyed since Smith (1924) reported the manganese-bearing chert formation from Busuanga Island and limestone from Coron Island, until 1978, when H. Fontaine reported the geological and palaeon- tological results of his reconnaissance works conducted in this island group (Fontaine, 1978, 1979; Fontaine et al., 1979). The Calamian Island Group is geographically situated between Mindoro and Palawan Islands, where the Mindoro and the Palawan Metamorphics are exposed respectively. Concerning the origin of these schists in the Recent Palawan Arc trending from Palawan to Mindoro, Gervasio (1971) and Hashimoto and Sato (1973) are of different opinions. Gervasio (1971) referred to the schist in the Palawan Arc as the basement of the Philippines and the non-metamorphosed Palaeozoic sediments including limestone in northern Palawan as well as that in the Calamian Island Group and the Permian limestone on Carabao Island as Palaeozoic formation deposited in a miogeosyncline, occur- ring in an east-west direction upon the basement schist terrain. -

Description of record: A single adult male (Snout‐vent length = 263mm; Tail length = 73mm; Weight 19.5g) was observed and collected on the ground with leaf litter, along a trail in mature secondary forest, within Mount Guiting‐Guiting National Park. The specimen was collected under the Philippine Wildlife Gratuitous Permit # MIMAROPA‐2017‐0008 issued by the Philippine Department of Environment and Natural Resources – MIMAROPA. The specimen was preserved following the standard protocol for snake preservation (McDiarmid, 1994) and deposited in the Philippine National Museum of Natural History (accession number PNM10103).
