From the Vicarage ‘Farewell’

Having travelled the 67 miles from Coverack near to in 2005 to become your Priest-in-Charge, and now preparing to travel the 901 miles to Razac d’Eymet in France in order to begin a new chapter of my life as a retired priest, has made me think of the ‘journey’ that we all undertake in our Christian life; that of following Jesus in the way of the cross. Of course, the people we travel with and the places we journey through are extremely important, and when I arrived in the of Lanteglos-by- and almost 10 years ago, I had no idea how much the people and the place would shape my life and my ministry. More recently I have had the great pleasure of being appointed Priest-in-Charge of the of a very welcome addition to the parishes in our cluster.

My time with you has been a time of growth. I arrived largely inexperienced and had plenty to learn, but working alongside Kathryn, Kevan and Paul our readers, our Local Worship Leaders Anne, Peter, Alan and Graham, our churchwardens, PCC officers and numerous other talented people has helped me to gain many of the skills that I needed to serve you as a parish priest. It has been fun too ~ parish life is certainly never boring!

The church’s ministry is primarily about people and, it’s the people of parishes of Lanteglos-by- Fowey, Lansallos and Talland who’ve made my time here so enjoyable. I’ve valued the acceptance and warmth that I’ve received, and I’ve been enor- mously grateful for the openness and grace of those I’ve sought to minister to in God’s name. 2 St Saviour Church – 125 years of service to the people of Polruan

Next year St Saviour Church will be 125 years old and Lanteglos-by-Fowey PCC have approved a year-long Festival with a series of events to celebrate this. Bishop Tim has already accepted our invitation to the service opening the festival and Bishop Chris to the service closing it. There are a variety of events we would like to run dur- ing the year including: a Flower Festival, an Exhibition of the History of the Church, a ‘Cream Tea’ in the Church [or outside if fine], a ‘Sankey Evening’ with ‘ Sup- per’, and a ‘Crib Festival’. This list is not exhaustive and other ideas are very wel- come! We are looking for 2 or 3 people who would be willing to join me on a small sub- committee to plan the various events, please contact me if you would like to help with this or if you have ideas for other events we could include. NEWS FROM NIGERIA

You will have heard of the progress made in freeing people kidnapped and held by Boko Haram although sadly the Chibok girls have not yet been found. Those res- cued have all been ill-treated and are traumatised and sadly it is not yet safe for them to return to their home areas. Ear- lier this evening I was watching Al Jazeera [which is excellent for overseas news] and was horrified to hear of a major attack by Boko Haram on the army bar- racks in Maiduguri; this has been repelled for now but obviously Boko Haram are still active and dangerous. By the time you read this we will probably know more about what happened.

Kathleen & Daniel Gula are in UK at the moment and will be visiting me from 18 th to 25 th July together with their daughter Grace and her husband and family who live in Shropshire. 11 Lanteglos-by-Fowey Parish Council Chairman’s Annual Report May 2015 Welcome to the Annual Report which has been prepared to try to keep you informed about the work of the Council and of any significant issues affecting Lanteglos-by-Fowey in the last year. This Report will be distributed to all households i n the parish via the Lanteglos Parish News and is also available on the Lanteglos-by-Fowey Parish Council website www.lanteglosbyfowey.org.uk. Any appropriate feedback is welcomed, particularly suggestions for additional items for inclusion in the next Report.

The Council : Membership of the Council has changed in the past year as Councillors have left us. In October Cllr Helen Doe resigned and Cllr Kevin Francis stood down in March. We wish both of them well in the future. They will be missed for the hard work and wisdom they brought to their roles on the Finance & General Purposes and Planning Committees, and Kevin particularly as Vice-Chairman. Your Council for 2015/16 is composed of Cllr John Adams, Cllr Adrian Fisher, Cllr Andrew Kelly, Cllr Liz Joliff, Cllr Pat Moore, Cllr Isabel Pickering, Cllr Julian Shakerley, Cllr Vic Trueman, Cllr Toby Wakeham, Cllr Bernie Wil de. We have a vacancy to fill on the Council and will b e looking to co-opt a Councillor at the June Meeting. Notices are on the boards and will be published in the Lanteglos Parish News. We look forward to welcoming a new Councillor. I shall be standing down as Chairman after two year s in post. It has been a privilege to serve the people of Lanteglos-by-Fowey and I wish my successor, Cllr Adams every success along with Cllr Wilde as Vice-Chairman.

Council Meetings : The Council has met each month, except August, both in Polruan and at Whitecross and we are pleased to see so many members of the public at these meetings. We value your comments and questions so please keep attending, and make any point that con- cerns you during the time allowed for public participation. Most meetings take place on the last Monday of every month but when we meet at Whitecross this changes to a Tuesday.

Council Committees : This time last year we had two committees to advi se the Council, the Finance and General Purposes Committee and the Planning Committee. These enabled a group of Councillors to focus and be trained on particular topics, many of which can at times be quite complex. They could then make recommendations to the whole Council. Over the year it was felt by a growing number of Councillors that this was tending to duplicate work and we resolved at the February meeting to dismiss both committees. All matters are now discussed in full Council meetings where decisions are made by the whole Council. I should like to thank the Chairmen, Cllrs Wakeham and Francis, and members of both comm ittees for their work over the year.

The Finance and Gen eral Purposes Committee has completed the work on bringing the Asset Register up to date and has recommended a rolling programme of replacing benches throughout the Parish. They have also made recommendations for the repair and renewal of noticeboards where necessary. They worked on Budg et Monitoring and drew up recommendations for our Precept which were then passed in full Council.

The Planning Committee met throughout the year as was made necessary by rec ei pt of planning applications from Cornwall Council. The r ole of the Parish Council in planning matters is as consultees and to give a view on parochial matters. It is not the Planning Authority and has no enforcement powers. That is the role of Cornwall Council and once plan- ning consents have been granted the Parish Council has no further role. Amongst applications that were received we were pleased to support that by C. Toms and Sons for significant develop- ment work in the Boatyard.

Lanteglos-by-Fowey War Memorial: Gavin Shakerley writes: The memorial, which lists the names of the 47 men of Lanteglos-by-Fowey who died in the two World Wars, was funded by public subscription and belongs to the whole parish. We recently had the anniversary of the out- break of WWI and this May we remember that 70 years ago Victory in Europe was at last achieved by the Allies but at enormous cost. Our Wa r memorial has stood proud since 1920 and the memorial with its surrounds is now approaching its own centenary and needs some tender loving care and refurbishment. A local War Memorial Committee was formed to investigate options for the Parish Council. Last year their most difficult task was to try and navigate around a very challenging suggestion that if the Memorial was to be extensively refurbished, that perhaps it could also be relocated in a more prominent position within the P arish. A questionnaire went out in the Parish News last October and the result of the consultation was conclusive. 83 Parishioners responded and replied: Do you know the current location of the War Memorial: 81 Yes, 02 No. Do you think the Memorial should be improved in its current location: 64 Yes, 14 No, 05 No answer. Do you think the Memorial should be moved to a more publicly visible loca- tion: 13 Yes, 67 No, 03 Gave a different answer. Three quotes for the refurbishment work by heritage contractors are being looked at by the Par- ish Council but as they are considered to be on the high side, the War Memorial Committee have been tasked and are currently investigating more low cost options that should also qualify from Heritage Fund grant aid. Their target to report bac k to the Parish Council is Autumn 2015. The Parish Council's aim is to involve as many loca l organisations and individuals as possible in raising funds to refurbish the memorial and to seek ways to commemorate the sacrifices made by the men and the families of this par ish.

Toilets : We knew when we took office in 2013 that the opening and upkeep of these was a priority for residents, and also for visitors. We set up a community project to reopen and refurbish the St Saviours Toilets and are pleased that the cleaning contract for these plus those at Polruan Quay and Frogmore, was awarded to a resident of Polruan. We will continue to work with other organisations to see that these facilities remain open. I am pleased to report that we have reached agreement both with the Polruan Town Trust and the National Trust on the drawing up of new leases. The Council has made consistent and strenuous efforts to ensure these facilities remain open. There is a cost element involved in this 12 which is reflected in our precept. Lanteglos Neighbourhood Plan : All parish and town councils in Cornwall are at v arying stages in devising their Neighbourhood plans. It is vital that we develop such a plan with input from residents because it is this which will give us a real say on how planning and development should take place in the Parish. A report on this was given by Cllrs Francis and Adams in June Phone 01726 870798 2014 and a public meeting held. The experiences of other neighbouring councils show that what goes into the plan has to come from local people, not the Council, and we will be consulting with SMART DOGS Polperro, our neighbouring Council, but developing separate plans. The first stage in this will be to circulate a questionnaire with the August edition of the Lanteglos Parish News. Freedom of Information Requests: In the March meeting and the April/May edition of the Lanteglos Parish News Cllr Francis reported on the outcome of two complaints to the FOI Commission, both from the same member of the public , neither of which was upheld by the FOI CORNW ALL AIR AMBULANCE Commissioner. He also reported that a further request was received from the same member of public for him and another person to ‘sit down with the Clerk and look at the accounts’. Three offers were made and the meeting finally took place on 15 t h May, chaired by the Clerk and attended by Cllrs Moore and Wakeham. This has been a time consuming and expensive business and it to be hoped that it is now concluded. The F OI Case Officer has advised us that this par- ticular case is now closed.

18 Commemorating the 75 th Anniversary of the Battle of Britain

This year marks the 75 th anniversary of one of the most defining moments in British history. The Battle of Britain period was from 10 th July to 31 st October 1940.

In the parish churchyard there is the grave of Flight Sergeant W. A. Sutcliff who died at the age of 25 in December 1940 having survived the later stages of the Battle. He is not the only pilot connected with this area. Flying Officer Bob Doe was a significant ace during this time and is ranked in the top three. 537 pilots lost their lives and an unknown total of airmen were badly wounded, many disfigured for life. On the German side 2,662 airmen were killed. Far too many of these men were very young. Bob was only 20 at the time but he lived to tell the tale and he knew he was very lucky. Now Bob’s story and that of many men who served with him is told in a new book written by his daughter, historian Helen Doe. In June 1940, at the age of twenty, Bob Doe believed himself to be the worst pilot in his squadron. Just three months later he was a highly decorated hero of the Battle of Britain. This is the story of the pilot who, in his own estimation, was not promising material for a fighter pilot. He left school at fourteen and had none of the qualifications or background of his fellow officers. But he found his place in the Battle of Britain, shooting down fourteen enemy aircraft and sharing in two others (he was the third highest scoring pilot of the Battle). He was unusual in achieving these victories in both Spitfires and Hurricanes.

This biography tells the story of Bob’s remarkable career, including his time in Burma leading an Indian Air Force squadron against the Japanese. He was a modest man who spoke for many veterans when he asked that they should not be considered as heroes but remem- bered for what they did. This book celebrates Bob’s achievements and also those of the men who fought alongside him. And the local connection? In 1948 he met and married a Polruan girl, Gladys (Gee) Adams.

Paperwork is being prepared whereby the Parish Council will take a 3-year full repairing lease from the Trust of the Quay Toilets at a peppercorn rent commencing March 2016.
