Flight Inspection History Written by Scott Thompson - Sacramento Flight Inspection Office (May 2008) Through the brief but brilliant span of aviation history, the United States has been at the leading edge of advancing technology, from airframe and engines to navigation aids and avionics. One key component of American aviation progress has always been the airway and navigation system that today makes all-weather transcontinental flight unremarkable and routine. From the initial, tentative efforts aimed at supporting the infant air mail service of the early 1920s and the establishment of the airline industry in the 1930s and 1940s, air navigation later guided aviation into the jet age and now looks to satellite technology for direction. Today, the U.S. Federal Aviation Administration (FAA) provides, as one of many services, the management and maintenance of the American airway system. A little-seen but still important element of that maintenance process is airborne flight inspection. Flight inspection has long been a vital part of providing a safe air transportation system. The concept is almost as old as the airways themselves. The first flight inspectors flew war surplus open-cockpit biplanes, bouncing around with airmail pilots and watching over a steadily growing airway system predicated on airway light beacons to provide navigational guidance. The advent of radio navigation brought an increased importance to the flight inspector, as his was the only platform that could evaluate the radio transmitters from where they were used: in the air. With the development of the Instrument Landing System (ILS) and the Very High Frequency Omni-directional Range (VOR), flight inspection became an essential element to verify the accuracy of the system. -

Aircraft Pilot and Passenger Protection Act 3 O.S. § 120.1 – 120.14 SECTION 120.1 A. This act shall be known and may be cited as the “Aircraft Pilot and Passenger Protection Act”. B. It is the intent of this act to: 1. Regulate obstructions to air navigation that have the potential of endangering the lives and property of aircraft pilots and passengers and those that live or work in the vicinity of public-use airports; that may affect existing and future instrument approaches to a public-use airport; and that may reduce the size of areas available for the landing, takeoff and maneuvering of aircraft thus impairing the utility of a public-use airport and the public investment therein; 2. Regulate the use of land in close proximity to a public-use airport to ensure compatibility with aircraft operations; and 3. Provide specific powers and duties to the Oklahoma Aeronautics Commission in the interest of the health, safety and welfare of the public so that the state may properly fulfill its duty to ensure that land use around a public-use airport is compatible with normal airport operations including the landing and takeoff of aircraft. C. All heights or surfaces set forth in this act are from the standards set forth in Subpart C of Federal Aviation Regulations (FAR) Part 77. D. History of the flight On Saturday, 12 November 2011, a Hughes 369E aircraft, registration G-WOOW, took off from the Son Bonet Airport (Balearic Islands) at approximately 10:40 on a private flight with two persons onboard. The flight plan filed indicated the flight was to last 1 hour and 15 minutes. The destination was the same departure airport and the aircraft had enough fuel to last 2 hours and 40 minutes. AIRCRAFT PILOT 8222 GENERAL DESCRIPTION OF CLASS The AIRCRAFT PILOT operates aircraft for aerial surveys, aerial photography, low level grid mapping, close aerial fire support, and transportation of personnel and cargo. DISTINGUISHING FEATURES This is a single level classification and not part of a series. DUTIES AND RESPONSIBILITIES The duties listed are characteristic of the type and level of work associated with this class. Individual positions may do all or some combination of the duties listed as well as other related duties. 1. Administration Schedule and monitor the operation and maintenance of aircraft. Monitor and track revenue and expenses, process bills for payment and coordinate internal and chartered flight billings. Review and interpret state and federal aviation statutes, regulations, and policies and serve as the agency liaison and expert in the field of aviation. 2. Pilot Aircraft Pilot single and multiengine aircraft during the day or night, and in visual or instrument weather conditions to transport personnel and cargo. Make critical decisions involving rapidly varying flight conditions, which require immediate and correct analysis, decisions and actions. Determine the airworthiness of the aircraft by inspecting the plane and reviewing maintenance charts. Plan the flight route, acquire and interpret current and forecast weather information. Determine the amount of fuel necessary for the flight. Load the aircraft within its weight and balance limitations.
