Transport Department Notice Special Traffic and Transport Arrangements Transport Department Notice Special Traffic and Transport Arrangements for Public Procession on 19 May 2019 Members of the public are advised that in order to facilitate the public procession in Sham Shui Po District, the following special traffic and transport arrangements will be implemented from 2.00 pm to 5.00 pm on 19 May 2019 (Sunday): A. TEMPRORARY LANE CLOSURES Traffic lanes on the following road sections will be intermittently closed by phases: (a) Cheung Sha Wan Road eastbound between Cheung Sha Wan Playground and Nam Cheong Street; (b) Nam Cheong Street southbound between Cheung Sha Wan Road and Lai Chi Kok Road; (c) Lai Chi Kok Road westbound between Nam Cheong Street and Yen Chow Street; (d) Yen Chow Street northbound between Lai Chi Kok Road and Cheung Sha Wan Road; and (e) Cheung Sha Wan Road westbound between Yen Chow Street and Kowloon Technical School. B. BUS DIVERSIONS A total of 36 bus routes will be temporarily diverted as follows: Bus routes nos. Affected bus stops will be suspended and replacement stops will be provided until the traffic resumes normal. C. ATTENTION AND APPEAL Actual implementation of the lane closures, traffic control and public transport diversions will be made by the Police at the time depending on the prevailing circumstances, traffic and crowd conditions in the areas. Notices will be put up by public transport operators to advise passengers of the above temporary arrangements. The passengers should pay attention to the arrangements of route diversions and suspension of stops. Members of the public who plan to go to the affected area are advised to plan their journeys earlier, use alternative routes, and allow more traveling time to cater for unexpected delay. Motorists are also advised to avoid driving to the affected areas. They should exercise tolerance and patience in case of traffic congestion, take heed of instruction given by the Police; and watch out for the latest traffic news to be broadcasted by the media.     CB(1) 628/09-10(12) For discussion on 15 December 2009 Legislative Council Panel on Environmental Affairs 341DS – Harbour Area Treatment Scheme, stage 2A – upgrading of Stonecutters Island sewage treatment works and preliminary treatment works PURPOSE Subsequent to approval by the Finance Committee (FC) for the upgrading of part of 341DS to Category A in June 2009, this paper seeks Members’ support for our proposal to upgrade the remaining part of 341DS to Category A at an estimated cost of $7,928.9 million in money-of-the-day (MOD) prices prior to submission to the Public Works Subcommittee (PWSC) for consideration with a view to seeking funding approval by the FC. BACKGROUND 2. The Harbour Area Treatment Scheme (HATS) involves the implementation of an integrated sewerage system for collecting and treating sewage generated around the Victoria Harbour in an efficient, effective and environmentally sustainable manner. The implementation of HATS proceeds in two stages. Completed in 2001, HATS Stage 1 now collects 1.4 million cubic metres (m3) of sewage generated daily in Kowloon and north-eastern Hong Kong Island (representing about 75% of the total sewage generated from the harbour catchment) via deep tunnels to the Stonecutters Island sewage treatment works (SCISTW) for centralised treatment before disposal. 3. The remaining 450 000 m3 of sewage currently generated within the areas from North Point to Ap Lei Chau which are not handled by HATS Stage 1 (i.e. the remaining 25%) would be collected and transferred to the expanded SCISTW for centralised treatment under Stage 2A. Our aim is for HATS Stage 2A to be commissioned by end-2014.

Our reply is set out below. (1) Site utilisation A note prepared by the Planning Department is at Annex 1. It sets out the considerations for setting the reference plot ratio ("PR") for the Treasury Building - 2 - (paragraphs 1-4), and the locations of commercial sites in the West Kowloon region with PR of 15 or above (paragraph 5). In gist, the Planning Department considers the Treasury Building akin to a commercial building and has accordingly set a reference PR of 8, taking into account traffic, air ventilation and other planning considerations. We consider that the reference PR of 8 has optimised the utilisation of the subject site.
