The types of articles and notes that will be pub­ lished will deal with fire research 01' fire control manage­ ment: Theory, relationships, prevention, equipment, de tee­ tion, communication, transportation. cooperation, planning, organization, training, fire fighting, methods of reporting, and statistical systems. Space limitations require that arti­ cles be kept as brief as the nature of the subject matter will permit. The Ina Levine Invitational Scholar also leads seminars, lectures at universities in the United States, and serves as a resource for the Museum, educators, students, and the general public. At its first postwar congress, in Montreux, Switzerland, in July 1948, the political commission of the World Jewish Congress passed a resolution stressing ―the determination of the Jewish people never again to settle on the bloodstained soil of Germany.‖1 These words expressed world Jewry‘s widespread, almost unanimous feeling about the prospect of postwar Jewish life in Germany. And yet, sixty years later, Germany is the only country outside Israel with a rapidly growing Jewish community. Within the last fifteen years its Jewish community has quadrupled from 30,000 affiliated Jews to approximately 120,000, with at least another 50,000 unaffiliated Jews. How did this change come about? 2 • Michael Brenner It belongs to one of the ironies of history that Germany, whose death machine some Jews had just escaped, became a center for Jewish life in post-war Europe.

    ARTHUR ELDER - DETROIT FEDERATION OF TEACHERS COLLECTION 20 Manuscript boxes Processed August 1965 BY PB Accession Number 75 This collection was deposited with the Labor History Archives in 1964 by Mrs. Arthur Elder, Francis Comfort, Florence Sweeny and Blanche Rinehart. Arthur Elder was a Detroiter active in the labor movement and particularly concerned with the AFL affiliate, the American Federation of Teachers. He served as vice-president of the AFT and president and secretary of the Michigan and Detroit federations. Elder was also director of the University of Michigan Workers Education Service. His dismissal from this post, in 1948, produced a controversy over the influence of General Motors in Michigan and University politics. The collection covers the period from 1921 to 1953, with emphasis on the 1940's. Number MS The papers of UAW Local 78 were placed in the Archives of Labor and Urban Affairs in May of 1974, by Local 78 President Edward Tillis and were opened for research in August of 1984. UAW Local 78 was chartered September 5, 1947, from Detroit's UAW Amalgamated West-Side Local 174 to represent the hourly workers of the Kelsey-Hayes Wheel Company who had previously been within Local 174 since 1937. The papers of Local 78 reflect the efforts to secure wage increases from the War Labor Board during World War II, its acquisition of a charter as an independent local and its participation in the Civil Rights movement. The Convention entered into force on 12 January 1951 in accordance with its article XIII. 2. By its resolution 441156 of 15 December 1990, the General Assembly expressed its conviction that implementation of the provisions of the Convention by all States was necessary for the prevention and punishment of the crime of genocide, urged those States which had not yet become parties to the Convention to ratify it or accede thereto without further delay, and invited the Secretary-General to submit to it at its forty-fifth session a report on the status of the Convention. 3. By its resolution 1990119 of 23 February 1990, the Commission on Human Rights strongly condemned once again the crime of genocide, affirmed the necessity of international co-operation in order to liberate humankind from that odious crime and urged those States that had not yet become parties to the Convention to ratify it or accede thereto without further delay. 4. As at 1 August 1990, the Convention had been ratified or acceded to by 103 States. In addition, three States had signed the Convention.

National Archives and Records Administration Washington, DC 2009 Library Cataloging INTRODUCTION On the 334 rolls of this microfilm publication, M1946, are reproduced the administrative records, property cards, and photographs of artworks and of activities from the Munich Central Collecting Point during the period 1945–51. The Monuments, Fine Arts and Archives (MFAA) Section recovered Nazi-looted works of art and artifacts from various storage areas and shipped the objects to one of four U.S. central collecting points, includ- ing Munich. In order to research restitution claims, the MFAA officers gathered intelli- gence reports, interrogation reports, captured documents, and general information regarding German art looting. The Munich records are part of the “Ardelia Hall Collection” in Records of United States Occupation Headquarters, World War II, Record Group (RG) 260. BACKGROUND The basic authority for taking custody of property in Germany was contained in Joint Chiefs of Staff (JCS) Directive 1067/6, which directed the U.S. Zone Commander to “impound or block” certain specified categories of property, including those of the German Reich; the Nazi Party and affiliated organizations and their prominent members; and absentee owners of non-German nationality, including United Nations and neutral governments and individuals. The American Zone Commander was also required to impound all property that was transferred under duress or through wrongful acts of confiscation, disposition, or spoliation, and to block the relocation of works of art and cultural material of value or importance, regardless of its ownership.
