EBU TECHNICAL - your reference in media technology and innovation Definitions of Broadband, Broadband TV and IPTV Broadband is a means to distribute a variety of different services including television and VoD via two-way communication networks using IP (internet protocol). Broadband is a high-speed, high-capacity data transmission medium that can carry multiple signals by dividing the total capacity into multiple channels Broadband Television (BTV) is the provision of linear, scheduled television services and Video on Demand (VOD) services over a two-way broadband ifinfrastructure prov iddbided by te lecommun icat ions carr iers to en d consumers, who use the service via a set top box and display, or via an integrated TV receiver. ITU Definition of IPTV: IPTV is defined as multimedia services such as television/video/ audio/text/graphics/data delivered over IP based networks managed to provide the required level of QoS/QoE , security , interactivity and reliability. NOTE: European Commission considers broadband as any network with a capacity higher than 144 kbit/s. (sic!)

In 2004/2005 the EBU set up a Project Group BTV (Broadband Television), chaired by Lieven Vermaele. The results are given in the Article published in the EBU Technical Review in April 2005. Main conclusions: BTV has a great market potential. It is able to provide a bundle of media services (e.g. triple play) including ™ IPTV - managed television services over IP based networks ™ Internet TV – unmanaged television services. These TV services consist of ™ Linear TV (channels) ™ Video on Demand (()VoD) Near VoD and Catch-up TV ™ Scheduled VoD (push overnight) ™ Video Podcasting

Many broadcasters provide regularly content for IPTV services ƒ Live broadcast channels (24/7) ƒ Special live events (football matches, rock concerts, Obama’s inauguration) ƒ Finished products (films, documentaries, dramas, etc) Broadcast content should always have the same look-and-feel on all platforms and end devices. Broadcaster’ s branding needs to be visible across all platforms. Broadcast content should be repurposed to suit optimally to different displays and pipelines. Many incompatible technologies are used to deliver Internet TV services ƒ Operating systems: Linux , Windows , Mac ƒ Browsers: Opera, IE, Firefox Mozilla ƒ Audio/video codecs: Flash, Windows Media, Real, DIVX, H.264 … ƒ Delivery mechanisms: HTTP, RTP/RTSP, MMS, various P2P, other proprietary… Different service providers use different technologies ƒ On PCs, it is possible to access all these providers by installing many different clients ƒ This i s not f easibl e on CE dev ices – they cannot i ncl ud e all possibl e technologies currently used in the internet, a standardised subset is required

Conclusion: We need standards for delivery of internet TV services.

ƒ Broadband networks provide new opportunities for broadcasters to distribute their content and make it available to anybody, anywhere and at any time ƒ New IPTV and Internet TV services are being deployed in practically all countries ƒ Both IPTV and Internet TV will engage many innovative ideas for production of attractive TV programmes and will provide new business opportunities for broadcasters and content providers ƒ There is a need for standardisation of both IPTV and Internet TV ƒ EBU Members are actively involved in DVB, Open IPTV Forum, IETF, DLNA and other international standardisation bodies ƒ Broadcast and IPTV networks will be combined to bring services to the home and will be distributed via a common Home Network
