Ferizal BALAI PENGKAJIAN TEKNOLOGI PERTANIAN (BPTP) NAD BADAN PENELITIAN DAN PENGEMBANGAN PERTANIAN KEMENTRIAN PERTANIAN 2011 LAPORAN AKHIR KEGIATAN PERBANYAKAN BENIH PADI DAN KEDELAI TA.2011 KATA PENGANTAR Puji dan syukur penulis ucapkan kehadhirat Allah SWT atas segala limpahan rahmat serta karunia-Nya sehingga penulis dapat menyelesaikan penyusunan laporan tahunan kegiatan Perbanyakan Benih Padi dan Kedelai mendukung program SL-PTT di Provinsi NAD tahun anggaran 2011. Kegiatan perbanyakan benih padi mendukung program SL-PTT di Provinsi NAD ini bertujuan untuk meningkatkan ketersediaan benih padi dan kedelai unggul di tingkat petani dalam rangka percepatan target peningkatan produksi gabah. Selama ini petani kesulitan mendapatkan benih unggul bermutu yang terjamin keunggulannya, walaupun ketersediaan benih yang berlabel dipasaran cukup, namun petani belum tentu dapat membelinya karena keterbatasan modal usahatani. Oleh karena itu Balai Pengkajian Teknologi Pertanian (BPTP) NAD selaku lembaga yang berwenang di untuk melakukan perbanyakan benih mencoba melalui kegiatan perbanyakan benih padi dan kedelai ini untuk memfasilitasi ketersediaan benih sekaligus membina petani penangkar benih padi dan kedelai yang ada di Provinsi NAD dengan harapan dapat menyediakan benih yang bermutu di tingkat petani. Ucapan terima kasih kepada Bapak Kepala Balai dan teman-teman yang terlibat di dalam tim kegiatan ini yang telah banyak membantu dalam melaksanakan kegiatan ini dilapangan sejak dari awal sehingga kegiatan pengembagan benih sumber ini terlaksana dengan baik hingga siapnya laporan akhir ini. Perbanyakan benih padi dan kedelai mendukung program SL-PTT di Provinsi NAD bertujuan memfasilitasi ketersediaan benih padi kelas FS = 1 ton, SS = 2 ton dan ES 7 serta benih kedelai kelas SS = 0,7 ton untuk mendukung program SL-PTT pada tiga kabupaten (Pidie, Pidie Jaya dan Aceh Barat Daya), serta membentuk 3 kelompok tani penangkar padi dan kedelai yang mandiri di wilayah kegiatan SL-PTT (Kabupaten Pidie, Pidie Jaya dan Aceh Barat daya). Lokasi kegiatan perbanyakan benih padi ada pada dua Kabupaten yaitu; Kabupaten Pidie dan Kabupaten Aceh Barat Daya (Abdya), sedangkan lokasi untuk perbanyakan benih kedelai ada pada dua kabupaten yaitu Kabupaten Pidie dan, Kabupaten Pidie Jaya. Untuk lokasi Kabupaten Pidie di tempatkan Kecamatan sakti Desa Gampong Baro, Kabupaten Pidie Jaya di Desa Meunasah Mulieng Kecamatan Meureudu dan Kabupaten Aceh Barat Daya di Desa Durian Rampak Kecamatan Susoh. Luas hamparan kegiatan perbanyakan benih padi dan kedelai ini adalah untuk komoditi padi di Kabupaten Pidie MT-I 1,2 ha dan MT-II 1,25 ha, Kabupaten Aceh Barat Daya MT-I 0,6 ha dan MT-II 0,75 ha, sedangkan untuk komoditi kedelai di Kabupaten Pidie 0,7 ha (hanya MT-I) dan Kabupaten Pidie Jaya 0,7 ha (hanya MT-I). Varietas yang digunakan adalah ; padi (Inpari-13 BS, Inpari-10 BS dan SS, Inpari-3 FS dan SS yang berasal dari BB padi Sukamandi dan Ciherang SS berasal dari penangkar Kabupaten Pidie, sedangkan untuk kedelai digunakan varietas Anjasmoro berasal dari penangkar benih kedelai di Malang. Hasil kegiatan menunjukkan bahwa benih yang diproduksi sebagian besar sudah disertifikasi dengan rincian adalah Kabupaten Pidie produksi gabah (padi) 10.914 kg, produksi benih 10.016 kg, benih milik BPTP ACEH (60 %) 6.010 kg dan milik petani (40 %) 4.006 kg, Kabupaten Aceh Barat Daya produksi gabah (padi) 3.395 kg, produksi benih 3.065 kg, porsi BPTP ACEH (60 %) 1.840 kg dan milik petani (40 %) 1.225 kg. Sedangkan untuk benih kedelai Kabupaten Pidie produksi gabah 1.200 kg, produksi benih 1.108 kg porsi BPTP ACEH (60 %) 665 kg dan milik petani (40 %) 443 kg dan Kabupaten Pidie Jaya produksi gabah 550 kg, produksi benih 450 ton porsi BPTP ACEH (60 %) 270 kg dan milik petani (40 %) 180 kg. Produksi benih padi milik BPTP ACEH sudah disertifikasi kecuali untuk kedelai di Kabupaten Pidie Jaya tidak disertifikasi karena terjadi kekeringan yang mengganggu pertumbuhan dan hasil tanaman. Rice and soybean seed multiplication program supports PTT SL-NAD aims at facilitating the availability of rice seed class FS = 1 ton, SS = 2 tons and soybean seed ES 7 and SS = 0.7 ton class to support the SL-PTT on three districts (Pidie, Pidie Jaya and West Aceh), and formed three groups of rice and soybean farmer breeder independent in the activities of SL-PTT (Pidie, Pidie Jaya and West Aceh power). Location of existing rice seed multiplication activities in two districts namely; Pidie and Southwest Aceh (Abdya), while the location for the multiplication of soybean seed is in two districts namely Pidie and, Pidie Jaya district. For locations in Pidie District magical place Gampong Baro village, Pidie Jaya district in Meunasah Mulieng Meureudu District and Southwest Aceh District in the Village District Susoh Rampak Durian. Vast expanse of rice seed multiplication activities and this is for commodity soybean rice in the district of Pidie MT-I 1.2 ha and 1.25 ha of MT-II, Southwest Aceh Regency 0.6 MT ha-I and MT-II 0.75 ha, while for soybean commodity in Pidie 0.7 ha (only MT-I) and Pidie Jaya 0.7 ha (only MT-I). Varieties used were: rice (Inpari-13 BS, Inpari BS and SS-10, Inpari FS and SS-3 derived from rice Sukamandi BB and SS derived from breeder Ciherang Pidie, whereas for the soybean varieties used Anjasmoro derived from breeder seed soybeans in Malang. The results indicate that the activity of seed produced most of the details is already certified by Pidie production of grain (rice) 10 914 kg, 10,016 kg of seed production, seed belongs to BPTP ACEH (60%), 6010 kg and owned by farmers (40%) 4006 kg, Southwest Aceh Regency production of grain (rice) 3.395 kg, 3065 kg of seed production, BPTP ACEH portion (60%) 1 840 kg and owned by farmers (40%) 1 225 kg. As for soybean seed Pidie 1,200 kg of grain production, 1108 kg of seed production BPTP ACEH portion (60%) 665 kg and farmer-owned (40%) and 443 kg Pidie Jaya 550 kg of grain production, seed production of 450 tons BPTP ACEH portion (60%) 270 kg and farmer- owned (40% ) 180 kg. Production of rice seed belongs to BPTP ACEH certified except for soy in the District of Pidie Jaya is not certified because of a drought that interfere with crop growth and yield. Sampai saat ini penelitian masih terfokus di pesisir timur dan pegunungan tengah Aceh, Pesisir barat Aceh belum pernah diteliti. Pesisir barat Aceh merupakan wilayah yang memiliki bentangalam kars cukup luas, dan memiliki potensi gua yang mungkin digunakan sebagai lokasi hunian pada masa lalu. Salah satu metode yang digunakan adalah memprediksi keberadaan gua dengan peta topografi, peta geologi, serta digital elevation model (DEM). Selain itu, hasil inventarisasi gua yang pernah dilakukan di wilayah pesisir barat Aceh juga digunakan sebagai data awal untuk memperoleh sebaran gua dan ceruk. Pada penelitian ini lingkup wilayah yang disurvei adalah Kabupaten Aceh Besar. Tiga parameter gua hunian, yaitu morfologi dan genesa, lingkungan, serta kandungan arkeologis, digunakan untuk memperoleh gambaran potensi masing-masing gua. Sebelas gua dan ceruk yang telah ditemukan menunjukkan adanya tiga buah gua berpotensi sebagai lokasi hunian dan diteliti lebih lanjut, empat gua berpotensi sebagai lokasi hunian tetapi tidak berpotensi untuk diteliti, dan empat gua berkategori tidak potensial sebagai lokasi hunian. From the analysis, it can be concluded that in the implementation of VF in Tangah village, it turns out that the process has followed the stages that were adopted from Law No. 6 of 2014 on Villages. The support and participation of various parties in there illustrates the presence of community involvement in various activities and programs of community empowerment and village economic development, although the significance is still not optimal.

Introduction 1. The National Commission on Violence Against Women (“Komnas Perempuan”), is one of the specific national human rights institutions aiming to build a conducive situation for the elimination of all forms of violence against women in Indonesia. Established under Presidential Regulation No. 65 of 2005 as its legal basis, the mandates of this Commission include a) public education, awareness and participation, b) monitoring and fact finding, d) proposing changes to law and policies, and e) strengthening national, regional and international networks. 2. As a national human right mechanism, Komnas Perempuan is actively involved in international human rights mechanism, including preparing the independent reports for Universal Periodic Review, Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) Committee, Covenant on Economic, Social and Cultural Rights (CESCR) Committee, and Covenant on Civil and Political Rights (CCPR) Committee and other instruments ratified by Indonesia. This research was carried out in the South-West region of Aceh for potential local rice exploration. The survey results in the Aceh Barat-Selatan region have several potential genotypes of local rice in districts in the South-West Aceh region that are still cultivated by farmers in the south, while potential local gonotypes of rice in the South-West Aceh region, namely Aceh Jaya district: , Jantoeng, Sikleng, Ramos, Sijane, Dewi and Leukat Jeuram, West Aceh districts: Itam Tangke Lango, Head of Gidan Kinco, Lekat jero Lango, Sirendeh Semantuk Wayla and Bo Rayek Semantok Wayla.     STATE OF CONSERVATION STATUS OF THE WORLD HERITAGE IN INDONESIA World Heritage Property Tropical Rainforest Heritage of Sumatra (N 1167) February 2014 1 Background The Tropical Rainforest Heritage of Sumatra (TRHS), Indonesia comprises three widely separated National Parks; Gunung Leuser (GLNP), Kerinci Seblat (KSNP) and Bukit Barisan Selatan (BBSNP), and covers a total area of 2,595,124 hectares, constituting one of the biggest conservation areas in Southeast Asia. The site is located on Bukit Barisan range and holds the greatest potential for long-term conservation of the diverse biota of Sumatra, including many endangered species. The biodiversity of the property is exceptional in terms of both species numbers and uniqueness. There are an estimated 10,000 species of plants, including 17 endemic genera. Animal diversity in TRHS is also impressive, with 201 mammal species and some 580 species of birds, of which 465 are resident and 21 are endemics. Of the mammal species, 22 are endemic to the Sundaland hotspot and 15 are confined to the Indonesian region, including the endemic Sumatran ornag-utan. Key mammal species also include the Sumatran tiger, rhino, elephant and Malayan sun-bear. The TRHS includes the highest volcano in Indonesia, Gunung Kerinci (3,805 m asl) along with many other physical features of exceptional natural beauty, including; Lake Gunung Tujuh the highest lake in Southeast Asia, numerous other volcanic and glacial high-altitude lakes, fumaroles, waterfalls, cave systems and steep rocky backdrops. Both Gunung Meuser National Park and Bukit Barisan Selatan National Park contain frontages to the Indian Ocean, making the altitudinal range of the TRHS extend from the highest mountains on Sumatra to sea level.
