Timeline of Military and Security Events Semira N. Nikou 1979 May 5 – The Revolutionary Guards were established by decree of Ayatollah Ruhollah Khomeini. Aug. 10 – Iran canceled a $9 billion arms deal with the United States made during the shah's reign. Aug. 18 – Khomeini appointed himself commander-in-chief and ordered a general mobilization against Iran’s Kurdish nationalists. Fighting in northern Kurdistan continued until the fall of Kurdish strongholds on September 3. 1980 Feb. 19 – Ayatollah Khomeini appointed President Abolhassan Bani-Sadr commander- in-chief of the military. Bani-Sadr was deposed on June 10, 1981. Sept. 22 – Iraqi troops invaded Iran, following weeks of clashes between their Iraqi forces along the border. Baghdad's conditions for peace included Iranian recognition of Iraqi claims to the entire Shatt al-Arab waterway and disputed territory, and the return of three Persian Gulf islands occupied by Iran in 1971. Iraq quickly penetrated deep into Iranian territory. Oil installations were targeted by both nations, leading to a suspension in oil shipments. PLO chairman Yasir Arafat began the first mediation effort on September 25, which was followed by a similar attempt by an Islamic Conference Organization delegation. Sept. 28 – The U.N. Security Council passed a resolution calling on both nations to cease hostilities. Oct. 1 – Iran said it would do its part to keep the Strait of Hormuz open to oil-tanker traffic in spite of regional hostility. Heavy bombardment was reported on cities in both nations, while fighting on the ground centered around the oil-rich southern cities of Khorramshahr and Abadan. -

Congressional Testimony The Iran Nuclear Deal and its Impact on Iran’s Islamic Revolutionary Guards Corps Dr. Emanuele Ottolenghi Foundation for Defense of Democracies Center on Sanctions and Illicit Finance Hearing before the House Committee on Foreign Affairs Middle East and North Africa Subcommittee Washington, DC September 17, 2015 1726 M Street NW ● Suite 700 ● Washington, DC 20036 Dr. Emanuele Ottolenghi September 17, 2015 Chairman Ros-Lehtinen, Ranking Member Deutch, members of the committee, on behalf of the Foundation for Defense of Democracies and its Center on Sanctions and Illicit Finance, I thank you for the opportunity to testify. This testimony will focus on the impact of the Joint Comprehensive Plan of Action (JCPOA) on Iran’s Islamic Revolutionary Guard Corps (IRGC) and its dominant position in Iran’s economy. The IRGC is the custodian of Iran’s best-kept military secrets, including its clandestine nuclear military program and ballistic missile program. As the regime’s Praetorian Guard, it is also charged with defending the Islamic Revolution from enemies at home and spreading the revolution abroad. Over the years, the IRGC has zealously fulfilled these tasks, quashing pro- democracy protesters inside Iran and sponsoring terrorism and Islamist movements abroad. The JCPOA dismantles specific United Nations and European Union sanctions, and significantly diminishes the scope and reach of U.S. sanctions. In doing so, the JCPOA creates a major “stimulus package” for Iran’s economy. The IRGC derives much of its domestic clout from its position of dominance within Iran’s economy. Thus, the IRGC and the supreme leader’s business empire will be the main beneficiaries. -

Burke Chair in Strategy [email protected] Second Working Draft December 12, 2018 Please send comments, corrections, possible additions to Photo: STR/AFP/Getty Images [email protected] The military balance between Iran, its Arab neighbors, and the United States has been a critical military issue in the Middle East since at least the rise of Nasser in the 1950s. The risks this arms race presents in terms of a future conflict have not diminished with time, and many elements of the regional arms race have accelerated sharply in recent years. This report compares a range of sources to trace the history of the Gulf arms race in terms of military expenditures, arms transfers, and comparative rates of military modernization. In the process, it examines the economic burden on the Gulf states of these military expenditures and arms transfers, the recent shifts in the balance in terms of the major elements of conventional warfighting capability, and the impact of a steady shift towards options for asymmetric warfare. It draws heavily on both official open-source reporting by the United States government and the work of major research centers like the International Institute for Security Studies (IISS) and the Stockholm International Peace Research Institute (SIPRI), as well as variety of other think tanks and commercial research centers.
