They expect the council to mow it, yet they want to contribute nothing towards it , cost money to pay the contractor ,he has his overheads fuel, maintenance on mowers wages liability insurance and the general overheads of any business. I mow my own regardless .

Not everyone is anal Neuf to keep their lawns perfect some of us have jobs and families my lawn gets done when and if I get time not everyone is financial enough to pay to get it done or physically able.

For well over a year now the council has refused to mow this particular berm and on Gladstone rd it is a sizeable one. In fact the mower man himself admitted he had been told NOT to mow 2 properties on this street???? We are talking about a 72 yr old pensioner who has to now pay extra for someone to mow them when the rest of the street gets this service for free???? To make matters worse there is a daycare (which he council allowed!) Who use one of the berms for parking making a nasty pugged up mess during wet months. Here are some examples: - at the flood barriers on road - the Criterian bridge potholes - the inside corner by Shell Paeroa - the bridge over the H Drain on old Netherton road

Sue Austen Wharf Street originally connected the river to the Main Street. Back in the day, Paeroa was the flash place to visit and people would come in from surrounding areas on boats. They would get off at a wharf, on the appropriately named Wharf street, and walk down to what was the movie threatre across the road. In those days the building was quite spectacular, and had a light show based on the Northern Lights that went from the foyer into the main street. If you stand at on Wharf Street and look towards the building that was the old picture theatre, you can see that they "line up", and the building was built to be imposing and impressive to the visitors coming for their glamorous evening in Paeroa. I love that Wharf street may again offer an inviting welcome visitors to Paeroa, and hope that this development goes ahead :-)

A few bike racks on Wharf Street and an attractive- looking streetscape to encourage cyclists to ditch their bikes and come explore and spend in our town would be pretty awesome. Manage Like · Reply · Message · 2w Kirstyn Dobbs $14.90 every quarterly bill equals $59.60, at an estimated average, which of course would depend on the ratepayers property valuation - so less for some and more for others. The 'nice to have' projects page states $14.90 will be the annual increase, however realistically it will be added to every bill. While a bit of 'lipstick and rouge' to beautify an industrial area used by few sounds attractive, the rates increase does not and would hardly seem justified, based on the predicted increase just for a few plants and a bit of concrete. What annoys me in reading this is we have cracked and uneven footpaths in need of repair, and in addition, an antiquated storm water system, especially in the Thames Road and surrounding streets, of which council has

PAGE 459 failed to address for years, however still expects residents to cough up the costs all the while providing a substandard service. Rates are apportioned to cover these services and yet year after year, they fail to be addressed. Myself and fellow neighbours are still waiting for council to complete storm water repairs, of which we were advised would be completed in July 2017. But by all means, tack on some more fees for services we don't actually need. We don't mind if our properties flood for another year so Wharf Street can look pretty 

Shame council just doesn't raise its hand and admit there are problems with very old infrastructure and actually commit to a plan of up grading, if they did this first, then I wouldn't have too much of a problem with their cosmetic fixes.

Much like most work places I would say. The job advertisement you describe was for someone to keep our staff-room supplied with basics like instant coffee, sugar and milk, and it has been filled by an awesome local person who is doing a great job ~ Paula

She has indicated to Council that due to this potential conflict of interest she will excuse herself from the decision making process when Council makes its decision on which option to choose for the new Library service in Ngatea. 2018 long term plan ‘drop in’ community event ‐ Whiritoa

 Rates calculator doesn’t cover Whiritoa, as the bands are too low. Their values for the residential are higher than the high bracket.  Discussion around Whiritoa properties paid for their own sewer system, but are now paying district rates towards other sewer systems.  Flooding of the fire station, and then where is the next emergency centre if that is already flooded. Querying flood management within the Whiritoa area, if lagoon area becomes blocked and flooding therefore occurs.  Tennis courts – queried ownership of the court itself, and who is responsible for maintaining this facility to a standard. Asphalt is cracking, how often to council do their maintenance inspections.  Entry and exit to state highway – during heavy rain slips come down and block this area. Queried who maintains the highways to eliminate slips.  Query as to whether there are height restrictions for trees.  Better beach access by the park is required. Replace the ladders through dunes/sand to get to beach.  Requested footpath on swordfish road, near the intersection, with a wheel chair ramp.  Requested yellow lines in front of garages, as many people park in front of garages for properties.  Rates rebate needs to increase to match increases in rates overall.  Camera upgrade in Whiritoa, to be able to read number plates at night.  Whiritoa community centre – noise within the hall is too great that you can’t hear. Acoustics need to be improved. Have you considered the congestion this option will have? In my opinion this end of town is already quite congested without this. There would be a real lack of parking and therefore big problems for our older folk who I understand are the biggest user of our library.

Our existing council office has a great parking area and has been an icon for our council since it was built, it could be modernised if it was necessary at a minimal cost without spending 1.5 million that seems to be for the greater benefit of the college than to the districts rate payers and community.

Road Maintenance : I am wavering between Don't increase investment and your preferred option of Increase investment. I believe our vehicles will change soon to be cleaner (electric) , more robust, more efficient vehicles and we need to be pro active in being ready for any changes this will mean to the makeup of our roads. Mainstream is a little way away so maybe holding off until we can see what other alternatives / requirements are needed. We should be looking at other possible eco friendly materials for building roads - alternatives like recycled plastics etc. However we do still need to maintain our current roads to a suitable standard using quality methods

I support all your 'must do' projects in Waihi. I support not mowing the berms, However it means that residents must then be able to use / mow / plant / at their own discretion. Residents should be encouraged to grow food or trees or use the land to be productive or useful

I'm not sure if I get a say in Paeroa's or other towns projects but here is my 2 cents worth anyway.

I would like to see the Wharf Road development go ahead. However it could be in conjunction with other groups. For example fruit trees could be planted along the river walk. These could be maintained by a community garden club or garden centre or school horticulture group. The costs could be shared as way of labour input / maintenance by the council. Access from the rail trail is a good idea and so would be toilets/picnic and rest area. It is quite a detour to the Marshall St toilets from there if you are actually wanting to explore the shopping area.

I support the Skate Park upgrade. It is essential we engage with and encourage outdoor recreation and exercise to our youth and children. They need a safe and stimulating place to play.

I don't particularly support the Marshall St overnight parking site extension. There are already other excellent sites and facilities available at the R.V centre. I do support keeping it as it is and the toilets there well maintained for the general public. Perhaps a solar shower facility could be installed at a cost to the user. Where appropriate toilets that are manned and cleaned regularly are also less likely to be grafiteed / vandalised / desecrated and they add a safe, welcoming human interaction to a public facility. I also support implementing a food waste system at the campervan site as well. I have just been travelling with a friend in their campervan and was at a loss of what to do with food waste as I am an avid composter at home. There should be a worm farm at the campervan site , appropriately designed for ease of use and inaccessible to dogs/cats/vermin. It could also be managed / emptied by council gardeners for fertilising public gardens or by other community gardening groups.

I am not familiar with Hutchinsons Reserve so can not comment. I am not familiar with Olga Street walkway either.

Yes to Kaiaua toilet upgrade. Yes to ALL toilet upgrades. We are very much in a through town /s and people stop to use the facilities and the state of the facilities reflect on the town , local people and businesses.. I have just visited Taranaki where i visited many public toilets on our journey and was impressed by the availability, cleanliness and welcome. It showed that there was a pride in presenting good clean services and it made me more likely to spend in the town (and I did) as it was a quality experience. I would like to see more toilets accessible for the public in the town and people on the Hauraki Rail Trail. We could also be installing composting and / or low water using toilets, powered with renewable (prob solar energy)where possible.

I'm not sure about the Ngatea library/ community centre as I do not go there and do not know what is needed. However if property and services can be shared among the community then they should be to be cost effective.

I see that you spend 2 cents of every $ on rubbish. I would like to see a recycling centre along the lines of the Seagull Centre. Ideally there should be one in every town but at the very least in Paeroa. This would save alot of material being sent to landfill (which we pay by volume), will also generate jobs, educate people on waste reduction (Reduce Recover Reuse Recycle Repurpose) and inspire community interaction. It also makes money for community groups and projects. Alongside this needs to be a place to take appliances and other things that need to be fixed. and or repurposed. It can be manned by volunteers/ experts who have the skills and are passionate about reducing waste.This is a hot topic globally and nationally at the moment and is the right time to start fixing our environment as our planet is suffocating under a mountain of consumer waste and pollution.

You spend 1 cent of every $ on cemeteries. I would like to see a new type of cemetery built. Or grown actually. A sacred place where people can be buried in natural caskets and have trees planted on top of them to create a forest of protected trees.Native and exotic. It would become a peaceful and natural environment of regeneration - a place where people can come and visit their departed by walking amongst nature . There would need to be a venue/ facilities / building for ceremonies and record keeping ie map of who is under which tree. Families would pay for the plot as they do now. There could be the option of being buried in a unprotected forest which is harvested for its timber as income to maintain the facility. This would be more sustainable, offset carbon emissions and require less maintenance than the traditional cemetery plot..

I would like to see Hauraki District be pro active in looking after our changing environment, future thinking and acting sustainably in its approach to managing our district for its people and future generations. This includes promoting organic growing of agriculture crops and businesses. It includes reducing our chemical pollution by finding clean green alternatives to using poisonous weedkillers on our road verges (hot water / steam treatments is one). It includes making businesses (and the council) responsible for the cleanup of any pollution or environmental destruction they create. I would also support Hauraki District to be GE free - banning genetically engineered and modified crops being grown and banning G.E animals being bred and banning any G.E biological chemicals being released into the wild.

Thankyou for putting this out to the public to have a say. I love living in this beautiful district and believe it has lots to offer the residents and visitors. I hope you listen, use and implement the feedback wisely.

Background Background The Hauraki Rail Trail Charitable Trust appreciates the opportunity to comment on the Hauraki District Council’s Long Term Plan (2018-2028).

The Hauraki Rail Trail Charitable Trust’s (the Trust) purpose is to provide benefits to the communities within the Region by operating, maintaining, repairing, developing and facilitating the use and enjoyment of the Cycleway. This charitable purpose includes:

• leasing and/or licencing land from any of the Settlors or any other party for use by the Cycleway; • developing and constructing extensions and additions to the Cycleway including, without limitation: o An extension to the Cycleway from Kaiaua to Kopu; and o Additions and detours from the Cycleway to sites of interest close to the Cycleway; • maintaining all of the Cycleway; o ensuring that the Cycleway is developed and maintained to the standard required for it to be included in the Nga Haerenga/National Cycleway network; and o raising funds to carry out and complete any of these charitable purposes.

In 2012, the railway line between Thames and Te Aroha (and Waikino) was converted to a cycle trail under the Nga Haerenga Cycle Trail Network banner. It is classified as a Grade One Great Ride, the easiest of the rides, with Grade 5 being the most difficult. Due to its easy nature, the cycle trail attracts riders from a range of demographics but is particularly popular with active retirees and family groups.

Infrastructure provides an important foundation for healthy, thriving communities and prosperous economies. The Hauraki Rail Trail is considered as an asset like roads, and water networks that requires constant maintenance to ensure it is fit for purpose. It is also an infrastructure that is a social asset such as are halls, libraries, coastal assets, parks and swimming pools. It is a fixed, long-lived asset and has an influence over the quality of life for people who live and visit the Hauraki district. The health benefits of users of the trail are estimated to be in the range of $4million per annum as assessed by MartinJenkins in 2017.

The cycle trail is also an asset that has potential to enhance the economic activity within the region through tourism and business investment initiatives. Economic benefits of the cycle

PAGE 555 trail are estimated to be in the range of 11.8 million per annum to the local economy, with planned extensions expecting to realise a further 13.2 million per annum.

In FY2018, the Trust has in conjunction with council staff, been successful in raising $3.4 million from Central Government to complete the cycle trail. Moving forward, additional investment will be required to bring sections B (Thames to Paeroa) and D (Paeroa to Te Aroha) up to the standards being set by the new builds. Across the Trail length key projects include:

The Trust is looking for opportunities to find base funding outside that of council sources that can be leveraged against the Ministry of Business, Innovation and Employments MGR fund. There is also the opportunity to leverage existing work streams and budgets within Council without adding additional cost to the council’s bottom line. The Trust acknowledges and supports Hauraki District Council’s input into the development of the extensions from Te Aroha to and from Pūkorokoro-Miranda to Kaiaua. It is only with this collaboration beyond territorial authority borders that the Rail Trail will be able to achieve its full potential. We are hopeful that we can rely upon Hauraki District Council’s continued support for other initiatives that may come up in the future that may fall beyond the council’s borders. The Trust also acknowledges the contribution that Hauraki District Council has made to the Hauraki Rail Trail and the support it has provided to the Trust. We thank you for your ongoing support and make the following submission to the Hauraki District Council, as we take the journey from good to great.

PAGE 556 SUBMISSION Hauraki Rail Trail Ten Year Concept Plan In 2016, staff from Hauraki, Matamata-Piako and Thames-Coromandel District Councils identified several key projects that were identified as priority work for the Hauraki Rail Trail. Key projects identified for the Hauraki District included:

• Trail completion to Kaiaua – Central government funding approved; • Kaiaua Trail Head – Central government funding approved; • Physical trail improvements: o Vegetation Control o Landscaping o Ecological restoration planning and implementation; • Interpretative signage along length of existing trail; • Rest area development; • Cattle stop removal/replacement; • Surface improvements; and • Trail node connecting trail to Paeroa and Waihi townships

This plan was presented to the Ministry of Business, Innovation and Employment in 2017 and forms the basis of prioritising projects of focus for the Rail Trail improvements. Generally, 50 per cent funding can be sourced from central government sources, with the balance of co-funding being raised through councils and/or other initiatives. The Trust is working on a targeted funding campaign to raise the co-investment, however requests that the Hauraki District Council reviews its Long Term Plan to include financial support for these priority projects, particularly where they sit within the Hauraki Rail Trail Funding Agreement as an obligation on Hauraki. Funding Agreement principle J reads:

“Above the strategic, overhead and proportionate costs, each settlor council will, where possible, contribute to and facilitate the enhancement and promotion of the Trail for their local areas (i.e. the local urban area defined as within the 70km speed zone) for example: car parking, signage, drinking fountains”

Asset Replacement The Trust wants to ensure that Hauraki District Council recognises that the Hauraki Rail Trail is a regional asset that requires care, attention and investment as any public amenity or roading project would. The Hauraki District Council does not fund depreciation on the Hauraki Rail Trail as it was assumed by the Council that the costs associated with replacement would not be borne by local government. The Rail Trail is now in its sixth year of operation, and co-investment from central government for extra-ordinary maintenance and asset enhancement and replacement is now starting to flow inwards. This however is based on a 50 per cent funding

PAGE 557 model. There have been no exceptions to this rule. Given that the completed Rail Trail asset is valued in the tens of millions, and the trail is now six years old, it is unrealistic to assume that community funds and other funding mechanisms could carry the replacement value of these assets as they start to approach their life-span of ten years. Hauraki District Council is currently contracted by the Trust to manage the maintenance of the Rail Trail. It is imperative that as Hauraki District Council sets these maintenance budgets, that these budgets accurately reflect the cost for the replacement of end-of-life assets. These overhead costs are shared between the three councils on a pro-rata basis. Kaiaua Toilets The Trust fully supports the development of toilets and parking at the northern end of Kaiaua. Through Central Government sources, the Trust has raised $185K of the contribution towards this development as this as an asset that directly benefits trail users. The balance of $184K detailed in the LTP is essential to ensure this project goes ahead in 2018-2019. Wharf Street Development The Trust fully supports the development of Wharf Street at Paeroa and its linkage to the Hauraki Rail Trail. As a potential trail head project that could be aligned to the Ten Year Concept plan developed in 2016 and approved by MBIE, there is the possibility of some contribution to the project by Central Government. Further discussion on these plans is welcomed by the Trust. Waihi Economic Centre Linkage The Trust would like to see a commitment from Hauraki District Council to link the Rail Trail from the Wrigley Street train station to Seddon Street. This is missing from the Long Term Plan and is a vital link for the local businesses to link to the tourism market. Economic Development The Trust supports the work undertaken by Hauraki District Council staff when reviewing its economic development strategy. The Hauraki Rail Trail offers opportunity for new business to develop alongside the trail, with direct and indirect benefits. The support that Hauraki is offering businesses to navigate the regulatory environment is commended. Advocacy is core to attracting new business into the region. We have seen clear examples throughout the rail trail network where businesses are finding it much easier to attract and retain trained staff as the local recreational infrastructure makes the region a great place to work, live and play. Some of these businesses are coming on-board the Hauraki Rail Trail as official partners, financially assisting us to resolve issues such as specific signage needs in their area. Future Approach The Trust supports prudent financial management. The Trust is in a position to leverage some of Hauraki District Council’s existing budgets. This leveraging from Central Government sources can fund improvements for increases in quality standards of key infrastructure on the Rail Trail at no additional cost to Hauraki District Council. This can be

PAGE 558 achieved through leveraging budgets that are targeted to (for example) car-parking in the , that sits alongside the Trail to resolve issues such as cattle-stops, interpretive signage and rest areas between Waihi, and Te Aroha. For this to occur the Trust needs to meet with key staff to identify potential projects that can be leveraged. Speed Management Plan and Cycling Safety The Regional Transport Committee, of which your Council is a member, has confirmed that safety is one of two top priorities through the draft Regional Land Transport Plan (2018) (RLTP). The RLTP safety objective is “Land transport in the Waikato region is a Safe System working towards zero deaths and serious injuries”. Central Government is now signalling that safety is a top transport priority and has an expectation that Local Government will do its part by targeting funding to priority areas. The draft Government Position Statement on Transport (2018) sets an objective for a “Land Transport system that is a Safe System, free of death and serious injury”. The government is making speed management a top transport safety priority and has signalled that safe walking and cycling are also high priorities. Road safety and cycling partners are working collaboratively to reduce deaths and serious injuries on the region’s roads and to provide more, better and safer cycling across the region. This is occurring under the national guidance of the Safer Journeys Strategy and the regional guidance of the Waikato Regional Road Safety Strategy 2017-21 (WRRSS) and the Waikato Region Cycling Programme Business Case 20171. The Regional Speed Management Working group, which lies within the Waikato Regional Road Safety Forum, of which your Council is a member, supports a risk based approach to speed limit setting using the national Speed Management Guide. Speed management is one of two key priorities in the WRRSS, and Action 4.2.2 is: Waikato region RCAs to incorporate Speed Management Plans or funding to develop these during 2018-21, into their Activity Management Plans. The WRRSS states that “Cyclists represented in about 15 percent of urban casualties in the region between 2006-15, with an increasing trend 1.” The Cycling Safety Panel published its recommendations to make cycling safer and more attractive in 2014. The second key priority of this report was reduced traffic speeds.2 The Trust requests that you target increased investment through your Long Term Plan to:

• Develop and implement a Speed Management Plan for safe and appropriate speeds through and that this includes addressing the needs of those who cycle.

I believe that GO Waihi does an excellent job of promoting Waihi and surrounds and should be well supported financially from District funds. To expect GO Waihi to get funding from other sources, it could mean that others like kindergartens, sports groups etc, miss out. Financial support from the organisations that benefit from GO Waihi should be continued in current form or even increased to provide more events to be promoted in the area.

I would like to comment on the proposed cut in funding to Go Waihi. The organization does a fantastic job in promoting Waihi and without them there wouldn't be the activities happening in Waihi that we have now. The Beach Hop warm up party attracts huge numbers of people and generates income we wouldn't otherwise have. The annual trolley derby and Xmas Parade brings together our community. BA5 brings our retail operators together and I doubt there would be any small rural town in New Zealand that can boast the numbers we get attending. Go Waihi ticks all the boxes with regard to outcomes in our community with THRIVING WAIHI being the most evident. Unless we continue to promote Waihi through Go Waihi the town will die

I do not want funding reduced for the GO WAIHI organisation.

Our small town and community thrives off events organised by GO WAIHI. It really helps put Waihi on the map and creates a town people want to stop and spend time in rather then drive through. If you reduce funding Waihi will turn into a drive through town rather than a destination. Local events have a positive impact for local businesses. Everyone wins.
