Description: The two-story residence at 5308 East Palisades Road is an excellent intact example of the Spanish Eclectic architectural style designed by the established master architect, Charles H. Salyers, and master builder, Dodge Construction. The asymmetrical stucco building massing is a ‘T-form’ with a dominant side gable with its gable-end facing East Palisades Road. A lower level north/south side gable connects to the main structure. Typical to the Spanish Eclectic style are asymmetrical multi-level low-pitched roofs of red clay tile over minimal open eave overhang. The house is set close to the north property line to provide for a driveway and rear garage. It is also set equidistant on the lot allowing generous front and rear yards. (Cont’d p.3)

*B6. Construction History: On 13 December 1927 Lewis H. & Annie B. Dodge purchased Lot 360 of the new subdivision of Kensington Heights Unit 3 (1924). Under the auspices of the Dodge Construction Company a Spanish Eclectic style residence was built, designed by architect Charles H. Salyers, with a Notice of Completion filed 6 April 1928. Records show the Dodges did not reside in the house, which implies a speculative venture on their part. The house quickly sold to George T. Forbes on 30 August 1929. There has been no permit activity since initial construction. The Shragge ownership began 9 October 1986 and subsequent changed to the current owner Judith (formerly Shragge) Simmons. General interior upgrades were undertaken; kitchen, baths. Rear yard improvements; a covered patio behind the garage, garden structure, rear patio improvements and fencing were added. Utilitarian windows have been changed out. The overall original wood window/multi-pane/shutter sets are either intact or because of wood rot and nearly 70-80 years of wear, have been replaced in-kind where needed. The house has been sensitively maintained and exhibits excellent historic integrity from its period of significance of 1928.

Note: Architectural renderings are included in Attachment E, Criterion C. The architectural drawings were generated by architect Charles H. Salyers as ‘renderings’ only, and in no way could be construed as ‘as-builts.’ It is apparent that modifications were made in the field during construction as evidenced by Attachment D, Transitional Photos, 1928 and circa 1950s. Also, the architect mis-identifies the elevations; the South Elevation is actually the East Elevation; The West Elevation is the South Elevation; the ‘Right’ Elevation is the North Elevation; and the ‘Rear’ Elevation is the West Elevation. Changes such as the addition of shutters were made during the early life of the house and were in tact at the beginning of the Shragge ownership. It is not possible to account for minor modifications to the house without permit information. 5308 E. Palisades Road retains its Spanish Eclectic characteristics, either from original elements or in-kind replacements, from its period of significance.

East (Front) Elevation The East (front) Elevation consists of the two-story side gable with a gable-end facing East Palisades Road. At a lower level a connecting perpendicular side gable is the lower one-story level. The front entry and staircase is canted at a 45° angle at the apex of the two-story section of the front elevation. The upper level retains wood windows. A west-facing single double-hung window has 3 over 2 panes with flanking wood shutters. The south-facing wood window is 6 over 3 panes. A lower window set north of the entry is a three- part set consisting of a central fixed picture window flanked by two operable windows of 2 over 4 panes flanked by wood shutters set within a balconet. Above this set at the upper level are two 3 over 4 panes separate windows. A tripartite clay ornamental vent rests within the upper gable-end of this elevation. At the south end of the lower front elevation is a window set comprised of a large fixed picture window flanked by two 4 pane operable windows and shutters.

South Elevation The South Elevation two-story level section consists of original window sets; a large fixed horizontal picture window with wood sash and a double set of 3 over 3 window with shutters. The lower level South Elevation consists of a gable-end with a three-part window set; a central fixed picture window and two flanking 2 over 4 pane windows (in-kind replacements) with shutters. The rear section of the South Elevation holds an exterior dominant chimney; a stucco balcony with a recent protruding window replacement with a tripartite clay ornamental vent within the upper gable-end of this elevation. The lower level also has a recent small utilitarian window replacement. On the upper left rear is an enclosed patio area completely surrounded by wood windows of 3 panes operable and 2 over 3 panes fixed.

West Elevation The West Elevation is half recessed with on the north end with two sets of windows with 3 over 4 panes flanked by wood shutters, and the recurring tripartite clay vent detail at the gable-end. Below are two small wood windows 3 over 3 panes with a central single wood door. The right half of the elevation comes forward with the enclosed patio above and a asymmetrical single door and a single 3 pane window with flanking shutters on the lower level. The rear yard has an assortment of garden elements; a garden structure, raised patio, a spa pool, wood overhead, decorative pavers, and privacy fencing.

North Elevation The North elevation is a long linear two-story wall comprised of wood window sets. Due to the limited set back from the property line it is out of public and private view from any angle and difficult to photograph. Criterion C: Architecture ~ Spanish Eclectic Resources are those that embody distinctive characteristics of style, type period, or method of construction or is a valuable example of the use of indigenous materials or craftsmanship.

Kensington, in all its subdivision iterations, was a well-planned series of neighborhoods led by a former Vice President of the Santa Fe Railway and chief organizer of the 1915 Panama California Exposition in , Aubrey Davidson, under the auspices of the Kensington Park Land Company. For two decades, 1910- 1930, each neighborhood unit was planned with quality driven restrictions and sold to eager newcomers to San Diego. Davidson was Canadian and somewhat of an anglophile, consequently it resulted in the English names of the major thoroughfares. The layout of each neighborhood broke from the standard American grid. A narrow peninsula bounded by the steep southern rim bluffs of Mission Valley, much of which is dedicated open space, became a suburban neighborhood of planned excellence.

Spanish Colonial Revival/ Spanish Eclectic From as early as the 1890’s Southern California embraced Spanish Colonial Revival design precedents in architecture, which manifested in variations of both Spanish Colonial and Mission Revival styles. The Santa Fe Railway, a dominant force in settling and developing the American southwest, promulgated the Mission Revival style first to further romanticize and ‘sell’ the West to potential residents and investors. Spanish Colonial Revival and further hybrids came into vogue later and captured the imagination by exhibiting freedom of expression and interpretation of those same historical precedents.

As the U.S. prepared to celebrate the opening of the Panama Canal in an official and lavish Exposition in 1915 in San Francisco, the upstart city of San Diego, the first port-o-call north of the Canal, was in a position to host a coincident event for the linking of the Atlantic and Pacific Oceans. San Diego, the upstart city, staged its own ’auxillary’ 1915-16 Panama California Exposition with permission by the federal government, and created one of the most character-defining complexes of Spanish Colonial Revival architecture in the southwestern United States.

In 1950, author T.E. Sanford, in his book Architecture of the Southwest, wrote, “The marriage of what was seen as historical and logical appropriateness and unfamiliarity was a fruitful one’. . . 'and Balboa Park became the birthplace of that Spanish Colonial revival which by 1925 had become a nationwide craze.'

In San Diego: A Pictorial History, author, Dr. Raymond Starr notes the ‘look’ of San Diego and the remarkable impact the 1915 Panama California Exposition had on San Diego’s built environment, essentially imprinting the region thereafter. He writes: “From the arrival of Horton until this time [1915], San Diego had architecturally been a Victorian town, with a few classical buildings thrown in. From this point on, the Hispanic origins of San Diego would be firmly established . . .”

In A Field Guide to American Houses, authors McAlester & McAlester state: “The style uses decorative details borrowed from the entire history of Spanish architecture. These may be of Moorish, Byzantine, Gothic, or Renaissance inspiration, an unusually rich and varied series of decorative precedents.” And, “Spanish Eclectic is most common in the southwestern states, particularly California, Arizona, and Texas, and in Florida, . . . During the 1920s, many new communities in Florida and southern California were planned in the Spanish Eclectic style . . .”

The Spanish Eclectic style was created as a result of the 1915 Panama California Exposition in San Diego. Lead architects Bertram Goodhue and Carlton Winslow demonstrated a cache of Hispanic inspired architectural façades—a different variation on theme for each building. After the Exposition a flood of Spanish Colonial Revival variations coalesced into a more eclectic and free-style. Spanish Eclectic is generally identifiable by recurring elements such as; asymmetry in façades and fenestration; low pitch tiled roofs with modest, if any, open eave overhang; stucco wall surfaces; focal windows; elaborated chimneys; balconies; ornamental iron; courtyards and fountains. Spanish Eclectic architecture became the dominant style of choice in San Diego from 1920-1940 and is present in many older neighborhoods in San Diego.

Criterion D: Master Architect and Master Builder Lewis H. Dodge; Dodge Construction Resource is representative of the notable work of a master builder, designer, architect, engineer, landscape architect, interior designer, artist or craftsman. Charles H. Salyers, Architect.

Both architect Charles H. Salyers, and designer/builder Lewis H. Dodge are considered masters in their respective fields by the City of San Diego. It is clear from their biographies that the two had partnered on projects throughout their careers, Salyers the younger and Dodge the elder. Most of their collective work shaped the neighborhoods of Kensington/Talmadge and Point Loma/Sunset Cliffs. In the subject residence they both applied their knowledge, design expertise and craft to the residence.

Charles Salyers, Architect (1900-1974) Salyers arrived in San Diego with his parents in 1907. As he matured he became interested in the design and construction of residential homes. During a 1920s building boom he developed his natural skills at design, in particular the Spanish Eclectic style that prevailed after the 1915 Panama California Exposition. Salyers secured an architecture license in 1932 and began his practice in earnest. In the 1930s his style trended toward Streamline Moderne and developed a reputation for mastering it. His career included public administration work, i.e., an appointment to the County Surveyor’s Office as their first Building Inspector and in 1948 Governor Earl Warren appointed him Chief of the State Division of Housing. He returned to San Diego and finished his architectural residential design practice, retiring in 1966 after a 40-year career.

In his later years he gained unusual notoriety, continuing his commitment to ‘housing’, for having accomplished the physical relocation of an entire apartment building from Point Loma to Golden Hill. Although he never earned the renown of many of his contemporaries, Salyers was nonetheless a builder, architect, and administrator of distinction. Known for his innovative approach to design, he helped shape a distinct residential character of the Kensington and Point Loma neighborhoods of San Diego.

Lewis H. Dodge, Dodge Construction Company (1871-1934) Lewis H. Dodge was a third generation trained carpenter and builder who apprenticed with his father In New Hampshire. He began his own career of construction in 1891 until his death in 1934. The Dodges came to San Diego in 1923 and established their construction company with Lewis and son Edward Lewis specializing in a broad spectrum of revival styles; Tudor, Dutch Colonial, English, Mission, and Spanish Colonial Revival. The company flourished during the building boom of the 1920s and the Dodge Construction Company was recognized as a building company of high quality and craftsmanship in the San Diego Union and Evening Tribune newspapers as well as by developer John P. Mills.

Dodge Construction was chosen to represent the newly developed Sunset Cliffs subdivision Azure Vista, by building a showcase home for W.S. Mills, the sales manager for the John P. Mills Organization. Dodge’s contribution to residential homes goes beyond construction and into the promotion of building quality and attractive neighborhoods specifically in Sunset Cliffs and Kensington/Talmadge. On 10 May 1925 Kensington Park placed an advertisement of several new homes featured in the “Better Homes” section. Three of the five homes in the article were built by Dodge Construction Company; two Spanish Eclectic and one Dutch Colonial.

INTEGRITY OF ARCHITECTURE Location 5308 East Palisades Road is an exemplary expression of the Spanish Eclectic style of architecture designed by a known master of the style, Charles H. Salyers, architect and master builder Lewis H. Dodge of Dodge Construction. The house retains its original location, orientation, massing and roof profile; therefore, its integrity of Location is evident for designation consideration under Criterion C.

Design The architecture is a successful expression and implementation of the Spanish Eclectic architectural style that resulted from the comprehensive display of Spanish Colonial Revival style variations exhibited at the 1915 Panama California Exposition in Balboa Park. It allowed architects and builders to experiment freely with characteristics, features, and details of all the styles presented at the Expo. A synthesis of these styles became an even newer style thereafter known as Spanish Eclectic; therefore, integrity of Design is retained for designation consideration under Criterion C.

Setting The physical setting unifies the natural and built environment through a sensitive design in an urban neighborhood; therefore, integrity of Setting is retained for designation consideration under Criterion C.

Materials Salyers choice of materials and Dodge Construction’s implementation of them; stucco, red tile roofs, wood windows-sashes-shutters, doors and the use of ornamental iron retains a high degree of integrity of materials; therefore, integrity of materials is retained and/or reversible for designation consideration under Criterion C.

Workmanship The workmanship is expressed in the use and installation by the Dodge Construction Company of specific Spanish Eclectic character-defining materials. The finishing details resulted in a high level of craft, reflecting the architect and the builder’s attention to construction implementation. Therefore, integrity of Workmanship is retained for designation consideration under Criterion C & D.

Feeling Fundamentally, the residence and its "character defining features," are its form, the use of natural materials, the integration into a 1920s planned neighborhood, and secondarily asymmetrical façades, complete the composition of design in all details; therefore, integrity of Feeling is retained for designation consideration under Criterion C.

Association 5308 East Palisades Road is an excellent example of the Spanish Eclectic style of architecture during a time of its peak popularity. The Kensington planned community ensured an upper middle class lifestyle through controlled design, materials and craft. Architect Charles H. Salyers was especially known for his talent and knowledge of the style and Lewis H. Dodge was a builder of known quality. Thus, integrity of Association is supported for designation consideration under Criterion C & D.
