Description: The two-story residence at 5308 East Palisades Road is an excellent intact example of the Spanish Eclectic architectural style designed by the established master architect, Charles H. Salyers, and master builder, Dodge Construction. The asymmetrical stucco building massing is a ‘T-form’ with a dominant side gable with its gable-end facing East Palisades Road. A lower level north/south side gable connects to the main structure. Typical to the Spanish Eclectic style are asymmetrical multi-level low-pitched roofs of red clay tile over minimal open eave overhang. The house is set close to the north property line to provide for a driveway and rear garage. It is also set equidistant on the lot allowing generous front and rear yards. (Cont’d p.3) *P3b. Architectural Style: Spanish Eclectic *B6. Construction History: On 13 December 1927 Lewis H. & Annie B. Dodge purchased Lot 360 of the new subdivision of Kensington Heights Unit 3 (1924). Under the auspices of the Dodge Construction Company a Spanish Eclectic style residence was built, designed by architect Charles H. Salyers, with a Notice of Completion filed 6 April 1928. Records show the Dodges did not reside in the house, which implies a speculative venture on their part. The house quickly sold to George T. Forbes on 30 August 1929. There has been no permit activity since initial construction. The Shragge ownership began 9 October 1986 and subsequent changed to the current owner Judith (formerly Shragge) Simmons. General interior upgrades were undertaken; kitchen, baths. Rear yard improvements; a covered patio behind the garage, garden structure, rear patio improvements and fencing were added. Utilitarian windows have been changed out. The overall original wood window/multi-pane/shutter sets are either intact or because of wood rot and nearly 70-80 years of wear, have been replaced in-kind where needed. Description (Continued) Note: Architectural renderings are included in Attachment E, Criterion C. The architectural drawings were generated by architect Charles H. Salyers as ‘renderings’ only, and in no way could be construed as ‘as-builts.’ It is apparent that modifications were made in the field during construction as evidenced by Attachment D, Transitional Photos, 1928 and circa 1950s. Also, the architect mis-identifies the elevations; the South Elevation is actually the East Elevation; The West Elevation is the South Elevation; the ‘Right’ Elevation is the North Elevation; and the ‘Rear’ Elevation is the West Elevation. Changes such as the addition of shutters were made during the early life of the house and were in tact at the beginning of the Shragge ownership. It is not possible to account for minor modifications to the house without permit information. 5308 E. Palisades Road retains its Spanish Eclectic characteristics, either from original elements or in-kind replacements, from its period of significance. East (Front) Elevation The East (front) Elevation consists of the two-story side gable with a gable-end facing East Palisades Road. At a lower level a connecting perpendicular side gable is the lower one-story level. The front entry and staircase is canted at a 45° angle at the apex of the two-story section of the front elevation. The upper level retains wood windows. A west-facing single double-hung window has 3 over 2 panes with flanking wood shutters. The south-facing wood window is 6 over 3 panes. A lower window set north of the entry is a three- part set consisting of a central fixed picture window flanked by two operable windows of 2 over 4 panes flanked by wood shutters set within a balconet. Above this set at the upper level are two 3 over 4 panes separate windows. A tripartite clay ornamental vent rests within the upper gable-end of this elevation. At the south end of the lower front elevation is a window set comprised of a large fixed picture window flanked by two 4 pane operable windows and shutters. South Elevation The South Elevation two-story level section consists of original window sets; a large fixed horizontal picture window with wood sash and a double set of 3 over 3 window with shutters. The lower level South Elevation consists of a gable-end with a three-part window set; a central fixed picture window and two flanking 2 over 4 pane windows (in-kind replacements) with shutters. The rear section of the South Elevation holds an exterior dominant chimney; a stucco balcony with a recent protruding window replacement with a tripartite clay ornamental vent within the upper gable-end of this elevation. The lower level also has a recent small utilitarian window replacement. On the upper left rear is an enclosed patio area completely surrounded by wood windows of 3 panes operable and 2 over 3 panes fixed. West Elevation The West Elevation is half recessed with on the north end with two sets of windows with 3 over 4 panes flanked by wood shutters, and the recurring tripartite clay vent detail at the gable-end. Below are two small wood windows 3 over 3 panes with a central single wood door. The right half of the elevation comes forward with the enclosed patio above and a asymmetrical single door and a single 3 pane window with flanking shutters on the lower level. The rear yard has an assortment of garden elements; a garden structure, raised patio, a spa pool, wood overhead, decorative pavers, and privacy fencing. North Elevation The North elevation is a long linear two-story wall comprised of wood window sets. Due to the limited set back from the property line it is out of public and private view from any angle and difficult to photograph. Kensington, in all its subdivision iterations, was a well-planned series of neighborhoods led by a former Vice President of the Santa Fe Railway and chief organizer of the 1915 Panama California Exposition in Balboa Park, Aubrey Davidson, under the auspices of the Kensington Park Land Company. For two decades, 1910- 1930, each neighborhood unit was planned with quality driven restrictions and sold to eager newcomers to San Diego.
