On the afternoon of September 6, the China-Singapore Jilin Food Zone project signing ceremony was held in the Great Hall of the People in Beijing. Premier Wen Jiabao and Singapore Prime Minister Lee Hsien Loong attended the signing ceremony. Governor Wang Rulin and President of Singapore Temasek Holdings Kohl signed the Framework Agreement on Cooperation in Multiple Fields. Leaders from Chinese Ministry of Foreign Affairs, the Development and Reform Comm ission, the Ministry of Commerce, the Ministry of Housing and Urban and Rural Const ruction, and Singapore Ministry of Foreign Affairs, Ministry of National Development Cooperation , Ministry of Trade and Industry and other ministries and other leaders from the minis Laws & tries of the two countries, as well as Chief Executive of Singapore Temasek Holdings Regulations Ho Ching, Chairman of Singapore Starbridge Holdings (Private) Limited Wong Kan Se Business Help ng, Singapore Temasek Holdings Consultant and Keppel Group Chairman Lee Boon Ya Festival Exhibition ng, Singapore Starbridge Holdings (Private) Limited CE0 Chong Phit Lian and other Si ngapore enterprise executives attended the ceremony. According to the Framework Agreement on Cooperation in Multiple Fields, China and Singapore will achieve comprehensive cooperation in various fields in jointly support ing and pushing forward the construction of China-Singapore Jilin Food Zone. In accor dance with the requirements of the Framework Agreement on Cooperation in Multiple Fields, Jilin Province and Singapore Temasek will, under the leadership of "Jilin-Tema sek Joint Committee", with the China-Singapore Jilin Food Zone project as the startin g point of cooperation, further strengthen bilateral personnel exchanges and coopera tion exchanges, continue to broaden the contents and areas of cooperation, strive fo r more cooperation projects, achieve greater results of cooperation, and achieve mut ual benefit and win-win cooperation.

The signing of the Framework Agreement on Cooperation in Multiple Fields is of mile stone signiﬁcance to the cooperation between enterprises from Jilin Province and Sin gapore, marked that the China-Singapore Jilin Food Zone has become one of the coop eration projects between China and Singapore, not only indicated that the two sides will carry out in-depth cooperation in the China- Singapore Jilin Food Zone project co nstruction, but also open up a new chapter for Singapore enterprises to carry out mul ti-ﬁeld cooperation in Jilin Province, participate in the Changchun-Jilin-Tumen develo pment and opening strategy, and the cooperation in Northeast Asia. Responsible comrades of Jilin City and Singapore Starbridge Holdings (Private) Limit ed signed the China-Singapore Jilin Food Zone Project Investment Cooperation Agree ment. Under the Investment Cooperation Agreement, the two sides will begin to discu ss the formation of a joint venture and jointly develop, build and manage China-Singa pore Jilin Food Zone.

China-Singapore Jilin Food Zone is the project jointly proposed by the prime minister s of China and Singapore at the 7th Asia Europe Meeting in October 2008. After times of visit, demonstration and negotiation between China and Singapore, Jilin City’s Yon gji County was selected as its site.

The construction of the China-Singapore Jilin Food Zone is of great significance for Ji lin Province to effectively protect food quality and safety, and explore the establish ment of a new type of food quality and safety supervision mode; effectively solve the

"three rural" issues, and explore the establishment of a new type of construction an d development model; and especially further expand opening up, and explore the est ablishment of a new type of cooperative development model

The goal of building China-Singapore Jilin Food Zone is to be: a world-class safety an d health food production and demonstration zone, a modern agriculture development demonstration zone, a "three -zation" coordination demonstration zone, a pilot and d emonstration zone of the Changchun-Jilin-Tumen development and opening strategy, and a modern livable eco-city between Changchun and Jilin. It consists of a core area (located at Chaluhe Town, Yongji County), a control area and a radiation area.

Under the joint eﬀorts of all parties, the China-Singapore Jilin Food Zone has develop ed from concept planning to substantial advancing, from visit and negotiation to proj ect construction, and now entered the phase of comprehensive construction. The Stat e Department of Agriculture has formally announced at home and abroad that the dis ease free zone co-constructed by China and Singapore has been veriﬁed for acceptan ce. The 3 km2 food processing park starting area has completed infrastructure constr uction. The International Logistics Park, live pig industrialization, rice planting and processing industrialization and other projects invested by Singapore Keppel T& T Co rporation, Singapore SATS Group, Taiwan Dacheng, Netherlands Topigs, China CITIC G roup and so on have started to enter the zone and begin construction.
