The European Union needs to improve job creation and growth now that the EU is gradually recovering from the economic crisis. At the same time, the EU is facing institutional changes with a new European Parliament and a new European Commission taking office in the autumn. Sweden, Germany, the UK and the Netherlands are all reform and growth-oriented countries. As far as Sweden is concerned, it will be important to emphasise structural reforms to boost EU competitiveness, strengthen the Single Market, increase trade relations and promote free movement. These issues will be at the centre of the discussions at Harpsund.     “Fully Acceptable” Policies on Homosexuality in the Swedish Parliament between 1933-2010 Master’s Thesis The Department of Government Uppsala December 2020 Author: Markus Sjölén Gustafsson Supervisor: Per Adman Abstract This study looks at the development in policy towards homosexuals in Sweden from criminalization to constitutional protection. A study on the ideational development in parliament has yet to be conducted. By studying the frames expressed in the official documents between 1933 and 2010 the study analyses ideas in terms of problems and solutions to describe how change occurred. The result is that Swedish policy towards homosexuals has been determined by two frames of understanding: a sexual frame and an emotional frame. The policy process of the frames developed similarly in terms of institutionalization. Initially both frames saw homosexuals as dangerous which resulted in a different legal status. The frames gradually harmonized with a new scientific understanding that reinterpreted homosexuality as harmless and the different legal status problematic.     FES-Analyse New Sweden: Crushing or Confirming a Social Democratic Model? Roger Hällhag* April 2007 • Social democratic Sweden worked very well by any comparison. Why did a majority opt for a change of government after 12 years (or 65 over the past 75 years)? Göran Persson and his government looked worn out, too self-content and increasingly distant from the people. Trust in supreme social democratic ability to govern had eroded. New Prime Minister Fredrik Reinfeldt presented a reassuring and fresh alternative. Moving his party decisively to centre ground, Reinfeldt reduced the perceived risk of change. He offered a new, customised version of a trusted model, not a new brand. • “New Moderates” are clear-minded, realistic and rather well prepared. To break down the social democratic hegemony and irreversibly replace it with a liberal one, they are ready to go slow and be pragmatic. The inherited strong economy makes their chances better than ever. But can their camp muster enough political discipline and patience? More labour conflicts and local government liberalisation fervour can backfire. • The big battle reflecting the differing ideologies will be about labour market policies and - more widely – the strategies for job creation in a small, globalised economy. Paradoxically, government and opposition leaders could have agreed about reforming labour market administration, while there is room for strong disputes in each camp. Now such agreement is unlikely, due to ideologies and distrust, political tactics and lack of economic urgency. The centre-right likes to manifest change, claiming credit for continued growth and rising employment. Some business interest groups urge for revenge and liberation.

    Tema: Politik och litteratur Detta specialnummer är resultatet av ett projekt inom ramen för forsknings- miljön Forum för litteraturens offentligheter (FOLIO) på Språk- och litteratur- centrum, Lunds universitet. Utgångspunkten var observationen att litteratur- vetare har ägnat mycket tid och möda åt att studera politikens betydelse för litteraturen men sällan ställt den motsatta frågan, nämligen vilken betydelse litteraturen har för politiken. Kring denna fråga samlades forskare från olika ämnen – litteraturvetenskap, filmvetenskap, franska, kinesiska och engelska – för att diskutera de olika sätt på vilka skönlitterära texter har använts i olika politiska sammanhang, hur skönlitteraturens villkor och värden har disku- terats i politiska debatter och hur litterära grepp och tekniker har använts i politiska sammanhang för att gestalta den sociala, ekonomiska eller historiska verkligheten. De viktiga exemplen under projektets inledande skede inklude- rade Mao Zedongs egen poesi och hans politiska bruk av dikter, Olof Palmes många litterära hänvisningar i offentliga tal, användningen av litterära framträ- danden vid partikongresser och den politiska betydelsen av Winston Churchills Nobelpris i litteratur. I detta skede verkade Anders Ohlsson, Michael Schönhals och Björn Larsson som viktiga inspiratörer och initiativtagare. Idén att involvera statsvetare i processen kom tidigt. Vid ett seminarium fick Magnus Jerneck och Björn Badersten fria händer att kommentera projek- tets grundläggande tankar utifrån statsvetenskapliga teorier och forsknings- traditioner. Detta interdisciplinära möte befruktade processen med en stark inspiratorisk glöd. Vi insåg alla att här fanns ett frö som skulle kunna leda till en del vackra kronblad. Seminariet resulterade i det djärva förslaget att ägna ett specialnummer av Statsvetenskaplig tidskrift åt litteraturens plats i politiken. Och här är vi alltså nu, med sju artiklar som utifrån olika perspektiv och undersökningsmaterial adresserar denna fråga.

    The limits of hospitality: The impact of SD on immigration discourses among the Swedish political elite 2006-2016 Disa Hasselberg Supervisor: Anthoula Malkapoulou Department of Government Uppsala University Master Thesis Autumn 2016 Word count: 19764 Abstract This thesis is about immigration discourses among the political elite in Sweden. The focus of interest has been to establish if the racist and assimilationist discourses of the Sweden Democrats (Sverigedemokraterna, SD) has been influential on the political party elite, and more specifically on whom, and how. Parliamentary debates and opinion pieces written by party elites has been the basis of material for the enquiry, covering the time period 2006 – July 2016. As SD had their political breakthrough in 2010, it is assumed that, provided that they have been influential on the immigration discourses of the mainstream political elite, new elements in the elite discourse mirroring the discourses of SD should emerge after 2010. The results show that some of the assimilationist ideas and negative discourses on immigration pre-existed the breakthrough of SD. The elite of the political mainstream articulated a strong resistance towards SD’s discourses during their first election cycle. However, more negative discourses bordering those of SD emerged in tandem to the so called refugee crisis in late 2015. The crisis can thus be understood as a catalyst breaking some of the taboos regarding negative immigration discourses. At the same time, although assimilationist discourses emerged among other elites than SD, they where always presented in much milder forms than SD’s discourses, who remain radically different from the other parties.

Higher status for the teaching profession and improved skills in schools To break the downward trend in learning outcomes among Swedish pupils, it is necessary to strengthen teachers' skills and the status of the teaching profession. In the Budget Bill, SEK 3.8 billion has been allocated for the years 2012-2015 to strengthen teachers' skills and raise the status of the teaching profession. Career development reform The Government is allocating funds for a career development reform, with advancement stages for professionally skilled teachers in compulsory and upper secondary school. The advancement stages, together with any qualifications required, will be described in the Education Act. Salaries and terms of employment will be set by the parties in the usual way. The state will cover the costs incurred by education authorities through the reform in the form of government grants. Boost for Teachers II Boost for Teachers II is being introduced. This is an investment in continuing professional development, which will mean that teachers who have accreditation but are not qualified in one of the subjects or for one of the year groups they teach will be offered education to meet the qualification requirements.
