PLENARY SESSION SPEAKERS Monday, August 18 HUONG LE, DDS, MA Dr. Huong Le has served as the Chief Dental Officer at Asian Health Services in Oakland, California since 2003. Dr. Le is currently the President of the National Network for Oral Health Access (NNOHA). On behalf of NNOHA, Dr. Le has collaborated with the ADA, ASTDD, and other organizations on various projects related to electronic health records (EHR). In November 2008, NNOHA's HIT Workgroup published its first white paper titled Guide to the Future: Using HIT to Improve Oral Health Access and Outcomes. In 2012 this was updated under Dr. Le’s leadership. Dr. Le is a graduate of Baylor University and the University of Texas Dental Branch in Houston. She completed a General Practice in Hospital Dentistry residency at Loma Linda Veteran’s Administration Hospital and received a Masters of Art degree in Dental Education from University of the Pacific. Dr. Le is a Fellow of The American College of Dentists, Pierre Fauchard Academy and a 2014 candidate for Fellow of The International College of Dentists. Dr. Le is currently serving as a member of the Board of Directors of Alameda County Dental Society and Western Clinicians Network where she was recognized in 2014 with a Clinical Excellence Award. She was the California Dental Association delegate for a number of years and ADA alternate delegate until she joined the state dental board. She was appointed by Governor Arnold Schwarzenegger to the Dental Board of California in 2009 and served as the Board President in 2013. She is now serving her second term on the dental board. In addition, Dr. Le represents NNOHA on the ADA Dental Quality Alliance and belongs to the California primary care association and regional consortium. She is currently an Associate Director for Lutheran Medical Center AEGD in the northern California region. CLAUDE EARL FOX, MD, MPH Dr. Claude Earl Fox is Professor Emeritus at the Miller School of Medicine at the University of Miami and founding director of the Florida Public Health Institute. He also served as founding Chair of the Florida Oral Health Coalition. Prior to this, he was a Professor at the Johns Hopkins Bloomberg School of Public Health and founding director of the Johns Hopkins Urban Health Institute. He also served in the federal Department of Health and Human Services as Director of the U.S. Public Health Service Regional Office in Philadelphia, Deputy Assistant Secretary of Health in Washington, D.C. and as Administrator of the Health Resources and Services Administration, where he made oral health a top priority for his agency. From 1986 to 1992, Dr. Fox was the State Health Officer for the Alabama Department of Public Health. He is a Fellow in the American College of Preventive Medicine, an Honorary Fellow in the American Academy of Pediatrics and in addition to his medical degree, has a Master’s degree in Public Health from the University of North Carolina. MARY WAKEFIELD, PhD, RN Administrator Health Resources and Services Administration U.S. Department of Health and Human Services Mary Wakefield, Ph.D., R.N., was named administrator of the Health Resources and Services Administration (HRSA) by President Barack Obama on February 20, 2009. HRSA is an agency of the U.S. Department of Health and Human Services. HRSA works to fill in the health care gaps for people who are outside the economic and medical mainstream. The agency uses its $8.1 billion annual budget (FY 2013) to expand access to quality health care in partnership with health care providers and health professions training programs. Dr. Wakefield joined HRSA from the University of North Dakota (UND), where she was associate dean for rural health at the School of Medicine and Health Sciences. “As a nurse, a Ph.D., and a leading rural health care advocate, Mary Wakefield brings expertise that will be instrumental in expanding and improving services for those who are currently uninsured or underserved,” President Obama said in announcing her appointment. “Under her leadership, we will be able to expand and improve the care provided and address severe provider shortages across the country.” Dr. Wakefield brings experience on Capitol Hill to her post at HRSA. In the 1990s, she served as chief of staff to two North Dakota senators: Kent Conrad (D) and Quentin Burdick (D). She also has served as director of the Center for Health Policy, Research and Ethics at George Mason University in Fairfax, Va., and worked on-site as a consultant to the World Health Organization's Global Programme on AIDS in Geneva, Switzerland. Dr. Wakefield is a fellow in the American Academy of Nursing and a member of the Institute of Medicine (IOM). She served on the IOM committee that produced the landmark reports To Err is Human and Crossing the Quality Chasm. She also co- chaired the IOM committee that produced the report Health Professions Education and chaired the committee that produced the report Quality through Collaboration: Health Care in Rural America. In addition, Dr. Wakefield has served on the Medicare Payment Advisory Commission, as chair of the National Advisory Council for the Agency for Healthcare Research and Quality, as a member of President Clinton's Advisory Commission on Consumer Protection and Quality in the Health Care Industry, and as a member of the National Advisory Committee to HRSA's Office of Rural Health Policy. In 2013, she was named as one of the top 25 women in health care by Modern Healthcare. Dr. Wakefield is a native of Devils Lake, North Dakota. She has a Bachelor of Science degree in nursing from the University of Mary in Bismarck and master's and doctoral degrees in nursing from the University of Texas at Austin. PLENARY SESSION SPEAKERS Tuesday, August 19 GARY M. WILTZ, MD Dr. Gary M. Wiltz, a board certified internist, has been employed by Teche Action Clinic (TAC) for over 30 years. He began his medical career with TAC by serving as medical director from 1982 to 2003 and was appointed CEO in 2003. He is a graduate of Tulane Medical School. In fulfillment of his National Health Service Corps obligation, Dr. Wiltz was invited to join Teche Action Clinic in 1982. During his tenure with Teche, the organization has grown from 2 locations to 10 locations and has increased services. Dr. Wiltz has served on many local, state, and national healthcare committees, including two Governor’s Healthcare Reform projects. He has been the LPCA Clinical Director and was appointed to the Board of Trustees of A. T. Still School of Osteopathic Medicine. He has served as secretary, treasurer and most recently, the Chair of The National Association of Community Health Centers (NACHC). NACHC is an organization that represents 8,500 clinics and over 23,000,000 people nation-wide. As a voice for the ‘voiceless’, Dr. Wiltz is true to his advocacy of promoting quality health care for all, and has (on more than one occasion) given testimony before Congress. He has also been a guest on C-SPAN discussing health care issues. He has been featured on the Discovery Health Channel’s production of Bayou Medicine and has been featured and/or cited in USA TODAY, NPR and was a panelist on a Health Care Summit at the White House – discussing health care reform. He has also had the honor of introducing the Vice- President of the United States of America at the March 2014 NACHC Policies & Issues Forum held in Washington D.C. Dr. Wiltz has been married to his wife, Diane for 38 years and together they are the proud parents of 2 children and 2 grandchildren. WILLIAM BAILEY, DDS, MPH William Bailey, DDS, MPH is the inaugural Delta Dental of Colorado Endowed Chair in Early Childhood Caries Prevention at the University of Colorado School of Dental Medicine. In this capacity he helps set public health policies and practices, provides advocacy for children’s health issues, works with local foundations to design projects that support local communities, teaches dental and graduate students, and performs scholarly activity that serves to promote children’s health and results in the prevention of early childhood caries. Over a 32-year career in the U.S. Public Health Service, (USPHS) Dr. Bailey served in assignments with the National Health Service Corps, Federal Bureau of Prisons, Indian Health Services and Centers for Disease Control and Prevention. From 2010-2014 he served as the Chief Dental Officer for the USPHS at the rank of Rear Admiral. Dr. Bailey has received numerous awards including the USPHS Meritorious Service Medal, Jack D. Robertson Award and the Surgeon General’s Exemplary Service Award. Other awards include the American Dental Association President’s Award, Secretary’s Award for Distinguished Service, and Association for State and Territorial Dental Directors President’s Award. Dr. Bailey holds a Bachelor’s Degree in Social Sciences from San Diego State University, a Doctorate of Dental Surgery from the University of Colorado, and a Master’s Degree in Public Health in Health Policy and Administration from the University of North Carolina. 2014 National Primary Oral Health Conference Biographies ANWAR ABBAS, MBA, MS Vice President of Information Technology at North County Health Services. Mr. Abbas is a recipient of the Top Tech Executive, Life Time Achievement Award - 2013 by San Diego Magazine. He provided thought leadership to the Board of Directors and Operation Executive Team to enhance sustainability, improve operational and clinical performance through the use of innovative technology solutions, advisory services and data analytics. He is regarded as an innovative and result-oriented technology leader focused on achieving exceptional results that demand continuous improvements.
