THE RELATIONSHIP BETWEEN URBANIZATION AND POSITIVE SOCIAL BEHAVIOUR: A STUDY OF HELPFULNESS BETWEEN STRANGERS IN VARIOUS TYPE OF URBAN ENVIRONMENTS AS AN INDICATION OF QUALITY OF SOCIAL LIFE POSİTİF SOSYAL DAVRANIŞ VE ŞEHİRLEŞME ARASINDAKİ İLİŞKİ: ŞEHİRDE SOSYAL HAYAT KALİTESİNİN ANLAŞILMASI BAKIMINDAN BİRBİRİNİ TANIMAYAN İKİ FERT ARASINDAKİ YARDIMLAŞMANIN İNCELENMFSİ NAMIK AYVALIOĞLU Department of Psychology, University of istanbul A field study was carried out in Turkey in order to compare the level of helpfulness in town, cities, and urban squatter settle ments. Four different naturalistic measures of helpfulness were de- velopted and used: willingness to give change, willingness to coope rate with an interview, response to a small accident, and response to a lost postcard. The results generally showed significantly less helpfulness in Turkish cities than in towns and urban squatter settle ments, which showed equivalent levels of helpfulness. This supports the view that the squatters may in a pschological and social sense be «urban villagers». Consistent and considerable differences in helpful ness were also found between other typs of city districts. Some of these districts came close to the towns and squatter settle ments in their levels of helpfulness, suggesting that drawing distinc tions between environments in terms of their behavioral characte ristics is best done with the concept of a social-enviromental conti nuum rather than an urban-nonurban dichotomy. Also environmental input level as an explanation of urban social behaviour was tested in naturalistic environments, found to influence the level of help fulness for female subjects but not male subjects. Finally, a survey 106 NAMIK AYVALIOĞLU study was carried out in order to examine differences in attitudes of helpfulness between environements in the question. -

City memoranda describe a plan "continually [to] remov[e] [homeless people] from the places that they are frequenting in the City.". In one phase of what a court later described as the city's "war on the homeless,"' police conducted a "harassment sweep" in which homeless people "were handcuffed, transported to an athletic field for booking, chained to benches, marked with numbers, and held for as long as six hours before being released to another location, some for such crimes as dropping a match, a leaf, or a piece of paper or jaywalking." 3 Over the past decade, as homelessness has increased across the country,4 the number of people living in public places has also grown.5 Emergency shelters, the primary source of assistance, do not provide sufficient space to meet the need even for temporary overnight accommodations; on any given night there are at least as many people living in public as there are sheltered.6 t Executive Director, National Law Center on Homelessness & Poverty; A.B. 1977 Barnard College; M.A. 1978, J.D. 1981, Columbia University. Urban Villages in China NIE, Zhi-Gang and WONG, Kwok-Chun Department of Real Estate and Construction University of Hong Kong, Pokfulam Road, Hong Kong Email: [email protected] Abstract: There are two main types of land ownership in China – state owned land, and land owned by village communes. During the rapid urbanization of China in the past 30 years, state owned lands were sold and developed into high densities apartments. These apartments were built literally surrounding existing rural villages. Village lands were, however, not allowed to be developed because of its rural history. But when the villagers saw the profits of development, they simply build new apartments illegally at rates and densities even higher than those on state owned lands. By now, the political problems of these illegal developments are too large to be handled by local city governments. Hence, as we now see, there are high density apartments built by villagers right inside city centres. Very often these apartments are poorer in qualities. This paper traces the history of this development, and tries to induce property right implications on excessive land exploitation, in the absence of effective building regulation and control. Keywords: building regulation and control, property rights, state owned land, urban villages, village communes. 1 Historical background In mainland China, there was basically a feudal land system before the Chinese Revolution in 1911. After 1911, a system of private land ownership was still, by and large, enforced by the Chinese Nationalist Party. The Communist Land Reform started in 1946. Basically in this reform, land and other properties of landlords were expropriated and redistributed. -

She has also held numerous prestigious visiting chair positions at other institutions including the Saarinen Professor at Yale University and the Wortham Professor at Rice University. Ms. Ray was the Chair of Environmental Arts at Otis College of Art and Design from 1997 – 1999. Professionally, Mary-Ann Ray is a Principal of Studio Works Architects in Los Angeles and a Co- Founder and Director of BASE Beijing. Studio Works is a world renowned award winning design firm whose design work and research have been widely published. Mary-Ann Ray and her partner Robert Mangurian are architects, authors, and designers, and in 2001 they were awarded the prestigious Chrysler Design Award for Excellence and Innovation in an ongoing body of work in a design field. In 2008 they were awarded the Stirling Prize for the Memorial Lecture on the City by the Canadian Centre for Architecture and the London School of Economics. Among her published books are Pamphlet Architecture No. 20 Partly Underground Rooms and Buildings for Water, Ice and Midgets, Wrapper, and the recent Caochangdi: Beijing Inside Out. Ray is a Rome Prize recipient and Fellow of the American Academy in Rome. -

Reducing the Cost of Crime Free Alternative Strategies to Crime Free/Nuisance Property Ordinances in Illinois A Model Ordinance by Open Communities and The Sargent Shriver National Center on Poverty Law Reducing the Cost of Crime Free: Alternative Strategies to Crime Free/Nuisance Property Ordinances in Illinois In August 2013 the Sargent Shriver National Center on Poverty Law released The Cost of Being “Crime Free”: Legal and Practical Consequences of Crime Free Rental Housing and Nuisance Property Ordinances.1 This report outlined some of the real costs to local municipalities who enact these ordinances, including the serious fair housing implications of advancing and enforcing such laws. Reducing the Cost of Crime Free: Alternative Strategies to Crime Free/Nuisance Property Ordinances in Illinois responds to the growing recognition that these local ordinances may harm tenants and landlords, impede fair housing, and expose local governments to liability. It offers municipalities the tools necessary to create rental housing policies that value quality, safe rental housing while also protecting protected classes and respecting the rights of landlords and tenants. Both Open Communities and The Shriver Center are available to provide technical assistance to local municipalities in the drafting of these ordinances. Any resident who felt a need for legal counsel could come to the folding table we had set up in the shelter hall way. Quite a few did, bringing a wide range of problems: evictions, benefit denials, unpaid wages. While their circumstances were unusually desperate, these clients presented routine legal problems. Others had more complicated stories involving the CIA, radio waves and thought control. These problems we did not generally think of as legal: we referred these clients to the social workers thinking, almost certainly mistakenly, that there was a mental health treatment program for them. -

National Housing Law Project The National Housing Law Project (NHLP) is a nonprofit organization that advances housing justice for poor people and communities, predominantly through technical assistance and training to legal aid attorneys and co-counseling on key litigation. NHLP works with organizers and other advocacy and service organizations to strengthening and enforce tenants’ rights, increase housing opportunities for underserved communities, and preserve and expand the nation’s supply of safe and affordable homes. In addition to various other publications and training materials, since 1981 NHLP has published HUD Housing Programs: Tenants’ Rights. Commonly known as the “Greenbook,” this volume—now on its fourth edition and regularly supplemented between editions—is known as the seminal authority on HUD tenants and program participants’ rights by tenant advocates and other housing professionals throughout the country. NHLP also coordinates the Housing Justice Network, a collection of over 1,000 legal services attorneys, advocates, and organizers from around the country. The network has actively shared resources and collaborated on important and complex housing law issues for over 40 years, including through a dynamic listserv, working groups, and a periodic national conference. NHLP has been specifically involved with the implementation of the Affirmatively Furthering Fair Housing (AFFH) regulation, including by providing training and developing AFFH materials as a subcontracting technical assistance provider for the U.S. Department of Housing and Urban Development (HUD). NHLP has also provided training and technical assistance to members of the Housing Justice Network and other stakeholders regarding 1 implementation of the AFFH Rule, including in-depth assistance to advocates in San Mateo County, California, who participated in that County’s regional Assessment of Fair Housing. -

July 2011 Dear Friends and Family, I have an amazing opportunity in a few weeks and I want to invite you to be a part of it and give you an opportunity to support the project financially. I have been invited to travel to the Democratic Republic of Congo in Africa to help an historic housing project and village become more self-sufficient. My responsibility will be to coordinate the set up of the sawmill operation portion of the project. Many of you know I have been living and volunteering at Koinonia Farm for the last three years as well as assisting the Fuller Center for Housing with some of their projects. We have a similar sawmill that I have made operational and is now milling lumber for the Farm and customers. My experience developing, maintaining and training people to use the sawmill at Koinonia Farm will be important in making the mill in Bolomba, DRC operational. There are many expenses required to pull this off including, air transportation to Congo and within Congo, food and water for the 7 days, some tools and other supplies.
