1.0 Overview

Chingola district is the most picturesque of the districts with a profusion of trees and flowers. The higher rainfall that this part of the country gets, is very evident in the greenery throughout the suburbs. This beautiful district is the home to the biggest open-cast mine in Africa (www.zambiatourism.com). It is situated in the of . The District lies approximately 450 Kilometers North West of , the Capital City of Zambia and 51 Kilometers West of . It borders in the North, in the South West, district in the East, and in the South East. It lies on a latitude of 12 degrees 20 minutes South and Longitude 27 degrees 50 minutes East and is generally at an elevation of 1300 meters above sea level.

It covers a total land mass of 167,800 hectares. Of this total land mass, 22,923 hectares (i.e. 13.6%) forest reserves and pine plantations, 35,500 hectares (i.e. 21%) constitute the mining area on which Konkola Copper Mines (KCM) own surface rights, and the remaining 109,399 hectares (i.e. 65%) is state land upon which Chingola Municipal Council exercises its jurisdiction as a local planning authority. Figure1 below depicts a map showing the Location of in the Copperbelt Province.

1.1 Climate

Chingola District like other Districts in Zambia enjoys two distinct seasons, the wet and dry seasons. The dry season runs from May to October and the wet season from November to April. The District lies in Region III of the agro-ecological zone and has average rainfall rage between 1000mm to 1200mm and the temperatures range between 10 degrees to 37 degrees centigrade depending on the time of the year. The prevailing winds are mostly in the dry season and north-westerly during the rainy season

1.2 Demography and Socio-Economic Profile According to the 2010 Census, the total population of Chingola is estimated at 210,073 with females accounting for 49.99%, and males at 50.01%. The average annual population growth rate stands at 2.3%. In comparison to the other districts on the Copperbelt Province, Chingola district ranks 3rd in terms of population after and Kitwe with approximately 503,649 and 388,648 people respectively. The peri-urban areas of the district are sparsely populated with agriculture as the main economic livelihood. Below is a breakdown of the district population by wards:

1.3 Transportation in the District

Chingola district has a good transport and communication network connecting it to other towns in the country. The district is also served by Kasompe Airport, IATA Code CGJ. Chingola is strategically positioned as a transit town as it is a gateway to Chililabombwe, and DR Congo. The district is also connected to a good railway network though it does not provide a passenger services, but it is used for transporting goods like copper, cattle and machinery. The road infrastructure is generally in poor state of repair, and requires rehabilitation. The district is also known to be one of the best town served with internet services as it has a number of internet cafes and stores. Figure 2 attached hereunder shows a map showing the connectivity of the District.

2.0 INVESTMENT OPPORTUNITIES IN THE DISTRICT

The vision of the district is to become a prosperous city by 2020 with sustainable socio- economic base and a healthy population. Compared to other towns on the Copperbelt, Chingola town has a comparative advantage over other towns as it is strategically positioned as a transit town for people going to Chililabombwe, DRC Congo and Solwezi. Solwezi is a town harboring the current fast growing mines in the country. This is a great investment opportunity for the district.

As the district aims at achieving the vision of being a prosperous city by 2020, there are a number of investment opportunities in various sectors which are ready for exploration. These include the following:

2.1 Infrastructure (Property Development) Sector

Infrastructure development, is one of the Government of Zambia’s priority areas, and is upheld in both the country’s Fifth National Development Plan, and the Sixth National Development Plan, as well as in the National Vision 2030. Infrastructure is an essential driver of competitiveness which is critical for ensuring the effective functioning of any economy. In the same regard, Chingola District has basic reliable infrastructure in terms of road networks, railway lines, energy generation, transmission installations and telecommunication infrastructure.

In the quest, to promote quality infrastructure development, the Local Authority has planned and reserved portions of land as land banks for various uses ranging from commercial, residential to institutional. The district has vast land for infrastructure development. This land is zoned into various uses and is held by the government through the Local Authority, by Konkola Copper Mines and, in private hands. Though all land in the Country belongs to the state by law, individual farm owners on state land have i.e. 14 years lease or 99 years lease. The district does not have traditional forms of tenure of land held by Chiefs nor Communal grazing lands.

As a Planning requirement, whenever a new area is opened up in the district, prime land is reserved for investment purposes. A foreign investment company can acquire land as long as the investment is within the meaning of the Zambia Development Agency Act or any other law relating to the promotion of investments in Chingola. However, before a land can be bought or sold ‘State Consent’ must be obtained. The consent is issued by the Commissioner of Lands upon application.

As risky as property development business is, the Local Authority also ensures that developers are provided with an enabling environment in which they buy, finance real estate deals, build or have builders build projects, create, imagine, control and orchestrate the process of development from beginning to end. Below are some of the land banks that are reserved and ready for investment in line with the Chingola district structural plan:

I. Portion of Land reserved for Modern Market in Riverside

The Local Authority has reserved an area measuring approximately 20,000m2 for a modern market complete with a bus station.

II. Land reserved for an Institutional Development Chingola South

Chingola Municipal Council has in the past 5 years planned the development of two new residential areas namely; Chingola South situated between Kasompe and Lulamba areas and Helen which is about 5km from the town center and along the

Chingola-Chilabombwe road. In these residential areas, the Local Authority have reserved portions of land for future infrastructure investments. The reserved portions of land are meant for various developments such as a college, a hotel, a hospital and a shopping Complex. Due to its location (district location on and very busy international route) as well as it close proximity to the Congo boarder, demand for quality accommodation and other services such as health facilities is constantly increasing in the district.

III. Land reserved for Light Industrial in Kasompe

The Local Authority has reserved a portion of land meant for Light industrial future development. The portion of land is located in a strategic location and is well connected to road network.

2.2 Manufacturing Industry - Mineral Processing in Chingola The secondary processing of minerals is gaining momentum within the manufacturing sector. Government incentives support new businesses that process copper rather than exporting the raw copper. However, despite Chingola being endowed with copper minerals, there are no copper processing plants in the district.

The district has high potential for investment in the manufacturing of copper wire and other copper products, such as copper plate and tubing, and also for copper rod and cables manufacturing activities.

2.3 Agriculture Sector

The district is currently considering reducing the dependency on mining as the major economic activity and as such it is promoting diversification into other sectors especially agriculture sector. Agriculture plays a vital role in the economic growth of the district as majority of people living in the peri-urban areas of Chingola are dependent on agriculture as a source of livelihood. Chingola has very high agricultural potential though untapped. This is mainly due to the high poverty levels and inadequate agricultural credit/inputs lending institutions thus; limiting the potential of agriculture to contribute fully to household incomes and food security as well as to the economy of the district. Agricultural production can fully contribute to the development of the district if only investors put their efforts together.

The forms of agriculture mainly practiced in the district include fish farming, crop production, and livestock production, briefly described as follows:

2.3.1 Fish Farming

Despite the district being known for mineral (i.e. copper) endowment, it is also endowed with good amount of surface water and underground water, mild ambient temperatures thus, having potential of being a “Bread Basket” of aquaculture production in the Province. The district is endowed with streams with immerse volumes of water and if properly harnessed can be a source of aquaculture production. Bearing in mind that the district has a high potential of being a “Bread Basket” with regards to aquaculture production, the local authority has planned farming areas in such a manner that each farming block has at least access to a reliable stream. The district has a number of suitable sites for fish farming along rivers and seepage zones. In addition, extension services are available within the district hence, guaranteeing ease of integration with the other existing farming enterprises within the district.

There are a growing number of farmers who have adopted pond fish farming in the district. Communities are also gradually taking up the activity. The major types of fish farmed in the district include the Oreochromis and ersonii (three spotted Bream), the Oreochromis macrochir (Green Headed Bread) and Tilapia Randall (Red Breasted Bream).

2.3.2 Investing in Fish Farming

Aquaculture development has the potential of developing the District in a sustainable way. It must be also noted that the district has a substantial number of people in formal employment, hence guaranteeing a readily available market. Nonetheless, Statistics on fish production in the district, has revealed that most of the fish consumed in the District comes from outside Copperbelt Province; from provinces such as , Western Province, Northern Province and the Lukanga Swamps in Central Province etc. However, other catches from our rivers, streams, dambos and from the fish ponds also contribute a little though to the number of fish consumed in the district.

It must be noted that currently, the fish produced within the district is inadequate to meet the District’s demand, hence, the need for farmers to seriously consider venturing in this sector as the marketing pattern for producers is such that the harvest date is intimated and all the fish farmed is sold without delay due to high demand for fish in the district. With the current situation, a number of farmers are contemplating to venture into aquaculture production.

2.3.3 Crop Production

The district is also conducive for high crop production due to its favorable climate, fertile soils and presence of perennial streams for irrigation. The favorable agriculture policy also ensures that incentives that would expand agricultural exports in line with international comparative advantage are provided. The main crops grown in the district include maize, sweet potatoes and cassava. Other crops grown include groundnuts, sorghum, finger millet and assorted vegetables. The notable vegetables grown in the district are Cabbage, rape, tomatoes, Onion, Chinese cabbage, Impwa (a kind of egg fruit), indigenous leaf vegetables. They are grown along Dambos, Streams and upland. Under crop production, there are three categories of farmers found in the district which include subsistence farmers, small scale farmers and commercial farmers. From these categories subsistence farmers constitute the largest number. However, most of these subsistence farmers are vulnerable but viable farmers who need assistance from partners in development.

2.3.4. Investing in Crop Production

Just like fish farming, the full potential of crop production is not yet exploited in the district. The main priority crops for investment in Chingola district are Groundnuts, Sorghum and Maize. There are also other crops such as cow peas, cassava and soya beans with enormous investment potential. Farming blocks for crop production can be set up in areas like Kalilo and Ipafu which are privileged to have high millimeters of rain. The same areas lie on the bands of the .

Having realized that crop production is another form of agriculture that is ripe for investment at a commercial level, the local authority has planned and reserved land (e.g. in Kalilo, Ipafu etc) for agricultural purposes. Investing in crop production at a commercial level in Chingola district is a sure way of profit maximization as there are only few commercial farmers and there is high demand for food products in the district. In addition, the district has readily available markets and the presence of agriculture extension services. The district also offers other opportunities such as favorable climate, good soils, agriculture policy and that guarantees high yields in terms of maximized crop production. High levels of rainfall and abundant pools of water in the district also presents the following investments opportunities which can be tapped under this sector.

 Setting up of a District irrigation plant for a year round farming venture.  Setting up an Agro-Processing industry as the district has abundance of agricultural raw materials and low labour cost. The most suitable industries therefore are those that make intensive use of these abundant raw materials and unskilled labour. Agro processing industries can take advantage of the presence of raw materials in Chingola; and as such set up industries for Peanut butter processing, Cashew nut processing, Cassava Processing (food and other industrial products) and Grain Milling (Rice in Ipafu Swamps, Maize in Kalilo, etc).

2.3.5 Livestock Production

Livestock farming especially at commercial level, is a form of farming that demand for big capital investment but also has large economic returns. However, due to big capital investment required in this type of farming, the district has very few dairy farms or beef ranches. At commercial farming level, the farmers rears exotic breeds of cattle such as the Boran, Afrikander and the Hereford etc.

The district also has very few small scale livestock farms despite this type of farming demanding for lower input compared to commercial farming. This type of farming plays a vital role especially in peri-urban farming blocks as it is a source of employment, also contributes draught and manure for crop production. It is the main source of cash and food for people in peri-urban farming blocks. Small scale livestock farmers rears

14 traditional breeds such as the Tonga, Ngoni and Zebu etc. At subsistence level, the farmers mostly rears goats, chickens, ducks and pigs.

2.3.6 Investing in Livestock Production

Livestock production is another form of agriculture with potential that has not been fully exploited. From the current statistics of the livestock farmers in the district, it is evident that the demand for animal product outstrips livestock production and supply. Despite the availability of readily available markets and low disease prevalence in the district, offering tremendous opportunities for growth of the sector, there are very few commercial livestock farmers and as such most of the meat consumed in the district comes from outside the province. The few presence of livestock farmers in the district can be attributed to financial constraints and inadequate extension delivery services as a major drawback. These factors have led to poor husbandly practices for those farmers rearing animals. Outbreak of diseases such as foot-and-mouth disease, African swine fever and contagious Bovine Pleuropneumonia in the province, sometimes poses a serious threat to the growth of the sector if certain interventions are not put in place. The district is advocating for a multi-sectoral approach where all stakeholders actively participate. Encouraging investment in livestock farming, is considered as a priority, as it has a potential for boosting economic growth of the district. To promote livestock farming, the Local Authority has made sure that livestock farming blocks are accessible to Road Network in order to make easy the transportation of Farm products e.g. Milk, meat etc.

2.4 Tourism Sector

The Government of the Republic of Zambia has identified tourism, including arts and culture as one of the priority growth sectors of the national economy. In the same regard, Chingola Municipal Council recognizes that tourism has the potential to be a major contributor to socioeconomic development as an important source of jobs, prosperity and competitiveness and is devising ways of maximizing the potential of the sector. However, it must be noted that Chingola district has untapped potential in tourism, despite the district enjoying a number of tourist attractions and recreational facilities. These include the following:

2.4.1 Kapisha Hot Springs

Chingola is home to the Kapisha hot springs located about 3km from Kapisha Settlement area. It is a natural wonder and a fascinating site situated near Kapisha and Kafunka streams which pour their waters in the Kafue River. It is a natural spring and produces water above 37 degrees Celsius. The hot springs were discovered by the early white settlers who tried to tap the hot springs potential by laying pipes from the site to their

15 homes. This was not achieved because the pipes kept on busting due to the heat, after that the hot springs have remained dormant up to this day.

The hot springs have untapped potential and the district has been looking for potential investors to develop the site by constructing hot baths, construction of a resort like the one at kapisha hot springs in Northern Province. Kapisha hot springs site has a high potential investment opportunity that can be explored. The site has a potential of being developed into a tourist attraction site.

2.4.2 Chinfunshi Orphanage

Chingola is also home to a Chimpanzee orphanage which is located approximately 20km from the town centre along Solwezi road. Chimfunshi orphanage houses a number of wild animals like Chimpanzees, Impalas etc. The district seeks investors to expand in wildlife conservation in order to protect the different animal species like what is currently being done at the orphanage. In order to do so there is need not only to expand the orphanage but also create new habitats for animals being affected by deforestation. Creation of larger game reserves is not only a major source of revenue and/or tourism attraction but also a much needed move in reduction of wildlife extinction. This area can be developed into a game park with proper investment.

2.4.3 Konkola Copper Mines (Second Largest Open Pit Mines in Africa)

The District is also a home to the second largest open pit mines in Africa. This can be explored as a tourist attraction site. It can further provide room for further investment into the hotel industry so as to provide accommodation to the tourists.

2.4.4 Akabashi Campsite and Bar Chingola is also home to akabashi campsite which is 19 kilometers from Chingola town and 14 km from solwezi road. Akabashi is a privately owned campsite which houses a number of wild animals like lions,zebras, antelopes, ostrich etc. The campsite has the potential to be a major local and international tourist destination for the district and country due to its wide range of animal species.The district seeks investors to expand in wildlife conservation in order to protect the different animal species like what is currently being done at the akabashi.

2.4.4 Lawrence Ellen circuit Chingola is also home to Lawrence Ellen circuit. The circuit was opened on 18th April 1971 and was once the longest motor racing track in Zambia with a length of 2kilometres and 30mettres wide, it is located approximately 10 km from the CBD along Chingola/ Chilibombwe Road. The circuit has not been used for at least decade or so, till Nchanga

16 sports club organized a small number of sponsors to host a single race day in the year 2017 and 2018 although the track has been falling apart. The circuit lies on a large piece of land which is surrounded by a recently planned and allocated residential and commercial area. The district seeks investors to rehabilitate the track, construct other recreational facilities, Accommodation etc. Figure 4 attached hereunder shows the visual depiction of the Lawrence Ellen Circuit.

3.0 LIVING IN CHINGOLA TOWN

The vision of Chingola town is to offer a high quality of life to its citizens. Chingola town is also a tourism resort destination housing a number of tourist attractions. It is a clean and safe town which happens to be a center of activity, amenities, shopping (2 Shoprite, Pick and Pay and Choppies) and investment because of its location. Being a gateway to other districts such as Solwezi and Chilabombwe, the district houses people from other towns as well. Chingola town is simply a great place as it thrives to offer its residents a quality of life that is second to none.

3.1 Recreation Sites

The town is also known for its recreation sites such as Hippo pool on the Kafue river, Chimfushi Wildlife Orphanage, Kapisha hotspring among others. The town treasures and maintains parks and gardens as the asset of the community. There are ten open spaces (parks and gardens) within Chingola town which can be adopted for purposes of recreation. These include; the close, Magoye, Muleya, Chimutunga, Kanjara, Kanjara North, Mweru, Nampundu, Mwengele and Matero open spaces. The town also houses a beautiful golf course, Cricket Club, Tennis and Squash Club, Rudgy Club, Hockey Club, Arts Theatre, Nchanga, Watson and Chiwempala Football stadiums and a Boling Club.

3.2 Key Education Institutions

Chingola District has a total number of Twelve (12) public schools offering grade 1 -7, thirty five (35) primary schools offering Grade 1-9, twenty seven (27) community schools, 10 Secondary Schools and thirty two(32) registered private schools with the Ministry of General Education .the district also houses a number of education facilities ranging from skills training centers such as Craw Hammer skills training center, Don Bosco Skills Training Center, Adult learning center to higher learning institutions such as Nchanga North School of Nursing, ZAMIM, Stella School of nursing and Stella Crown College of education etc.

3.3 Churches

Chingola town has a number of churches, representing many different denominations strategically located in residential areas where they can be easily accessed by congregants. Some of the major churches found in the district includes the Roman Catholic Church, the United Church of Zambia, Baptist Church, Apostolic church, Methodist Church, Anglican Church, Christian Mission in Many Lands, Assemblies of God,

Pentecostal holiness church, New Apostolic, Bread of life, Hindu Temple, Bethel Church etc.

3.4 Health Facilities

The town is properly serviced with both Government and Private Hospitals. The town has two major hospitals namely Nchanga North Hospital (i.e. a government hospital with bed capacity of 283) and South Hospital (privately owned by Konkola Copper Mines with bed capacity of 100), African Medicare Services Hospital among others.

3.5 Financial Institutions

The town is also properly serviced with financial institutions providing financial services at a very reduced cost. The various financial institutions servicing the town mainly include Barclays Bank, Stanbic Bank, Standard Chartered Bank, Indo Zambia Bank, Zambia National Commercial bank, Cavmont Bank, Zambia National Building Society among others. In addition, the town also houses a number of financial lending institution such Bayport, FINCA and CETZAM financial services.

3.6 Nightlife

Chingola houses more than 20 night clubs namely Mavs Pub and Grill, VIP Night Club, Jazz Café, Shatops Night club, Mergans Bar and Night Club, Titanic Night Club, Pablos Pub and Retail, Agogo Night Club, Pixies Pub and Grill, Libonji Creations campsite, Footprints Campsite, The bliss Bar, Mika’s Lodge, The Space Bar & Night Club, Lontis Bar & Night Club, Aknan Bar and Retail, Nalu’s Bar and Night Club, Why Not Night Club, The Casino, Mwanbeni (local Brew),The Square Green Box Bar and Night Club and the Buffalo Bills Night Club, Classy restaurant and Lodge, Kans Bar and Night Sport etc mainly concentrated in commercial areas. The night clubs are at center of business and a source of entertainment as well as tourism.

3.7 Accommodation

There are a number of hotels, motels and guest houses with prestigious facilities all clean and comfortable catering mainly for guests present in the district. Some of the hotels include the Protea Hotel, Nchanga Hotel, Lumpongo Lodge 1 and 2,Icon Hotel, Lima motel, Samfred Guest Houses and Claris Gadens, Emerald Guest House,Micheles lodge, Skyview Hotel, Mokoro Hotel, Pentagon Lodge,Rock View Lodge,Nsumi Guest House, The Don Lodge, Chingola Motel, Emit Green Bar, Rubi Guest House etc. These hotels are

20 strategically located in prime areas of the District and also offers exception conference facilities.

4.1 Establishing an Office

The legal requirements for establishing an office in Chingola are relatively simple.  A prospective company must register with the Registrar of Companies at the Patents and Companies Registration Agency (PACRA), a semi-autonomous institution under the Ministry of Commerce, Trade, and Industry, by submitting the company charter and a registration fee. A local agent may be appointed to do this on behalf of the potential investor.  After submission of the company charter and payment of registration fees, a Certificate of Incorporation is generally issued within 24 hours.  Under the terms of the new Zambia Development Agency (ZDA) Act, foreign nationals who invest USD 250,000 and employ a minimum of 200 persons are entitled to self-employment or resident permits. With an approved investment license, these investors are also eligible for up to five expatriate work/resident permits.  Foreign companies that plan to invest in Chingola should obtain an investment license from the ZDA to take advantage of its services. 4.2 Franchising Franchise business arrangements in Chingola are based on British contract law rather than more-binding U.S. franchising regulations. There is increased interest in franchising in Chingola generated by publicity and exposure to international franchise trade events in South Africa. Lack of financing options, however, remains a major obstacle to franchise business development in Chingola. There may be opportunities for U.S. franchises in the following areas: Restaurants Retail (including pharmaceutical and hardware) Non-luxury hotels Internet Service Providers

4.3 Direct Marketing

There are no restrictions on conducting direct marketing in Chingola. However, direct marketing companies may be constrained by inadequate postal services, high phone tariffs, and low Internet penetration.

4.4 Joint Ventures/Licensing

The Chingola business community has a strong interest in joint ventures and licensing agreements. Local investors actively seek out these arrangements in order to overcome scarcity of domestic capital, technology, and expertise. There are no legal restrictions which define the terms of a joint venture arrangement. A suitable partnership should be established contractually and registered with the Patent and Company Registration Agency (PACRA). The registration certificate from PACRA should be submitted To the Zambia Development Agency (ZDA) for an investment license.

4.5 Trade Promotion and Advertising Zambia holds four annual trade fairs. The main trade events are Zambia Mining, Agriculture, and Commercial Show which is held during the last week of May in Kitwe (in the Copperbelt);

 Zambia International Trade Fair, which is held in Ndola (in the Copperbelt) during the last week of June;  Zambia Agriculture and Commercial show, which takes place in Lusaka during first week of August; and  Gemstone and Mining Exhibition, which is held in Livingstone and Lusaka,  Chingola also annually holds a district agriculture show in the second week of May. 4.6 Electronic Media Zambia has two national channels and five private television stations and over 40 community radio stations. The only independent daily is The Post. Two monthly business publications, the Zambia National Farmers Union‘s Zambian Farmer, and Profit Magazine, published by the Zambia Association of Chambers of Commerce and Industry, are strong voices for private sector business in Zambia.

4.7 Distribution and Sales Channels.

Goods destined for Zambia arrive via South Africa (Durban, Port Elizabeth, and East London), Namibia (Walvis Bay), (Beira), and Tanzania (Dar es Salaam). Durban, Walvis Bay and Dar-es-Salaam are the most commonly used sea ports. Virtually all imports are transported by truck, entering Zambia primarily through Chirundu and Livingstone (on the Zimbabwean border), Kazungula (on the Botswana border), Nakonde (on the Tanzanian border), and Sesheke (on the Namibian border). The Kasumbalesa border with DR Congo is the closest to Chingola and it sees a great deal of Trade/marketing/mining sector-related traffic.
