EXPERIENCE Georgetown University Law Center, Health Justice Alliance Law Clinic, Washington, DC

Clinical Teaching Fellow and Supervising Attorney June 2017 – present The Health Justice Alliance is a Medical-Legal Partnership between Georgetown’s Law and Medical Centers, engaging students, faculty and clinicians to address justice disparities of people living in poverty. Health Justice Alliance Law Clinic students provide legal services to low-income individuals referred by our healthcare partners in a variety of areas of poverty law.

 As inaugural Health Justice Alliance Clinical Teaching Fellow, developed relationships with medical and community partners, case management systems and procedures, and clinic policies.  Supervised second- and third-year law students in direct client work and project-based learning. Engaged in teaching methods promoting long-term learning and reflection.  Created and taught substantive and skills-based classes for law clinic seminar, including public benefits law, learning new areas of law (metacognition), fact-finding and investigation, client counseling, and closing client relationships ethically.  Trained in Facilitating Attuned Interaction (FAN) techniques, a relationship-improving model applicable to both student supervision and engaging with individuals in crisis.  Participated in a yearlong course in clinical pedagogy, a seminar taught by the Georgetown clinical law faculty. Mentored first-year Clinical Teaching Fellow.

George E. Richmond Foundation Oral Health Fellow June 2017 – present The George E. Richmond Oral Health Project works to lessen oral health disparities among low- income families.

 As the inaugural Oral Health Fellow, identified systems gaps in oral health delivery through policy research and direct client services, and supervised law students in developing targeted policy recommendations.  Supervised law students in developing interprofessional training for nursing students about oral health delivery and children’s Medicaid oral health requirements and billing.  Planned and presented at Georgetown University’s Oral Health Convening focusing on oral health disparities facing children with special healthcare needs in Spring 2018.

Montana Legal Services Association, Billings, MT Montana Legal Services Association (MLSA) is the primary provider of civil legal services in the state of Montana. MLSA is at the forefront of utilizing technology to provide civil legal services in order to overcome challenges associated with providing legal assistance in a frontier state with remote populations.

Managing Attorney 2015 – 2016 Managing Attorney responsibilities included duties below as well as staff attorney duties  Participated in hiring and training of staff attorneys, office staff, AmeriCorps members, and volunteers.  Formalized office policies and procedures to provide consistency for incoming staff, with input from remote managers.  Established supportive team environment in remote office and worked to develop stronger ties with other Montana Legal Services offices.  Collaborated with the local bar association to facilitate essential family law pro bono program.

Staff Attorney 2013 – 2015 Handled the majority of public benefits cases at the only civil legal aid provider in Montana, including Medicaid, Food Stamps, and TANF cases. Collaborated on the organization’s Migrant and Seasonal Farmworker project.  Substantial Medicaid representation from Administrative Fair Hearings to a Montana Supreme Court appeal, including cases regarding Medicaid coverage of services and devices, Home and Community Based Services, Medicaid billing issues, Nursing Home discharge, and Medicaid eligibility and waivers.  Advised clients on wide-ranging legal matters including public benefits; disability and medical insurance; housing; unemployment insurance; employment rights including wage theft, trafficking, and farmworker visa issues; end-of-life matters; and consumer issues.  Developed training and outreach both within organization and outside, including outreach and training of diverse client populations, tribal advocate trainees, and service providers across Montana.  Strategized with development team to craft grant proposals and engaged in grant reporting and compliance.

Millward Page 2 of 4 Equal Justice Works AmeriCorps Law Fellow, Montana Legal Services 2011 – 2013 In addition to duties above, worked on Medical Legal Partnership with community health center. Represented individuals in public benefits, housing, family law, and end-of-life matters.

Washington College of Law Criminal Justice Clinic, Washington, DC Student Attorney 2009 – 2010 Represented juvenile and adult clients from initial attorney contact through hearing and jury trial.

New Hampshire Legal Assistance, Concord, NH Volunteer Winter 2011 Law Clerk Summer 2009 Researched and wrote memos to develop potential litigation strategies. Crafted party declarations and letters to appellate tribunals, clients, and adverse parties.

Public Defender Service for the District of Columbia, Washington, DC Law Clerk, Juvenile Services Program Summer through Fall 2008  Defended incarcerated juveniles at administrative hearings from potential punishment due to alleged violations of facility rules.  Advocated for juveniles at meetings to determine committed youth’s placement in correctional facilities or the community.  Reported alleged due process violations and filed reports, at youth’s request, of staff on youth abuse.
