CCHL will continue to invest in existing and new infrastructural assets such as the electricity distribution network, the airport, port, transport and high speed broadband.     ORION NEW ZEALAND LIMITED 2013 year in review Orion New Zealand Limited owns and operates one of the largest electricity distribution networks in New Zealand. Our network covers 8,000 square kilometres in central Canterbury between the Waimakariri and Rakaia rivers and from the Canterbury coast to Arthur’s Pass. This diverse geographical area stretches from rural Banks Peninsula to Christchurch city and out to farming towns on the plains and into the hills and high country. This year we continued to work alongside our owners – Christchurch City Council (89.3%) and Selwyn District Council (10.7%) – to recover from our region’s biggest natural disaster. More than 160 employees work directly for Orion, and most days a further 250 contractors help us on the network. All of these people are critical to our business as we plan, engineer, operate and control our network, manage finances and contracts, and give our customers the best service we can.     Regulatory Impact Statement Proposed Order in Council to modify planning and accountability provisions for Christchurch City Council and Council-owned entities Agency Disclosure Statement This Regulatory Impact Statement has been prepared by the Department of Internal Affairs. It provides an analysis of options to address the challenges faced by Christchurch City Council in meeting certain legislative requirements, following the Canterbury earthquakes, while continuing to provide for transparency, accountability, and public scrutiny. Christchurch City Council is seeking an Order in Council to modify some Local Government Act 2002 provisions for annual planning and reporting for 2010/11 and 2011/12. In assessing this request, we have considered whether it is practicable and/or useful for the Council to comply with these provisions, given the situation it is facing and the desirability of not diverting resources away from reconstruction and recovery efforts. We have then identified and considered alternative provisions that could help to maintain transparency and accountability, enable continued public oversight and scrutiny, and enable the Council to work proactively, cooperatively, and efficiently with the Canterbury Earthquake Recovery Authority. The Council is also seeking to defer the dates by which: its council-controlled organisations deliver their 2011/12 statements of intent, under the Local Government Act 2002; and Orion New Zealand, the local electricity lines company, delivers its 2011/12 statements of corporate intent, and 2010/11 operations report and financial statements, under the Energy Companies Act 1992. Thus, the proposed Order would also need to modify provisions under this enactment. None of the policy options impose compliance costs on business or affect fundamental common law principles or individual property rights.

Cook also caused wind damage to trees and infrastructure in parts of New Zealand’s North Island, one week after ex-Tropical Cyclone Debbie caused major flooding in the same area. Cook achieved category 3 status with 10-minute sustained winds of 84 kt (43 m s−1) and a minimum central pressure of 961 hPa. Tropical Cyclone Donna formed to the north of Vanuatu on 1 May, which is just past the traditional end of the season (30 April). It achieved named storm status on 3 May, and late on 4 May it began to show a clear eye and was upgraded to a category 3 tropical cyclone. On 6 May, Donna was upgraded to category 4 status. It weakened to a category 3 storm later on 6 May but then strengthened again to category 4 status the next day before being upgraded to category 5 status on 8 May.
