NOTICE of HEARING -STAGE 3- Chapter 9 Natural and Cultural NOTICE OF HEARING -STAGE 3- Chapter 9 Natural and Cultural Heritage Including all related matters deferred from Stage 1, 2 and 31 Chapters (and relevant definitions and associated planning maps) Venue: Christchurch Replacement District Plan Hearings Venue 348 Manchester Street, Christchurch Date: Monday 18th - Friday 22nd January 2016 and Tuesday 2nd - Friday 5th February 2016 Time: 10:00am daily This notice serves to notify submitters to Chapter 9 Natural and Cultural Heritage and all related matters deferred from Stages 1, 2 and 3 Chapters as described above of the Hearing on these matters. In order for the Secretariat to prepare an Indicative Hearing Schedule, submitters who indicated in their submission that they wish to be heard are required to RSVP to the Secretariat ([email protected]) by 5pm, Friday 18 December 2015 with the following information: 1. Submitter number and name. 2. Whether the submitter wishes to speak to their submission at the Hearing. 3. Whether the submitter has legal representation and if so, their lawyer’s name. 4. Whether the submitter is calling any expert evidence, the expert’s name and confirmation that the expert is available to be cross-examined. 5. Whether the submitter has any periods of unavailability within the hearing dates specified above. Please note, the hearing schedule is subject to change up until the day of the hearing and specific time slots cannot be guaranteed for submitters. Note 1: If you do not wish to come to this Hearing and speak, or have anyone speak for you please advise the Secretariat. However your submission will still be considered by the Panel when they deliberate. Note 2: If you supply further evidence or statements the person who has signed the document will be expected to attend the Hearing and be available to answer questions. The Secretariat will pre-circulate the indicative Hearing Schedule by email. Thereafter, the Hearing Schedule will be available and updated regularly on the website under the Natural and Cultural Heritage (Stage 3) page (www.chchplan.ihp.govt.nz/hearings). The Hearing Schedule is subject to change. Submitters should arrive early and make themselves available for the full morning or afternoon they are scheduled to speak. The Panel has issued directions following the Pre-hearing Meeting held on 28 October 2015, as to the conduct of the Hearing and timeframes. These are set out in the Pre-hearing Report and Directions (available on the website). It is advisable you read the Pre-hearing Report and Directions in preparation for the hearing. There are some important steps leading up to the Hearing for anyone wishing to participate in the Hearings.     Christchurch City Holdings Limited is a wholly-owned subsidiary of Christchurch City Council cChristchurchc Cityh Holdingsl Investing in the city’s infrastructure The primary purpose of Christchurch City Holdings Ltd (CCHL) is to invest in and promote the establishment of key infrastructure, and this now extends to assisting the Council in the rebuild and redevelopment of Christchurch following the Canterbury earthquakes. CCHL will continue to invest in existing and new infrastructural assets such as the electricity distribution network, the airport, port, transport and high speed broadband. CCHL’s strategic approach is to identify infrastructural needs that are not or cannot be filled by the private sector or existing Council operations, then take a role in helping to meet those needs through joint ventures, public-private partnerships, establishing new entities or simply acting as a catalyst for others. Appropriate investment is encouraged and, if necessary, facilitated by CCHL in its trading companies when significant upgrades are required to existing infrastructural assets – recent examples being the establishment and funding of Enable Services, and the provision of some of the funding requirements for the construction of the new airport terminal.     ORION NEW ZEALAND LIMITED 2013 year in review Orion New Zealand Limited owns and operates one of the largest electricity distribution networks in New Zealand. Our network covers 8,000 square kilometres in central Canterbury between the Waimakariri and Rakaia rivers and from the Canterbury coast to Arthur’s Pass. This diverse geographical area stretches from rural Banks Peninsula to Christchurch city and out to farming towns on the plains and into the hills and high country. This year we continued to work alongside our owners – Christchurch City Council (89.3%) and Selwyn District Council (10.7%) – to recover from our region’s biggest natural disaster. More than 160 employees work directly for Orion, and most days a further 250 contractors help us on the network. All of these people are critical to our business as we plan, engineer, operate and control our network, manage finances and contracts, and give our customers the best service we can.     Regulatory Impact Statement Proposed Order in Council to modify planning and accountability provisions for Christchurch City Council and Council-owned entities Agency Disclosure Statement This Regulatory Impact Statement has been prepared by the Department of Internal Affairs. It provides an analysis of options to address the challenges faced by Christchurch City Council in meeting certain legislative requirements, following the Canterbury earthquakes, while continuing to provide for transparency, accountability, and public scrutiny. Christchurch City Council is seeking an Order in Council to modify some Local Government Act 2002 provisions for annual planning and reporting for 2010/11 and 2011/12. In assessing this request, we have considered whether it is practicable and/or useful for the Council to comply with these provisions, given the situation it is facing and the desirability of not diverting resources away from reconstruction and recovery efforts. We have then identified and considered alternative provisions that could help to maintain transparency and accountability, enable continued public oversight and scrutiny, and enable the Council to work proactively, cooperatively, and efficiently with the Canterbury Earthquake Recovery Authority. The Council is also seeking to defer the dates by which: its council-controlled organisations deliver their 2011/12 statements of intent, under the Local Government Act 2002; and Orion New Zealand, the local electricity lines company, delivers its 2011/12 statements of corporate intent, and 2010/11 operations report and financial statements, under the Energy Companies Act 1992. Thus, the proposed Order would also need to modify provisions under this enactment. None of the policy options impose compliance costs on business or affect fundamental common law principles or individual property rights.

    Media Release Embargoed until noon, Tuesday 2 December 2008 NEW SCHEME TO MAKE CANTERBURY FAMILIES HEALTHY A major new home insulation and heating programme has been launched in Canterbury, seeking to secure up to $5 million in funding to warm up, and make energy efficient, thousands of cold and damp homes. “The Warm Families project aims to bring together a range of partners to improve the health and wellness of low-income Canterbury families. It will turn their damp, cold homes into energy efficient, warm, dry and healthy homes,” says Jane Cartwright, Chief Executive of Partnership Health Canterbury, a key project partner. “The focus is on helping low-income Cantabrians to lead warmer, healthier lives by installing insulation and energy-efficient heating in their homes. This will provide health benefits to families and people with identified health issues likely to be made worse by under-heated homes. “This is Canterbury’s largest community project focused on warming up homes to tackle ill health. The provision of insulation and energy efficient heating in homes is essential to deal with the illnesses associated with harsh Canterbury winters,” Ms Cartwright says. Organisations involved include the Energy Efficiency and Conservation Authority (EECA), local lines companies Orion and MainPower, power retailer Meridian Energy, the Canterbury District Health Board, Partnership Health Canterbury, Environment Canterbury, Community Energy Action and the Christchurch City Council.
