This task is the more arduous because we have, in order to fulfil it adequately, to shrug off outdated interpretations of modernity and modernisation, and to look at tensions and conflicts which are inherent to ongoing modernisation, like the increasing opposition between individual freedom and system-rationality. In the interwar period many ideas were floating around on how to shape European unity. These interwar Blueprints for Europe have to be understood in the context of conflicting and contradictory emotions of enmity and amity. This article looks at the emotive vocabulary of the canonical text of Coudenhove-Kalergi’s Pan-Europa. It applies an emotion discourse analysis, using Koselleck’s notion of “space of experience” and “horizon of expectation”. As such it shows the connection between the understanding and use of time and emotions in discourse—thereby demonstrating the necessity of “reading” the blueprints of European integration as highly normative and moral claims on the design of this European order. In contrast, in Germany the economy has been relatively steady compared with other major countries; for example, there have been signs of recovery in some economic indicators. In this section, the current status of the European economy, which has recently been polarized as pointed out above, will be reviewed and its background will be examined. In addition, the intensification of chaotic trends in the European debt crisis and future challenges that the European economy is going to confront will be organized. 1. Overview (The European economy facing a business downturn) First, recent economic trends will be studied with a focus on major euro area economies hit by the European debt crisis. (1) GDP The seasonally adjusted real GDP growth rate in the 4th quarter of 2011 in the euro area recorded −0.3% quarter-on-quarter, falling to the first negative quarter-on-quarter growth in ten quarters since the 2nd quarter of 2009. By category of demand, each item of domestic demand, which are personal consumption (−0.4%), government consumption (−0.2%), and facility investment (−0.7%), decreased quarter-on-quarter, showing the seriousness of the decrease in domestic demand in the euro area (Figure 1-2-1-1).

    Introduction and overview JULIE SMITH Where does Europe begin and end? At one level, this question seems facile: most children could draw a geographical outline of Europe. Yet, there are many other ways—economic, political, cultural, and religious—of defining Europe. Such definitions frequently overlap and create tensions between states, including and among existing members of ‘European’ organizations. Europe’s external borders seem far from clear, while internal borders seem increasingly complicated. For forty years, the Cold War helped to determine which countries were allied and helped to frame institutionalized Europe of East and West. NATO, the Council of Europe, the Organization for Security and Cooperation in Europe (OSCE) and the European Communities were all products of the Cold War. The end of the Cold War was met with euphoria across Europe, but brought with it a series of unforeseen problems that have yet to be resolved. New states emerged after the collapse of communism: in 1993 Czechoslovakia split peacefully into two sovereign states, and in 1991 the Soviet Union split, rather less cleanly, creating instability and security threats, albeit of a different nature from those of the Cold War. Thus, a large number of economically and *politically weak states emerged, all seeking support, with many hoping for membership of Western institutions. The war in Chechyna is a continuing sign that the situation there is far from resolved. The breakup of Yugoslavia was bloodier and repeated Balkans wars have posed severe challenges for the region as well as for NATO and the EU. The Balkan wars have highlighted problems within the NATO alliance, most notably over Europe’s contribution of less than 20 per cent of the total air sorties in the bombardment of Serbia in the spring of 1999.
