The genesis of the Armenian nation has been examined in an earlier Study.1 Its nucleus, succeeding to the role of the Yannic nucleus ot Urartu, was the 'proto-Armenian,T Hayasa-Phrygian, people-state,2 which at first oc- cupied only a small section of the former Urartian, or subsequent Armenian, territory. And it was, precisely, of the expansion of this people-state over that territory, and of its blending with the remaining Urartians and other proto- Caucasians that the Armenian nation was born. That expansion proceeded from the earliest proto-Armenian settlement in the basin of the Arsanias (East- ern Euphrates) up the Euphrates, to the valley of the upper Tigris, and espe- cially to that of the Araxes, which is the central Armenian plain.3 This expand- ing proto-Armenian nucleus formed a separate satrapy in the Iranian empire, while the rest of the inhabitants of the Armenian Plateau, both the remaining Urartians and other proto-Caucasians, were included in several other satrapies.* Between Herodotus's day and the year 401, when the Ten Thousand passed through it, the land of the proto-Armenians had become so enlarged as to form, in addition to the Satrapy of Armenia, also the trans-Euphratensian vice-Sa- trapy of West Armenia.5 This division subsisted in the Hellenistic phase, as that between Greater Armenia and Lesser Armenia. -

Dutton, Eds. , Publisher: Routledge, Taylor and Francis Group.(volume in series: Organization and Management). In this chapter we focus on positive organizational change by and for the working poor. Such change may be initiated informally by employees and/or their managers; it may be enacted through formal organizational policy or informal norms; or it may be the result of organizational reactions to larger societal forces. Regardless of its source we consider organizational change to be positive to the extent that it is both beneficial to employees and sustainable by employers. By positive organizational change, in this chapter we mean organizational change that results in increased well-being for lower wage employees, involving workplace practice or policy that can be supported and embedded over the long term. Over the past decade we have conducted research projects focused on opportunities (or lack thereof) as well as positive interventions for structuring organizational policies and workplace practices to address the needs of the working poor (e.g., Hammer, Kossek, Bodner & Zimmerman, In Press; Kossek & Hammer, 2008; Leana, Appelbaum & Shevchuk, 2009; Mittal, Rosen & Leana, 2009). Global Rights Index 2018 - Violations of trade union rights increase in Europe The results of the latest ITUC Global Rights Index 2018 are worrying. The global union confederation notes that the democratic space is shrinking across the world. Corporate greed is on the rise as protection of workers is weakened and corporations like Amazon believe they can get away with anything that stands in the way of making profits. The number of countries with arbitrary arrests and detention of workers increased from 44 in 2017 to 59 in 2018, and freedom of speech was constrained in 54 countries. The global federation notes that more countries seek to exclude workers from labour law – “from migrant workers, public sector employees to workers in platform businesses, with 65% of countries excluding whole categories of workers from labour law.” The report notes that In Europe, 58% of countries violated collective bargaining rights, and three quarters of countries violated the right to strike. Italy is one of the countries mentioned in which there is an increase of workers exposed to physical violence and threats. Kazakhstan and Turkey are among the ten worst countries for workers’ rights in 2018. Macedonia and Spain saw a worsening of their rankings with a rise in attacks on workers’ rights in law and practice. The Global Rights Index reports on annual survey of Violations of Trade Union Rights. It ranks 142 countries against 97 internationally recognised indicators to assess where workers’ rights are best protected in law and in practice. The report rates countries from one to five according to these indicators, with an overall score placing countries in rankings of one to five. -

ON THE EFFECTIVE USE OF PROXY WARFARE by Andrew Lewis Peek A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland May 2021 2021 Andrew Peek All rights reserved Abstract This dissertation asks a simple question: how are states most effectively conducting proxy warfare in the modern international system? It answers this question by conducting a comparative study of the sponsorship of proxy forces. It uses process tracing to examine five cases of proxy warfare and predicts that the differentiation in support for each proxy impacts their utility. In particular, it proposes that increasing the principal-agent distance between sponsors and proxies might correlate with strategic effectiveness. That is, the less directly a proxy is supported and controlled by a sponsor, the more effective the proxy becomes. Strategic effectiveness here is conceptualized as consisting of two key parts: a proxy’s operational capability and a sponsor’s plausible deniability. These should be in inverse relation to each other: the greater and more overt a sponsor’s support is to a proxy, the more capable – better armed, better trained – its proxies should be on the battlefield. However, this close support to such proxies should also make the sponsor’s influence less deniable, and thus incur strategic costs against both it and the proxy. These costs primarily consist of external balancing by rival states, the same way such states would balance against conventional aggression. Conversely, the more deniable such support is – the more indirect and less overt – the less balancing occurs. -

THE WORLD'S WORST COUNTRIES FOR WORKERS The 2017 ITUC Global Rights Index | 4 The International Trade Union Confederation (ITUC) is a confederation of national trade union centres, each of which links trade unions of that particular country. It was established on 1 November 2006, bringing together the organisations which were formerly affiliated to the ICFTU and WCL (both now dissolved) as well as a number of national trade union centres which had no international affiliation at the time. The new Confederation has 340 affiliated organisations in 163 countries and territories on all five continents, with a membership of 181 million, 40 per cent of whom are women. It is also a partner in “Global Unions” together with the Trade Union Advisory Committee to the OECD and the Global Union Federations (GUFs) which link together national unions from a particular trade or industry at international level. The ITUC has specialised offices in a number of countries around the world, and has General Consultative Status with the Economic and Social Council of the United Nations. Mellor, Chair This dissertation investigates the cultural imagination of Roman elites regarding poverty in their society – how it was defined, how traditional and accepted images of poverty were deployed for rhetorical effect, and in what way elite attitudes toward poverty evolved over the course of the first century and a half under the Empire. It contends that the Roman conception of poverty was as a disordered discourse involving multiple competing definitions which frequently overlapped in practice. It argues that the inherent contradictions in Roman thought about poverty were rarely addressed or acknowledged by authors during this period. The Introduction summarizes scholarly approaches toward Roman perceptions of poverty and offers a set of definitions which describe the variant images of poverty in elite texts. The first chapter addresses poverty’s role in the histories of Livy, and the ways in which his presentation of poverty diverge from his assertion that the loss of paupertas was key to the decline of the Roman state. -
