Le fait qu’une compagnie aérienne ne figure pas sur la liste communautaire ne signifie donc pas automatiquement qu’elle respecte les normes de sécurité applicables. Si une compagnie aérienne figurant sur la liste communautaire estime être en conformité avec les éléments techniques et exigences prescrits par les normes de sécurité internationales applicables, elle peut demander à la Commission de lancer la procédure pour sa suppression de la liste. Tout a été mis en œuvre pour s’assurer de l’identité exacte de toutes les compagnies aériennes reprises dans la liste communautaire, où figurent notamment : le code alphabétique unique attribué à chaque compagnie aérienne par l’OACI, l’Etat de certification et le numéro du certificat (ou de la licence d’exploitation) de l’opérateur aérien. Néanmoins, une vérification complète n’a pas été possible dans tous les cas en raison d’un manque total d’informations concernant certaines compagnies aériennes qui opèrent à la limite, ou tout à fait en dehors, du régime d’aviation reconnu au niveau international. Il n’est donc pas exclu que certaines compagnies opèrent de bonne foi sous le même nom commercial que des compagnies figurant sur la liste communautaire.
