SCOPING (BASELINE) 1.1 Introduction Stream Six Energies CC (SSE) has appointed Ekwao Consulting (Ekwao) to handle the Environmental Impact Assessment (EIA) scoping studies for the development of its proposed fuel retail service station and related activities on Erf 6281, Extension 23 in the town of Ondangwa. This EIA consists of three parts, this Baseline Scoping Report (BSR), the Public Participation Process (PPP) and the Environmental Management Plan (EMP). This report represents as far as possible the outcome of the Scoping Assessment conducted by Ekwao with respect to the proposed development. 1.2 Terms of References The Terms of Reference for this EIA are as follow: a) To critically look into the location and suitability of the site for the proposed development. b) To provide a detailed description of the Baseline Information including applicable national environmental legislative and regulatory frameworks. c) To describe, evaluate and analyse potential environmental impacts which the proposed project is likely to pose, expressed in terms of the physical, biological (ecological) and socio-economic aspects. d) To evaluate the technology, procedures and processes to be used in the implementation of the project. e) To conduct a Public Participation Process (PPP) during which the views, concerns, inputs and attitudes of the community particularly the nearby residents are assessed and evaluated towards the proposed development. f) To formulate an Environmental Management Plan (EMP), proposing the measures to be taken to eliminate and to minimize adverse impacts on the environment during the Construction and Operational Phases. g) To submit the EIA Report to the Office of the Environmental Commissioner in the Ministry of Environmental, Forestry and Tourism (MEFT) for review and consideration whether to award or to refuse an Environmental Clearance Certificate (ECC) for the planned development. 1.3 Approach to the EIA Study In preparing for the Scoping Assessment, Ekwao has adopted an investigative approach which took consideration of the existing environment and the possible impacts which the proposed development will bring to bear to the physical, EIA for Stream Six Energies CC Page 4 biological (ecological) and socio-economic environments. The proposed site was assessed by way of: physical observation visual surveying taking of photographic images, and by talking to the proponent and residents in the immediate vicinity of the development Mitigation measures for identified negative impacts were considered over the two phases of the development namely: a) The Construction Phase which consists of pre-construction, construction and post construction activities b) The Operational Phase which is the ‘Business Phase’ of the development Mechanism for monitoring and evaluations of compliance were proposed and included in the EMP which forms part of EIA process. Finally, a Public Participation Process (PPP) as required by the EIA process was undertaken for this proposed development. DESCRIPTION OF THE DEVELOPMENT 2.1 The Project Promoter The planned new fuel retail service station is promoted by Stream Six Energies CC – a 100% owned and managed Namibian company. The promoter has the backing and support of at least two local fuel franchisors vying to go into business with SSE for the strategic location of its site. 2.2 Location of the Project Erf 6281 is in extension 23 within the Ondangwa Townlands in the Oshana Region. When going in the direction of Oshakati, taking Olunkono Shopping Complex as a reference point, extension 23 is the area wedged between the Northern Tannery, Ondangwa Plastic Convertors and Ondangwa Airport Lodge to the south of the C46 Highway which links the towns of Ongwediva and Ondangwa together. To the north of C46 Highway is extension 8 which is the industrial section of the town. To the northwest of extension 23 are the newly renamed Andimba Toivo Ya Toivo Airport and the Ruben Danger Ashipala Police Training Centre. The Oshana Veterinary Clinic which has been under construction over the last six years is directly north of extension 23. The filling station will therefore provide services to the traffic in the said destinations including the residential section of the extension. 2.3 Details of the Proposed Activity The study area consists of a site measuring 2149 m2 as shown in Figure 1. The proposed development will entail the construction of a fuel service station integrated with what have become standard facilities at modern fuel retail facilities: a convenient store a car wash ablution facilities for the patrons adequate paved parking bays banking facilities in the form of ATMs a canopied forecourt housing the fuel pumps At the time of the scoping assessment, specific details of the exact design and layout of the proposed filling station were unavailable, as the entire project is still in the concept design phase.
