Australians, like Canadians and New Zealanders, call their VAT a goods and services tax, or GST, but their GST fits the VAT mold: it is a credit-invoice method, destination-based consump- tion tax with fairly limited tax base exclusions.1 Although all OECD countries aside from the United States have value-added taxes, external pressures like those resulting from preconditions for European Union membership2 or for financial support from organizations such as the World Bank or International Monetary Fund3 have played a role in many countries’ VAT enactment 1See Liam Ebrill, Michael Keen, Jean-Paul Bodin & Victoria Summers, The Modern VAT 2 (2001) (defining a VAT). Foxtel's submission is focused on the issues of most concern to Foxtel in the Discussion Paper. It does not respond to every proposal and question in the Discussion Paper. Foxtel’s submission is structured as follows: 1. Retransmission of free-to-air (FTA) broadcasts (Chapter 15 of the Discussion Paper). 2. The case for fair use in Australia (Chapter 4 of the Discussion Paper). 3. Third parties and private and domestic use (Chapters 5 and 9 of the Discussion Paper). 4. Contracting Out (Chapter 17 of the Discussion Paper). EXECUTIVE SUMMARY Australian copyright law sets a fair and finely struck balance between the interests of rights holders and those of end users. To ensure ongoing investment, the existing balance must not be disrupted unless there is clear evidence of the benefits offered by any proposed amendments. Foxtel is strongly opposed to the introduction of a broad fair use defence. The introduction of such a broad exception is a radical change to the current law. Any such change can not be made in isolation without properly considering the costs of introducing this type of change and the flow on impact to both industry and consumers as a result of such a significant change. Foxtel is also strongly opposed to any changes to the current retransmission arrangements. -

Home » Opinion » Article Forget polling voters, just ask the punters John Garnaut February 9, 2007 THIS week three years ago, David Cox, Labor's slightly dishevelled member for the Adelaide seat of Kingston, stopped to contemplate his fortune in the parliamentary corridor. His party had surged to a 6 percentage point lead in the opinion polls, after years of wretched irrelevance. Publicly, Labor had been talking with caution and humility; privately it was a different story. Cox, a hard-headed economist and strategist, allowed a schoolboy grin to spread across his usually deadpan face. "It's amaaaaazing," he said. That was February 2004. Nine months later, voters threw Cox out of his seat and gave his party another thrashing. Now, Labor is led by a cautious workhorse with none of Mark Latham's fissile characteristics. John Howard has aged three years; and with Iraq, climate change and perhaps interest rates, the times that famously suited him appear to have shifted. Labor's opinion poll lead is now 10 points, not six. Yet there is none of the premature celebration that marked Labor three years ago, and only a hint of the panic that rippled through the Coalition. Chastened by their Latham exuberance, press gallery reporters are falling over themselves to show sagacious restraint and predict a Howard comeback. The pundits now know better than to be swept around by opinion polls. As economists such as Justin Wolfers and Andrew Leigh have shown, polls can have almost zero predictive value so far out from an election. -

JOHN HEWSON-A FESTSCHRIFT Dr. John Hewson's appointment to Memorial University's Henrietta Harvey Chair in May 1997 marked 37 years of distinguished service as scholar, teacher and administrator. Dr. Hewson, an APLA member since the early days of our association and a scholar of national and international reputation, cannot be pinned down to any particular specialization: one could say that he has had a distinguished career in several branches of Linguistics. His scholarly achievements in General Linguistics, Theoretical Linguistics, Historical Linguistics, Amerindian, and Romance Linguistics are impressive in both quality and quantity. His CV lists 14 completed books (with 3 more in preparation), 141 published papers and reviews, and 93 papers to Learned Societies, including, for example, the closing address of the final plenary session of the most recent International Congress of Linguists (a world event staged every five years), held in Quebec in 1992. His energetic research in a broad spectrum of Linguistics is demon- strated by the quantity of research funding it has attracted. He has been awarded a grand total of some $300,000 during the 30 years between 1967 and 1996, an impressive record for any professor in the humanities. In the eighties Memorial University acknowledged his rare contribution to the discipline of linguistics by bestowing on him the title of University Research Professor (1985-1990). Dr. Hewson has had an enormously active career not only as a scholar but as one vigorously engaged in the development of his discipline. He was instrumental in the establishment of Newfoundland's first language labo- ratory on his arrival at Memorial in 1960, and after eight years as resident linguist in the Department of French, he teamed up with Herbert Halpert, a folklorist in the Department of English, to persuade the University au- thorities to create the two new Departments of Folklore and Linguistics, both of which have since played a pioneering and vital role in the mandate of the University. -

Women on Boards Data — We collected and analysed data on female board directors of S&P/ASX100 companies from FY08 to 8 August 2011 (Figure 5 to Figure 9). At 8 August 2011 there were 134 women on ASX100 boards, a 46% increase from FY08. ASX100 companies with no female board directors were AQP, CQO, EGP, FMG, IPL, JHX, LEI, LYC, OSH, PDN, PRY, RHC, RMD, SGM and SWM. Companies with three female directors (the highest number identified) are AMP, BEN, CBA, MQG, QAN, QBE and WBC. Seven female directors each currently hold three ASX100 directorships. Business Case for Gender Diversity — Reibey Institute research found that those ASX500 companies with women directors on 30 June 2010 had a 3-year return on equity (ROE) 10.7% higher than those without any women directors. The 5-year ROE was 11.1% higher. -

SUMMER SCHOLAR’S PAPER December 2014 ‘In the wilderness’: preparation for government by the Coalition 1 in opposition 1983–1993 Marija Taflaga Parliamentary Library Summer Scholar 2014 Executive summary • This paper examines the Coalition’s policy and preparation efforts to transition into government between 1983 and 1993. • The role of the opposition in the Australian political system is examined and briefly compared with other Westminster countries. The paper also outlines the workings of the shadow Cabinet and the nature of the working relationship between the Liberal Party (LP) and The Nationals (NATS) as a Coalition. • Next, the paper provides a brief historical background of the Coalition’s history in power from 1949 to 1983, and the broader political context in Australia during those years. • Through an examination of key policy documents between 1983 and 1993, the paper argues that different approaches to planning emerged over the decade. First a diagnostic phase from 1983–1984 under the leadership of Andrew Peacock. Second, a policy development phase from 1985–1990 under the leadership of both Peacock and John Howard. The third period from 1990 ̶ 1993 under Dr John Hewson was unique. Hewson’s Opposition engaged in a rigorous and sophisticated regime of policy making and planning never attempted before or since by an Australian opposition. The LP’s attempts to plan for government resulted in the institutionalisation of opposition policy making within the LP and the Coalition. • Each leader’s personal leadership style played an important role in determining the processes underpinning the Coalition’s planning efforts in addition to the overall philosophical approach of the Liberal-led Coalition.
