Date Range: 1876 - 1886; 1938 - 1960. Quantity of Records: 13.58 linear feet in 32 5-inch and 1 3-inch boxes. Physical Characteristics: Paper records in good condition. Creator of records: The records were created and retained by the Department of the Interior Land Office, Commissioner of Public Lands, Land Management Division of the Department of Land and Natural Resources. Content Description Contains application numbers 347,438 to 918 and 2181 to 3690. Applications date from 1877 to 1886 and 1938 to 1960. Applications from 1877 to 1886 are letters to the Minister of the Interior requesting to lease or purchase Hawaiian government land for commercial, industrial, agricultural, pastoral or residential uses. A surveyor report, drawing, map, site plan and description may be filed with the applications. Applicants include foreigners, land agents for sugar plantations, businessmen, native Hawaiians, and hui or group of individuals. The records usually do not provide information on the disposition of these applications. Applications are in English and Hawaiian. Cursory English translations by the Interior Land Office are attached to a few of the Hawaiian language documents. Government lands were used for agriculture, commercial and industrial enterprises. Agricultural uses of government lands include: cultivation of coffee, loko i'a [fish pond], lo'i kalo [taro], oranges, rice, sugar, and other farm crops. Pastoral uses included cattle, goat, horse and sheep pasturage. The Hawaiian cultural practice of kia manu [birdcatching] is noted in application 889 of Makuaole, dated January 1886, seeking permission to capture mama [Drepanis pacifica] and 'o'o [Moho nobilis] in the forests of Hilo on the island of Hawai'i. There are applications seeking rights to gather wood for food and housing, cut timber for canoes, and lease .water sources on government lands. 1 GOVERNMENT LAND APPLICATIONS C SERIES DESCRIPTION Commercial and industrial uses of government lands near harbors and large towns include: coal stations, fish markets, hack stands, hotels, ice houses, laundries, offices, shops - blacksmiths, food, merchandise: stables, stockyards, store houses, theatres, warehouses and wash houses. Also contains a few reports dated 1876, 1877, and 1881 from surveyors to the Minister of the Interior regarding three government land parcels at Laupahoehoe, Hamakua, and Wainaku on the island of Hawai'i. [Item No. 514-1-01] Records dated 1938 to 1960 comprise the bulk of the collection and contain recommendations from the Commissioner of Public Lands to the Board of Public Lands on applications to exchange, lease and purchase government lands. Blueprints, maps, plans, site drawings, survey descriptions and reports may be included in the application file. Alphanumeric notations on some of the Commissioner recommendations identify these materials as Board of Public Lands meeting agenda items, also referred to as submittals. [Board of Land and Natural Resources Minutes and Submittals, Series 269]. Excerpted sections of the minutes of the Board of Public Lands provide information on the actions or rulings regarding the application and Commissioner's recommendation. The excerpted minutes are typed on Commissioner of Public Lands envelopes or accordion enclosures that once housed the applications and recommendations. Government lands were exchanged for public uses such as drainage basins, easements for electric, telephone and water transmission lines, forest reserve, government buildings, irrigation right of ways, military camps and training areas, parks, police stations, road realignments and highway construction, school and hospital sites, watershed management: and waterfront improvement projects. Following the 1946 tsunami, government lots were exchanged with privately held parcels near Hilo Bay for waterfront park development. Government land leases were negotiated with individuals, businesses and plantations for commercial and industrial uses such as cattle grazing, rock quarry, pineapple and sugar cane cultivation. Government lands were sold to individuals and settlement associations. Beach lots, homesteads, house lots, and town lots were sold in Hilo, Ka'auhuhu, Kaumana, Pi'ihonua, Puna, Waiakea on the island of Hawai'i; Hanapepe, Kapa'a, Kekaha, Nawiliwili, and Wailua on Kaua'i; Hana, Kahakuloa, and Wailea on Maui; and Auwaiolimu, Hau'ula, Kuli'ou'ou, Lualualei, and Waimanalo on O'ahu. u 2 GOVERNMENT LAND APPLICATIONS C SERIES DESCRIPTION Archives holdings are not complete. Applications from 1887 to 1937 were not transferred to the State Archives.
