Ukrainian and Russian Waterways and the Development of European Transport Corridors
European Transport \ Trasporti Europei n. 30 (2005): 14-36 Ukrainian and Russian waterways and the development of European transport corridors Michael Doubrovsky1∗ 1Odessa National Maritime University, Odessa, Ukraine Abstract Four of the nine international transport corridors pass through the territory of Ukraine: №3, №5, №7, and №9. In recent years Ukraine conducted an active policy supporting the European initiatives on the international transport corridors and offered variants of corridors to the European community. In the field of a water transport it is planned to carry out the construction of new and reconstruction of existing infrastructure (regarding corridors № 9; TRACECA; Baltic - Black Sea) in the main Ukrainian ports. The paper considers the situation in the Ukrainian waterways as a part of the international transport corridors. It presents an analysis of the existing situation and some planning measures. In order to optimize and rationally development the inland waterways and seaports of the Black Sea – Azov Sea region it is necessary to speed up the working out and official approval of the regional transport ways network. Regarding Ukrainian seaports this task is carried out within the framework of program TRACECA, and also by Steering Committee of Black Sea PETRA and working group on transport of the Organization of the Black Sea Economic Cooperation. To connect the new members countries of EU two approaches are considered: (1) the use of the Danube River due to restoration of navigation in its Ukrainian part, providing an exit to the Black Sea; (2) the creation of new inland water-transport links providing a more rational and uniform distribution of freight traffics from the Central and Northern Europe (using the third largest river in Europe - Dnepr River running into the Black Sea). -

ALEXANDER LUKASHEVICH, PERMANENT REPRESENTATIVE OF THE RUSSIAN FEDERATION, AT THE 1209th MEETING OF THE OSCE PERMANENT COUNCIL 13 December 2018 More on Ukraine’s military provocation in the Black Sea Mr. Chairperson, Over the past two weeks, we have heard many unfounded accusations against Russia in connection with the actions of Russian border guards in the Black Sea on 25 November in response to the provocation by the Ukrainian navy. Using these events as a pretext, the Ukrainian delegation frustrated the adoption at the Ministerial Council meeting in Milan of a document on the settlement of the internal Ukrainian crisis and a political declaration. The situation surrounding this recent incident requires a detailed analysis. We shall therefore set out in detail the chronology of events so that no one is left with any doubt as to the provocative nature of the Ukrainian navy’s actions. I might add that they posed a danger to the countless non-military vessels that were present at that time in the waters of the Kerch Strait. In parallel, we shall show you some slides indicating where and how this happened. So, at 11.37 hours on 24 November, the Russian State Border Service reported the movement of four Ukrainian navy ships in the Black Sea heading towards the Russian coast: two support vessels and two gunboats. At 16.40, two Ukrainian navy ships, the Horlivka support vessel and the Yany Kapu ocean-going tugboat, were identified in Russia’s exclusive economic zone 20 nautical miles from the border. -

Comprehensive analysis EXECUTIVE of regional labour market and review of the State Employment Service activity in Zaporizhzhia SUMMARY Oblast Oksana Nezhyvenko PhD in Economics Individual Consultant EXECUTIVE SUMMARY - 2020 3 This executive summary is the result of the study of the labour market of Zaporizhzhia Oblast and the activities of the State Employment Service in Zaporizhzhia Oblast held during January-May 2020. The study was conducted within the United Nations Recovery and Peacebuilding Programme, which operates in six oblasts of Ukraine: Donetsk, Luhansk, Dnipropetrovsk, Zaporizhzhia and Kharkiv; the Rule of Law Prog- ram operates in Zhytomyr Oblast. This study was conducted within the framework of Economic Recovery and Restoration of Critical Infrastructure Component. FOLLOWING ACTIVITIES WERE CARRIED OUT AS PART OF THIS STUDY: — statistical data analysed to conduct comprehensive analysis of the labour market dynamics of Zaporizhzhia Oblast; — review of the Zaporizhzhia Oblast Employment Centre activities provided in terms of services and types of benefits it ensures to the unemployed and employers in the Oblast; — interviews with representatives of the Zaporizhzhia Oblast Employment Centre and employers of Zaporizhzhia Oblast on the local labour market conducted, description of these interviews provided; — survey of employers of Zaporizhzhia Oblast was conducted and responses were analysed; — forecast of the Zaporizhzhia Oblast labour market demand carried out. Executive summary is structured in accordance with the above points. Hubetova Odessa Regional Clinical Hospital, Odesa, Ukraine Odessa National Medical University, Odesa, Ukraine Epidemiology of Parkinson’s disease in the Southern Ukraine Abstract. Background. Parkinson’s disease (PD) is a slowly progressing neurodegenerative disease with accumulation of alpha-synuclein and the formation of Lewy bodies inside nerve cells. The prevalence of PD ranges from 100 to 200 cases per 100,000 population. However, in the Ukrainian reality, many cases of the disease remain undiagnosed, which affects the statistical indicators of incidence and prevalence. The purpose of the study is to compare PD epidemiological indices in the Southern Ukraine with all-Ukrainian rates. Material and methods. Statistical data of the Ministry of Health of Ukraine, public health departments of Odesa, Mykolaiv and Kherson regions for 2015–2017 were analyzed. There were used the methods of descriptive statistics and analysis of variance. Results. Average prevalence of PD in Ukraine is 67.5 per 100,000 population — it is close to the Eastern European rate. The highest prevalence was registered in Lviv (142.5 per 100,000), Vinnytsia (135.9 per 100,000), Cherkasy (108.6 per 100,000) and Kyiv (107.1 per 100,000) regions. The lowest rates were in Luhansk (37.9 per 100,000), Kyrovohrad (42.5 per 100,000), Chernivtsi (49.0 per 100,000) and Ternopil (49.6 per 100,000) regions. In the Southern Ukraine, the highest prevalence of PD was found in Mykolaiv region. -

The Congress and the President were prompted to establish the Commission because of the special problem faced by Jewish sites in the region: The communities that had once cared for the properties were annihilated during the Holocaust. -
Case Study “Implementation and Improvement of Participatory
Case Study IMPLEMENTATION AND IMPROVEMENT OF PARTICIPATORY BUDGETING Experiences of Ukrainian Cities and Recommendations The international technical assistance project “Partnership for Local Economic Development and Democratic Governance” (PLEDDG) implemented from April 2015 to December 2020 by the Federation of Canadian Municipalities, with the financial support of the Ministry of Global Affairs Canada, aimed to strengthen the municipal sector, ensure effective democratic governance, and accelerate the economic development of cities in Ukraine. This publication recounts the experiences of PLEDDG in the field of participatory budgeting, based on the examples of five cities and one region of Ukraine. We invite you to familiarize yourself not only with the best practices and recommendations for the implementation of participatory budgeting and the involvement of residents in the decision- making process in communities, but also with the obstacles that often arise when introducing new participation tools. Currently, PLEDDG is partnered with 15 cities to facilitate public budgeting: Vinnytsia, Zhmerynka, Khmilnyk, Ivano-Frankivsk, Dolyna, Kolomyia, Poltava, Myrhorod, Kremenchuk, Horishni Plavni, Zaporizhia, Enerhodar, Melitopol, and Berdyansk. This tool of participatory democracy enables all citizens, without exception, to participate in the distribution of local budget funds through the creation of projects to address issues of local importance and/or by voting for said projects. THE GOVERNMENT OF THE RUSSIAN FEDERATION RESOLUTION of 1 November 2018, No 1300 MOSCOW On Measures to Implement Decree of the President of the Russian Federation of 22 October 2018, No 592 Pursuant to the Decree of the President of the Russian Federation of 22 October 2018, No 592, On Application of Special Economic Measures in Connection with Unfriendly Acts of Ukraine Against Citizens and Legal Entities of the Russian Federation and in response to unfriendly acts of Ukraine performed contrary to international law to introduce restrictive measures against citizens and legal entities of the Russian Federation, the Government of the Russian Federation resolves: 1. To establish the blocking/freezing of non-cash means of payment, uncertificated securities and property in the Russian Federation and a ban on transferring funds (capital withdrawal) outside the Russian Federation as special economic measures applicable to individuals listed in Appendix 1 and legal entities listed in Appendix 2, as well as in regard to organisations controlled by these individuals and legal entities. 2. The federal executive authorities shall ensure the implementation of paragraph 1 of this Resolution within their autority. 3. The Ministry of Industry and Trade of the Russian Federation and the Ministry of Economic Development of the Russian Federation shall ensure the balance of commodity markets and prevent the adverse impact of the special economic measures specified in paragraph 1 of this Resolution on the activities of Russian organisations. 4. To appoint the Ministry of Finance of the Russian Federation as the authority responsible for proposals made to the Government of the Russian Federation on: making changes to the lists given in Appendixes 1 and 2 to this Resolution; granting temporary permits to conduct certain operations in respect of certain legal entities to which special economic measures are applied; cancelling this Resolution in the event that the restrictive measures imposed by Ukraine on citizens and legal entities of the Russian Federation are lifted.
