Specifically, the City is threatening to evict multiple homeless encampments in the coming weeks. Should the City proceed with the evictions, it would likely violate the constitutional rights of the residents of those encampments. When homeless individuals are on public property and have no other place to go within the city, punishing them for remaining and sheltering themselves violates the Eighth Amendment to the U.S. Constitution. When these evictions include the indiscriminate seizure and destruction of all personal property left behind, as Burlington’s camp evictions have in the past, seizing and destroying personal property without due process violates the Fourth and Fourteenth Amendments to the U.S. Constitution. We write to insist that the City of Burlington respect the constitutional rights of its homeless residents, treat them with dignity, and expand available shelter for these individuals rather than unlawfully forcing them out of their current locations and destroying their property.     [As approved by Committee at October 5, 2018 Meeting] VERMONT SUPREME COURT ADVISORY COMMITTEE ON RULES OF PUBLIC ACCESS TO COURT RECORDS (PACR) Minutes of Meeting June 29, 2018 The Public Access to Court Records (PACR) Committee meeting commenced at approximately 9:04 a.m. at the Supreme Court in Montpelier. Present were Chair Judge Tim Tomasi; members Justice John Dooley (Ret.), Teri Corsones, Jeff Loewer, Gaye Paquette, State Archivist Tanya Marshall and Tari Scott; Supreme Court liaison Justice Marilyn Skoglund, and Committee Reporter Judge Walt Morris. Committee members Marty Frank, Sarah London, Mary Morrissey and James Duff-Lyall, Esq. were absent. Judge Kate Hayes, who serves as Chair of the Next Generation Case Management Services (NG-CMS) Configuration Architecture Task Force, was also present. 1. Chair Tomasi opened the Committee meeting. Brief discussion ensued, as at the May 25th meeting, as to the Committee’s composition under its Charge and Designation document, and identification of nominees to replace Katherine (“Katie”) Pohl on the Committee. Reporter Morris again indicated that A.O. 40 requires that the Committee have two Superior Court judges; a VBA representative; a media representative; and the State Archivist or designee. Beyond that there are six “at large members” to be approved by the Court. After discussion, Committee consensus was that while Ms. Pohl’s position requires no specific legal “lineage” or specialty, and that familiarity with technology related to law practice would be a plus, given the interest expressed by a subcommittee of the Advisory Committee on Family Rules for some form of engagement in the work of PACR and NG-CMS, an attorney with significant experience working in the Family Division would make a good addition to the Committee.

Heintzen Thesis presented to the Faculty of The Graduate School of St. Mary's University of San Antonio in partial fulfillment of Requirements for the degree of Master of Arts 1944 PREFACE The story of Fredericksburg, Gillespie County, Texas, during the Civil War and Reconstruction has never been fully told. Such investigations as have been made into the history of Fredericksburg usually stop at the outbreak of the war or merely mention this period in passing. The present work proposes to give and extensive account of the political, military, and lawless activities from 1860 to 1873; therefore little reference is made to social conditions and the ever-present Indian menace. The first chapter is included only as a political background for a better understanding of what follows. Because of its unique position as a Unionist stronghold throughout and after the war, Fredericksburg has an interesting history for this period, but source material on the subject is not plentiful; however, the Texas State Library in Austin and the county courthouse in Fredericksburg contain valuable information.
