However, empirical studies failed to reach consensus on the degree and kind of RMB misalignment. We argue that this is not a consequence of poor measurement but of theory. The conventional principle of comparative advantage suggests real exchange rates will adjust so as to balance trade. Therefore, the persistence of trade imbalances tend to be interpreted as arising from currency manipulation. In contrast, the Smithian-Harrodian theory explains trade imbalances as the outcome of free trade and sees unequal real competitiveness as the root cause of the U.S.-China trade imbalance. However, empirical studies failed to reach consensus on the RMB misalignment. We argue that this is not a consequence of poor measurement but of theory. At the most abstract level the conventional principle of comparative cost advantage suggests real exchange rates will adjust so as to balance trade. Therefore, the persistence of trade imbalances tends to be interpreted as arising from currency manipulation facilitated by foreign exchange interventions. By way of contrast, the absolute cost theory explains trade imbalances as the outcome of free trade among nations that have unequal real costs. We argue that a disparity in real costs is the root cause of the U.S.-China trade imbalance. Fisher* On December 22, 2016, President-elect Donald Trump announced the creation of the National Trade Council (“NTC”), an entity whose stature the White House said would be equivalent to the “powerful roles of the National Security Council and the National Economic Council,”1 and the appointment of “vocal China critic”2 Peter Navarro to head the newly created Council. These two related developments are the largest structural change in the organization of U.S. trade policy since the creation of the United States Trade Representative within the Executive Office of the President in the Trade Expansion Act of 1962. The appointment of Navarro and the creation of the NTC means that the chain of command on U.S. trade policy will now run from President Trump to the NTC to the United States Trade Representative, sharply reducing the importance and significance of the latter office. The head of the NTC will have proximity to the president and the president’s ear on trade policy. And in Washington, DC, proximity to power is power. In addition, the appointments of Rex Tillerson to be Secretary of State3 and Jason Greenblatt to a new Administration position of special representative for international negotiations to assist “with international negotiations of all types, and trade deals around the world”4will further undermine the significance of the 1 The Washington Post, December 22, 2016, p. Written Statement of Patrick Woodall Research Director and Senior Policy Advocate Food & Water Watch Testimony before the U.S.-China Economic and Security Review Commission Hearing on “Chinese Investment in the United States: Impacts and Issues for Policymakers” Thursday, January 26, 2016 Good morning Co-Chairs Cleveland and Wessel and members of the Commission. My name is Patrick Woodall and I am the Research Director and Senior Policy Advocate at Food & Water Watch, a national non-profit advocacy and consumer organization dedicated to ensuring the food, water and fish we consume is safe, accessible and sustainably produced. Our food program promotes a secure and resilient food system that can provide healthy food for consumers and an economically viable living for family farmers and rural communities. Thank you for holding this hearing and inviting Food & Water Watch to testify on the implications of Chinese investment in U.S. farms, food processing and agribusiness. The government of China, its state-owned enterprises and independent Chinese companies have aggressively pursued agricultural and food assets worldwide, including here in the United States. This agricultural acquisition strategy is an extension of China’s food security policy designed to ensure that it can guarantee food self-sufficiency. The purchase of U.S. food, farm and agricultural assets can have substantial effects on the food system. Converting U.S. farms and food enterprises into export platforms for the Chinese market can raise domestic food prices, disadvantage U.S. farmers and accelerate global consolidation in the agriculture sector to the detriment of American farmers, rural communities, and consumers. -

President Trump has raised a number of issues regarding trade with China – including the US’s trade deficit with China and the naming of China as a currency manipulator. But at the heart of the ongoing tariff escalation are China’s policies and practices regarding forced technology transfer, intellectual property theft and non-market distortions. • From a US perspective, a solution to the US–China trade war and quest for technological supremacy should include avoiding self-harming actions (such as decoupling), focusing on America’s competitiveness, finding solutions that allow both the US and China to claim victory or at least save face, working with like-minded partners around the globe and strengthening the international trading system.
