Youth Welfare and Sports Development Department YOUTH WELFARE AND SPORTS DEVELOPMENT DEPARTMENT CITIZEN’S CHARTER 2015 Introduction The main objective of this exercise is to issue Citizen's Charter for the Department to improve the quality of public services. This is done by letting people know the mandate of the concerned Ministry/ Department/ Organisation, how one can get in touch with its officials, what to expect by way of services and how to seek a remedy if something goes wrong. Sports and Youth Welfare Sports is a powerful tool of nation building as well as an effective agent of social change. Sports also has the potential to play a vital role in improving the health and productivity of the nation. Sport is not treated as a luxury but rather an important investment for the present and for the future of the society. Similarly youth are the pillars of strength of any nation. They are the key agents for social change and driving force for socio-economic, political, environmental and technological development in all spheres of life and overall development of Tamil Nadu State. Hence, the State Government takes a lot of efforts to promote Youth Welfare through all the heads of Departments. Mission The mission of the department is to promote Tamil Nadu’s standing as a leading state in the sports arena by creating high quality infrastructure, promoting a sports culture, harnessing talent at the grass root level and nurturing their potential to achieve excellence at both National and International levels. 1 CITIZEN’S CHARTER YOUTH WELFARE AND SPORTS DEVELOPMENT DEPARTMENT Youth Welfare and Sports Development Department comprises of the following entities: (i). Sports Development Authority of Tamil Nadu (ii). National Service Scheme (iii). National Cadet Corps. (iv). Tamil Nadu Physical Education and Sports University. Sports Development Authority of Tamil Nadu The Sports Development Authority of Tamil Nadu (SDAT) was constituted vide G.O.(Ms)No.641, Education (Y1) Department, dated 18.7.1992 by merging the erstwhile Directorate of Sports and Youth Services and Tamil Nadu State Sports Development Corporation. SDAT was established on the pattern similar to Sports Authority of India. The Hon’ble Chief Minister of Tamil Nadu is the President of this Authority. The Sports Development Authority of Tamil Nadu is the official sports organ of the Government of Tamil Nadu. Its role is to promote sports and physical fitness throughout the State, utilizing resources drawn from Government, Sports Associations, sports minded Philanthropists, Institutions and anyone committed to sports and physical fitness. In this endeavour, the Sports Development Authority of Tamil Nadu focuses its attention on providing opportunities for talent identification, developing identified talent to excellence at State, National and International levels, promoting a competition culture throughout the State in order to promote physical fitness, talent identification, competitiveness and brotherhood, establishing sports infrastructure and encouraging the same in the private arena to suit a wide range of requirements – from community level sports meets to that of international competitions, to develop appropriate coaching methods through coaching clinics, workshops, courses in India and abroad so as to ensure that correct techniques are taught at the learning stage and appropriate techniques towards international performances are in line with research based 2 advancements abroad. The SDAT is improving leaps and bounds thanks to the constant guidelines of the Government of Tamil Nadu. AIMS AND OBJECTIVES :- The main objectives of the Sports Development Authority of Tamil Nadu are:- 1. To provide equal opportunities to all citizens in Tamil Nadu for participation in sports; 2. To develop, maintain and optimally utilize high quality sports infrastructure; 3. To encourage, train and support talented sports persons in large numbers; 4. To create a culture of sports by imbibing higher moral and ethical values, spirit of sportsmanship and camaraderie and thereby raise the level of desire to excel among the youth of the State; 5. To channelize sports activities as a vehicle to help the people of the State to achieve at least a minimum level of physical fitness; 6. To recognize talent in sports and reward them for achieving excellence in sports; 7. To recognize special needs of the differently abled and facilitate their participation in sports and games; 8. To make efforts to encourage adventure sports in the State; 9. To ensure autonomy in sports so that the spirit of the Olympic Charter is respected; 10. To take all steps to bring about transparency in the working of the State Sports Associations; 11. To ensure sustainable financial support to all State Sports Associations through the Sports Development Authority of Tamil Nadu so as to maximize regular activity in the field of sports and at the same time encourage these associations to create their own resources to obviate total dependence on the State; 12. To take appropriate steps to encourage involvement of Private and Corporate entities in the development of sports infrastructure, training and conduct of sports competitions leading to broad basing of sports in the State,. 3 13. To promote and develop sports activities and to formulate and implement plans for the promotion of sports and improvement of standards of sports and games in the State of Tamil Nadu. 14. To implement the existing schemes for the promotion of sports and games and for improvement of standards in sports and games in the State; 15. To initiate, undertake, sponsor, stimulate and encourage research and development of sports and games and the related medicines, bio-chemics, psychology and other allied sciences; 16. To plan, develop, construct, acquire, take over, manage, maintain and utilize sports infrastructure, sports facilities and ancillary buildings, playfields, stadium, land, etc. in the State of Tamil Nadu. 17. To plan, develop, construct, acquire, take over, manage, maintain and utilize residential facilities for sportspersons, coaches, officials, etc. whether as part of the stadia separately in this State; 18. To hold, sponsor, organize, manage and arrange, on its own and to offer officials for tournaments, coaching camps, exhibition matches and other sports activities and purposes, and to organize, including but not limited to social and cultural activities in the interest of sports or benefit of sportspersons or otherwise in furtherance of these objects; 19. To establish, run, manage and administer sports and games institutions existing or new, and to perform the activities and functions of such institutions wholly or partially; 20. To constitute or cause to be constituted sports complexes and centres at convenient places in the State of Tamil Nadu to promote sports; 21. To initiate, sponsor and encourage research in sports equipments in this State, including but not limited to the manufacture of standard sports equipments. 22. To provide and give technical and other assistance of sports equipment, sports facilities and expert guidance to organizers and conduct of State, National and International tournaments. 23. To provide for education, training and facilities for imparting advance coaching in various games and sports; 4 Tamil Nadu has been at the forefront in sports and games at the National and International levels in certain individual as well as team events. This has been made possible largely due to the excellent infrastructure, coaching facilities, competitions and incentives provided to the sportspersons by the Government of Tamil Nadu. Vision Our vision is to empower a sustainable sports culture and create world-class sports infrastructure in the State of Tamilnadu. Mission To promote and encourage quality participation and performance by Tamilnadu sportspersons at national and international events through recognition, quality training, support schemes, and world-class infrastructure.
