Order Code RL32691 CRS Report for Congress Received through the CRS Web Ukraine’s Political Crisis and U.S. Policy Issues Updated February 1, 2005 Steven Woehrel Specialist in European Affairs Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress Ukraine’s Political Crisis and U.S. Policy Issues Summary In 2004, many observers believed that Ukraine was at a key period in its transition that could shape its geopolitical orientation for years to come, in part due to presidential elections held on October 31, November 21, and December 26, 2004. In their view, Ukraine could move closer to integration in Euro-Atlantic institutions, real democracy and the rule of law, and a genuine free market economy, or it could move toward a Russian sphere of influence with “managed democracy” and an oligarchic economy. For the past decade, Ukraine’s political scene had been dominated by President Leonid Kuchma and the oligarchic “clans” (regionally based groups of powerful politicians and businessmen) that have supported him. The oligarchs chose Prime Minister Viktor Yanukovych as their candidate to succeed Kuchma as President. The chief opposition candidate, former Prime Minister Viktor Yushchenko, was a pro-reform, pro-Western figure seen by many observers as a man of high personal integrity. International observers criticized the election campaign and the first and second rounds of the election as not free and fair, citing such factors as government-run media bias in favor of Yanukovych, abuse of absentee ballots, barring of opposition representatives from electoral commissions, and inaccurate voter lists. Nevertheless, Yushchenko topped the first round of the vote on October 31 by a razor-thin margin over Yanukovych. -

Mr. Neskoromnyi, a former SBU colonel, allegedly plotted the assassination with currently serving Col. Yuriy Rasiuk of the SBU’s Alpha anti-terrorist unit. The alleged target was 38-year-old Brig. Before 1989, Soviet language policy positioned Russian over Ukrainian as the language of power and as the sole language of higher education. The effectiveness of national policies in post-Soviet Ukraine aimed at affirmative action for the Ukrainian language has been debatable and constrained by geographical factors of language use and language policy. NATIONAL BANK OF UKRAINE ANNUAL REPORT 2005 Dear Sirs, We would like to offer for your attention the Annual Report of the National Bank of Ukraine for 2005 prepared in accordance with the Law of Ukraine "On the National Bank of Ukraine". The major achievements of Ukraine's macroeconomic development in 2005 primarily were the households' real income growth, unemployment decrease, inflation rate lowering and acceleration in the rates of foreign capi- tal attraction to Ukraine. Ukrainian banks essentially increased crediting of the economy, and the individuals' deposits unprecedentedly grew. International reserves of the National Bank of Ukraine almost doubled. The National Bank of Ukraine's monetary policy in 2005 was aimed at sup- porting the hryvnia stability as a monetary prerequisite for the economic growth, at reaching the long-term social, structural and institutional goals. We consider that the publication of the information of the results of the National Bank of Ukraine activity for the reporting year will promote trans- parency of its work and retaining of confidence in the national monetary unit. I would like to assure you that the National Bank of Ukraine will continue the weighed monetary policy directed towards restraining the inflation rate, ensuring the economic recovery and raising the people's welfare. On 1 April 2016 Ukraine had 111 operational banks (compared to 180 on 1 January 2014 and 163 on 1 January 2015), which still seems quite a lot for the current level of Ukraine’s GDP. Is there light at the end of the tunnel for Ukraine’s banks in 2016 and beyond? Ownership Transparency While the fall of Ukrainian banks seems to have reached at its peak in 2015 and continues during the first half of 2016, the NBU could have had very few choices but to adopt aggressive measures aimed at making bank ownership transparent. INTERNATIONAL REPORTS 4 | 2019 Editorial Dear Readers, From football to road construction – corruption has many faces. But the general rule is that the more opaque and unregulated deci- sion-making processes are, the greater the risk of abusing power for self-enrichment. Arbitrary and unclear decisions, whether that be in dispensing justice, granting governmental contracts, or filling public offices, undermine the rule of law and swallow up additional resources. Corruption is a global phenomenon. But a panacea has yet to be found. Instead, various approaches have been tried world- wide. The problem becomes ubiquitous when the central controlling function of the rule of law can no longer be trusted. Judges hold a prominent position in the state structure. Any corruption on their part affects all areas of political life. Worldwide, corrupt judges are not a rarity, as outlined by Franziska Rinke and the authors from the Konrad-Adenauer-Stiftung’s Rule of Law Programmes in their global overview. When searching for effective measures to combat corrupt justice systems, it pays to look beyond regional borders. Corruption can also influence everyday matters that are the basis for development, such as access to electricity, as Anja Berretta illus- trates with the example of Sub-Saharan Africa. More than half of the population has no access to electricity. However, a large part of the funds that could be used to invest in expanding the energy supply system and the general infrastructure, disappear into the pockets of a few. Political upheaval does not necessarily dismantle entrenched structures of corruption. Using the example of Ukraine, Isabel Wei- ninger analyses the interplay between old structures and the reor- ganisation of political power.
