This is due to four intertwined developments: the digitisation of formal science communication; the increasing relevance of profit-making on the part of many academic publishers and other providers of information (in short: ‘economisation’); an increase in the self-observation of science by means of publication, citation and utility-based indicators; and an intensified observation of science by the mass media (‘medialisation’). Previously, these developments have only been dealt with individually in the literature and by science-policy actors. In fact, they not only affect the scientific communication system in the form of simple, individual causal chains but also in the form of long feedback loops and partly intertwined processes. This book documents the materials and results of an interdisciplinary working group (IWG) commissioned by the Berlin-Brandenburg Academy of Sciences and Humanities (BBAW) to analyse the future of scholarly publishing and to develop recommendations on how to respond to the challenges posed by these developments. The IWG served a three-fold purpose: first, the connections between the abovementioned developments were described; second, further relevant research on understanding recent developments was undertaken; and third, recommendations on the design of a future scholarly publication system were formulated. Aside from the analysis of these interactions, the IWG also set out to take diverse framework conditions, standards and perspectives from different scientific fields into consideration, the goal being to formulate recommendations in the name of science as a whole and for science as a whole. Thus, in addition to the factors of influence, the heterogeneity of the publication cultures in different disciplines and fields of research was to be taken into account. In order to become familiar with these conditions and to be able to develop this mass of information into a concise format, interviews with members of the BBAW were conducted. These provided valuable information on the communication habits of different disciplines and fields of research, and revealed significant differences in these habits. Given the limitations of this approach and of the v THE FUTURE OF THE SCHOLARLY PUBLISHING SYSTEM information gained in this process, an online dialogue was conducted which invited all German-speaking scientists and academics to participate in the development of the recommendations. Almost 700 participants responded with great interest and provided the IWG with important information about current problems and challenges in the formal communication system. Moreover, this procedure helped in identifying a normative consensus on what constitutes a good communication system. In addition to the views of the scientists, perspectives of experts from publishing companies and libraries were surveyed in order to gain a multi-layered and more complete picture of the publication landscape. Finally, three expert reports on central issues were commissioned. By means of a multi-level evaluation and decision-making process, the Academy adopts recommendations of working groups so that – in cases of approval – they are published in its name. In spite of efforts to involve scientists early on in the development of recommendations in order to learn about their perspectives, standards and interests, protests emerged during the final process of acceptance. Several Academy members from the humanities called the recommendations unbalanced insofar as the role of digital publication was overly emphasised while that of printed publications was neglected. These arguments were taken into consideration in a revised version. In our opinion, the debates during the course of acceptance indicate one thing in particular: there is a need for further extensive discussion about how to deal with the current challenges in the scientific communication system. This issue will continue to occupy science within and outside the Academy. As per the IWG’s intention, the focus was mainly on the sciences and humanities in Germany. However,

Email: [email protected] Dating from 1665, the scholarly journal has served the research community well for over 300 years. In the past few decades, however, the subscription model it utilises has created a couple of apparently intractable problems—what we will call the affordability and accessibility problems. The affordability problem has its roots in the dramatic growth in research after World War II, a problem made worse by the constant above-inflation increases in the cost of journal subscriptions—which led to what librarians call the “serials crisis” [1]. The situation was further exacerbated by the fact that learned societies struggled to cope with the growing demand from researchers for publication outlets. Spotting a lucrative market opportunity, for-profit companies (led by Robert Maxwell’s Pergamon Press) began to launch new scholarly journals [2], and to invite learned societies to outsource their journals to them, on the promise that by doing so they would be able to generate more money to subsidise their other activities. Further aggravating the problem, it turns out that scholarly publishing does not operate like a classic market. For a number of reasons, no effective mechanisms for restraining prices have emerged [3]. In effect, scholarly publishers are as good as able to charge whatever they want for their journals. Editorial The upshot: Today even the wealthiest universities in the world can no longer afford to subscribe to all the journals their faculty need to do their work effectively [4], and the subscription model is now widely viewed as unsustainable so far as scholarly journal publishing is concerned.

    Duncan Large Nietzsche’s Orientalism Abstract: Edward Said may omit the German tradition from his ground-breaking study of Orientalism (1978), but it is clearly appropriate to describe Nietzsche as Orientalist in outlook. Without ever having left Western Europe, or even having read very widely on the subject, he indulges in a series of undiscriminating stereotypes about “Asia” and “the Orient”, borrowing from a range of contemporary sources. His is an uncom- mon Orientalism, though, for his evaluation of supposedly “Oriental” characteristics is generally positive, and they are used as a means to critique European decadence and degeneration. Because he defines the type “Oriental” reactively in opposition to the “European”, though, it is contradictory. Furthermore, on Nietzsche’s analysis “Europe” itself is less a type or a geographical designation than an agonal process of repeated self-overcoming. He reverses the received evaluation of the Europe-Orient opposition only in turn to deconstruct the opposition itself. Europe first emerged out of Asia in Ancient Greece, Nietzsche claims, and it has remained a precarious achieve- ment ever since, repeatedly liable to “re-orientalisation”. He argues that “Oriental” Christianity has held Europe in its sway for too long, but his preferred antidote is a further instance of European “re-orientalisation”, at the hands of the Jews, whose productive self-difference under a unified will he views as the best model for the “good Europeans” of the future. Two of its prominent images – that of upholding norms or of being idealistic – reinforce that connotation through the concepts of rules and of forms. Incorruptibility is then found in being rigid or absolutely being. I believe there is an undemocratic politics and a stultifying view of moral education in this nest. I would prefer something humane: a trustworthy goodness comfortable in anarchy, disobedience, non-conformity and becoming, stuff of the comedy of life. What happens to what we want out of integrity when we begin with the assumption that the good part of life – and also the moral – involves being in touch with life and with people? Secondly, what happens to the good stuff of life – and the moral – when we avoid being normative or being ideal, that is, when we turn away the very concepts of norms and of ideals? Thirdly, what happens when good people aren’t seen as undeviating or absolute but are seen as in the process of becoming? What is incorruptibility when we reject integrity and prefer humanity?
