NOTICE. The High Commissioner directs it to be notified for general information that His Majesty's Exequatur, empowering Bay liustu Demirel to act as Consul General of Turkey at Jerusalem with jurisdiction in Palestine, received His Majesty's signature on the 4th March, 1946. By His Excellency's Command, 18th June, 1946. J. V. W. SHAW (N/22/31 Vol. II) Chief Secretary.

NOTICE. IT IS HEREBY NOTIFIED for general information that the Property Control Branch of the British element of the Control Commission is willing to investigate enquiries regarding real property in Germany and Austria owned at the outbreak of war by British subjects, British protected persons and Palestinian citizens, and wherever possible to take action to preserve and protect the property, but that it is not yet possible to make arrangements for the settle• ment of claims of any description, whether they are for compensation for loss of, or damage to, property or for the recovery of money owing from persons in Germany and Austria. The investigation of the property will be made, so far as circumstances permit, by specialist officers of the Control Commission, and any information which may become available regard• ing the condition of any relevant property will be forwarded to the Registrar of Enemy Debts in Palestine for transmission to the owner concerned. Owners of property which will be investigated who have already registered it with the Regis• trar of Enemy Debts need not make any application for investigation as the Registrar, of Enemy Debts will notify the Property Control Branch of the British element of the Control Commission of the claim to such property. Owners of property who have not already regis• tered with the Registrar of Enemy Debts their claim to such property may do so with a view to having steps taken as described above. It is regretted that the Property Control Branch cannot undertake to investigate enquiries in respect of property owned by German subjects and confiscated by the German Government prior to, or during, the war under discriminatory legislation, as no decision has yet been reached in regard to the compensation of persons who have been dispossessed of property by persecution or discrimination and on account of the shortage of staff. If and when it becomes possible to make further investigations regarding, or to take steps with a view to the recovery of, property in enemy territories a further notice will be published. Individual inquiries will therefore serve no useful purpose, and it is regretted that they can• not be answered in the future. (F/Cust/53/45)

NOTICE TO SHAREHOLDERS IN BULGARIAN COMPANIES. Palestinian citizens who hold shares in Bulgarian companies are notified that legislation has come into force in Bulgaria which affects the position of all shareholders in companies incor• porated in Bulgaria. By virtue of paragraph 52 of the Law of Amendment and Amplification of Bulgarian Com• mercial Law (published in the State Gazette No. 9 of January 14, 1943) registration of all share• holders in companies incorporated in Bulgaria has become obligatory. Failure on the part of the shareholders to register entails confiscation of the holdings concerned in favour of the State. Registration is to be made by entry in a share book, a specimen copy of which has been published in the State Gazette by the Bulgarian National Bank. The time limit for registration of holdings belonging to persons who were subjects of, or

resident iny countries considered by the Bulgarian Government as enemies at the time of the publication of the.Law, was deferred by a decision of the Bulgarian Council of Ministers (No. 46 of July 6, 1943) until within six months after the war. The Bulgarian Minister of Foreign Affairs and Culture has informed the British Political Representative in Bulgaria that the phrase "after the war" signifies "after the conclusion of peace" and that no confiscatory action has been taken against British shareholders. Such shareholders, however, are now advised that they should take steps through the Bulgarian company concerned to arrange for registration. Attention is also drawn to the provisions of a further decree, dated April 16, 1945 (published in the State Gazette No. 97 of April 27, 1945), which states that previous authorization of the Minister of Finance and the Minister of Commerce and Industry is necessary for foreign sub• jects (or local companies with predominantly foreign capital) before they can acquire possession of, or material rights in, commerce, industry and mining undertakings, or participate in such enterprises, or accmire immovable property: and that shares acquired by such persons can in future be registered in company books only if shareholders produce such authority. (F/Cust/16/41)
