    JNF BLUEPRINT NEGEV: 2009 CAMPAIGN UPDATE In the few years since its launch, great strides have been made in JNF’s Blueprint Negev campaign, an initiative to develop the Negev Desert in a sustainable manner and make it home to the next generation of Israel’s residents. In Be’er Sheva: More than $30 million has already been invested in a city that dates back to the time of Abraham. For years Be’er Sheva was an economically depressed and forgotten city. Enough of a difference has been made to date that private developers have taken notice and begun to invest their own money. New apartment buildings have risen, with terraces facing the riverbed that in the past would have looked away. A slew of single family homes have sprung up, and more are planned. Attracted by the River Walk, the biggest mall in Israel and the first “green” one in the country is Be’er Sheva River Park being built by The Lahav Group, a private enterprise, and will contribute to the city’s communal life and all segments of the population. The old Turkish city is undergoing a renaissance, with gaslights flanking the refurbished cobblestone streets and new restaurants, galleries and stores opening. This year, the municipality of Be’er Sheva is investing millions of dollars to renovate the Old City streets and support weekly cultural events and activities. And the Israeli government just announced nearly $40 million to the River Park over the next seven years. Serious headway has been made on the 1,700-acre Be’er Sheva River Park, a central park and waterfront district that is already transforming the city.

When the first Jewish settlements were established in the Negev region in 1943, before the establishment of the state of Israel, the mukhta>r s were those who mediated between the vulnerable newly-founded settlements and the Arab Bedouin population that lived in the region. They took upon themselves the task of winning the good will of the Bedouin, purchasing lands and resolving disputes over land use and occasional thefts. As in Jewish settlements established in other parts of Mandate Palestine, the mukhta>r s in the Negev were usually Arabic speakers, who had acquired fluency in that language through prior contact with Arabs at work or in mixed Jewish-Arab neighbourhoods or because they were themselves Jews of Middle Eastern background. Over time, the mukhta>r s came to be those who not only interpreted the Bedouin for members of their own settlements, but also advised the leadership of the yishuv and later the state of Israel. From 1943 to the 1960s, the mukhta>r s served a variety of key roles in the Negev: from being peacekeepers in the early 1940s, they became intelligence officers in the yishuv ’s pre-state intelligence service, the Shai, once conflict broke out between Arabs and Jews in Mandate Palestine in 1947.

    קרן קימת לישראל החטיבה לחינוך ולקהילה, המחלקה הפדגוגית Beit Eshel – The War An accessible text in English Four quiet years passed in Beit Eshel, years that were dedicated with love and enthusiasm to the development of a flourishing community at the heart of the desert. But step by step the winds of war began to blow stronger. The discussions of a possible partition plan in the United Nations increased the tension between Jews and Arabs. Stone-throwing at passing vehicles and shootings at the settlement by local Arabs became a daily routine. The first victim was Aharon Muchtar who was murdered by Arabs as he riding in a bus from Gaza to Beer Sheva. This was a clear sign that the situation had reached a point of no return. When the UN resolution passed on November 29th 1947, dividing the land between the Arabs and the Jews, it was not celebrated here with dancing, but rather with deep concern. Beit Eshel began preparations for the coming war. A platoon of Palmach fighters, the elite unit of the pre-State Hagana army, was sent as reinforcement to the settlement. They received the responsibility for the security of the community. Together with its members, they began the work of fortifying it. The road to the north was blockaded by the local Arabs. That made passage through Beer Sheva impossible. The commander of the British police in Beer Sheva tried to convince the settlers to evacuate, but they refused. Only when bullets penetrated the walls of the children’s house, was the decision made to evacuate mothers and children with the assistance of the British army.

It was here, in 1943, on land owned by the Jewish National Fund, that this very unique settlement developed. Beit Eshel is an amazing but short-term success story of settlement and agriculture. The community was abandoned after the War of Independence in 1948, officially ending after 5 and 1/2 years of prosperity. In the early years of the renewal of the Zionist enterprise, most of the Jewish settlements were concentrated in the center and north of the country. At the same time, in the south and the Negev desert, huge areas were almost completely empty of development or population. It was clear to the leaders that there was a need to gain control over this land. But was it even possible to maintain normal life in such a deserted and difficult place? The task of studying this challenging question was given to the JNF – the Jewish National Fund. Lands purchased in the Negev were transferred to the JNF to take the responsibility for settling, taking care of and protecting them. Under the leadership of Yosef Veitz, the JNF decided to establish 3 agricultural research stations in the Negev on land purchased from the local Bedouin. These were Gvulot, Revivim and Beit Eshel. They were remote communities with the mission to conduct agricultural experiments and to learn how to cope with the climate, the land and the water resources in the region. The moshavim, or cooperative farm movement, received the responsibility for Beit Eshel and transferred it to the HaYogev group.

AND PALESTINE THE UNITED NATIONS AND THE PALESTINE QUESTION (PP. 35-76) SUMMARY OF ISRAEL’S INDEPENDENCE WAR AND INITIAL LAWS AND REGULATIONS It is not clear just what the Mandatory Power had in mind when it referred the Palestine issue to the United Nations at the beginning of 1947. What was clear was that British policy in Palestine had reached a dead end. The continuation of the White Paper restrictions by a Labor Government had led to a bitter struggle on the spot and a wave of criticism abroad. An attempt to get American backing, through the Anglo-American Committee of Enquiry and the Morrison-Grady plan, had failed, and another abortive St. James Conference had served only to demonstrate that there was no formula which could reconcile Jewish needs, Arab claims and British interests. It was at this point that Britain decided to turn to the United Nations, but public statements by Mr. Bevin, the Foreign Secretary, and Mr. Creech-Jones, the Colonial Secretary, indicated that she was not surrendering the Mandate, merely asking for advice. The inference generally drawn was that the Government hoped for an invitation to continue British rule on British terms: a new Mandate shorn of the Balfour Declaration. If such an expectation existed, it was doomed to disappointment. This independence of outlook, particularly among the smaller member-states with no direct interest in the matter, began to emerge at the Special Session which was convened at Lake Success in April, 1947, and adopted an Australian resolution to set up a commission of eleven smaller “neutrals”: two Western European, two Eastern European, three Latin American, two Asiatic, and two British Dominions.
