The “Department of Elections” was established on 01st of October 1955 amalgamating the Department of Parliamentary Elections and the Department of Local Government Elections. -

30 APR 2001 Umno-Rangkuman GANDINGAN MUKA LAMA, MUKA BARU KETUAI UMNO BAHAGIAN KUALA LUMPUR, 30 April (Bernama) -- Persidangan perwakilan Umno bahagian yang berlangsung sepanjang bulan ini menyaksikan Perdana Menteri Datuk Seri Dr Mahathir Mohamad dan Timbalan Perdana Menteri Datuk Seri Abdullah Ahmad Badawi masing-masing mengekalkan jawatan ketua bahagian Umno Kubang Pasu dan Kepala Batas. Di KEDAH, Dr Mahathir yang menerajui Umno Kubang Pasu sejak 1974, ialah antara 11 daripada 15 ketua bahagian yang mengekalkan jawatan itu, enam daripadanya tanpa bertanding. Kemenangan tanpa bertanding jawatan ketua bahagian turut menjadi milik Penasihat Agama Perdana Menteri Datuk Paduka Abdul Hamid Othman (Sik), Setiausaha Politik Tun Daim Zainuddin, Datuk Arzmi Abdul Hamid (Merbok) dan Menteri Kebudayaan, Kesenian dan Pelancongan Datuk Abdul Kadir Sheikh Fadzir (Kulim/Bandar Baharu). Selain Menteri Besar Datuk Seri Syed Razak Syed Zain yang menang tanpa bertanding di Kuala Kedah, tiga lagi muka baru wujud setelah bekas timbalan ketua bahagian merebut jawatan ketua dengan menyingkirkan "boss" masing-masing. Mereka ialah anggota exco kerajaan negeri Datuk Zainol Mohamed Isa yang menewaskan bekas menteri di Jabatan Perdana Menteri Datuk Raja Ariffin Raja Sulaiman di Baling; bekas anggota exco Abdul Rahman Ariffin menumpaskan Datuk Hanafi Ramli di Jerlun dan bekas anggota exco Datuk Ghazali Ibrahim menyingkirkan bekas timbalan menteri kewangan Datuk Dr Afiffuddin Omar di Padang Terap. Di bahagian Padang Terap, Jawatankuasa Pemilihan Umno Kedah memutuskan untuk menggantung aktiviti jawatankuasa baru yang dipilih, berikutan terdapat aduan mengenai kertas undi melebihi jumlah perwakilan yang diumumkan oleh pengerusi tetap semasa mesyuarat. Kes itu telah dirujuk kepada Majlis Tertinggi Umno. Pemilihan di Kedah juga menyaksikan Ketua Pemuda Umno Kulim/Bandar Baharu Azimi Daim yang juga anggota Majlis Tertinggi Umno, gagal mengisi jawatan timbalan ketua bahagian itu apabila tewas kepada penyandangnya, Abdul Halim Abdul Rahman. -

South Asia Democratic Forum Conference “National Reconciliation in Sri Lanka” European Parliament, Brussels Room ASP A1H1 15 May 2018, 16:00 SADF is organising, in cooperation with the ‘European Friends of Sri Lanka’, a conference on the reconciliation process in Sri Lanka. After the end of a decades-long violent conflict, the Sri Lankan government has been faced with the task to reintegrate tens of thousands of refugees and Internally Displaced Persons (IDPs). At the occasion of his visit in Brussels, the Hon. Minister of Prisons, Rehabilitation and Resettlement, D. M. Swaminathan M.P., accepted our invitation to be the keynote speaker on the national reconciliation process in the post conflict context. He will speak on the latest developments in reconciliation, such as the impact of the government’s permanent housing programme for conflict affected families and other projects which are directed to facilitating resettlement and reintegration of ex-combatants, refugees and IDPs. This conference is designed as a follow up of SADF’s 2015 “Post Electoral Briefing” with His Excellency Mr Rodney Perera, Ambassador of Sri Lanka to the EU, and our 2016 event on women’s role in the peace and reconciliation process with the keynote speech being offered by Hon. Madam President Chandrika Bandaranaike Kumaratunga. This year’s conference will include the participations of Ms Caroline Vinot, Head of the EEAS South Asia Division, Ms Régine Vandriessche, Director Asia-Pacific at the Belgian Foreign Ministry, Dr Christian Wagner, Senior Fellow at the Stiftung für Wissenschaft und Politik (SWP), Berlin, Germany, as well as Mr Brian Toll, Researcher on Europe-Asia relations. -

Reforming Sri Lankan Presidentialism: Provenance, Problems and Prospects Edited by Asanga Welikala Volume 2 18 Failure of Quasi-Gaullist Presidentialism in Sri Lanka Suri Ratnapala Constitutional Choices Sri Lanka’s Constitution combines a presidential system selectively borrowed from the Gaullist Constitution of France with a system of proportional representation in Parliament. The scheme of proportional representation replaced the ‘first past the post’ elections of the independence constitution and of the first republican constitution of 1972. It is strongly favoured by minority parties and several minor parties that owe their very existence to proportional representation. The elective executive presidency, at least initially, enjoyed substantial minority support as the president is directly elected by a national electorate, making it hard for a candidate to win without minority support. (Sri Lanka’s ethnic minorities constitute about 25 per cent of the population.) However, there is a growing national consensus that the quasi-Gaullist experiment has failed. All major political parties have called for its replacement while in opposition although in government, they are invariably seduced to silence by the fruits of office. Assuming that there is political will and ability to change the system, what alternative model should the nation embrace? Constitutions of nations in the modern era tend fall into four categories. 1.! Various forms of authoritarian government. These include absolute monarchies (emirates and sultanates of the Islamic world), personal dictatorships, oligarchies, theocracies (Iran) and single party rule (remaining real or nominal communist states). 2.! Parliamentary government based on the Westminster system with a largely ceremonial constitutional monarch or president. Most Western European countries, India, Japan, Israel and many former British colonies have this model with local variations. -

Case Study Women in Politics: Reflections from Malaysia Wan Azizah Women constitute half of humanity, and it follows that any decision-making, whether at the personal, family, societal or public levels, should be mindful of and involve the participation of women in the making of those decisions. Women’s political, social and economic rights are an integral and inseparable part of their human rights. Democracy is an inclusive process, and therefore in a functioning democracy, the points of view of different interest groups must be taken into account in formulating any decision. The interest and opinions of men, women and minorities must be part of that decision-making process. Yet far from being included in the decision-making process, women find themselves under-represented in political institutions. Numerous challenges confront women entering politics. Among them are lack of party support, family support and the "masculine model" of political life. Many feel that Malaysian society is still male dominated, and men are threatened by the idea of women holding senior posts. In the political sphere this is compounded by the high premium placed on political power. This makes some men even less willing to share power with women. -

(2020) 32 SAcLJ 458 THE COURTS AND THE ENFORCEMENT OF HUMAN RIGHTS This article examines how the Malaysian courts have dealt with substantive human rights issues in the cases that have come before them, focusing particularly on the last ten years. It highlights cases where the courts demonstrated greater willingness to review executive action and parliamentary legislation and test them against constitutional provisions that protect fundamental liberties such as the right to life, and freedom of expression, association and assembly. It also looks at cases which have taken a less flexible approach on these issues. The article also touches on the issues of access to justice, locus standi and justiciability of cases involving human rights issues before the Malaysian courts. 4/14/2021 Supply Bill 2021 tabled for second reading in Dewan Negara Bahasa Malaysia PRESS CITATIONS Supply Bill 2021 tabled for second reading in Dewan Negara P R E S S C I TAT I O N S | 1 6 D E C E M B E R 2 0 2 0 KUALA LUMPUR, Dec 16 – The Supply Bill 2021 was tabled for second reading in the Dewan Negara today by Finance Minister Tengku Datuk Seri Zafrul Abdul Aziz with the amendments approved in the Dewan Rakyat yesterday afternoon. Tengku Zafrul said the amendments involves Clause 2 in the Bahasa Malaysia text and the English text of the Supply Bill 2021 from the figures RM164,151,656,800 to RM164,106,656,800. "I would also like to inform that the Schedule to the Supply Bill 2021 is amended under the 'amount' column for ‘Maksud B.47’ by substituting the figures 1,242,464,900 with 1,197,464,900, and on its total by replacing the figures 164,151,656,800 with 164,106,656,800," he told the Dewan Negara. Tengku Zafrul said the amendments arise from the reduction of the amount allocated for ‘Maksud B. 47’ specified in the Schedule to the Bill. This is to reduce RM45 million from the amount allocated under “Kepala Bekalan B. 47” under item 050100 -- Expansion of the Special Affairs Department (JASA), Ministry of Communications and Multimedia. "In the spirit of parliamentary democracy, as well as considering the views received from people from various walks of life, several other amendments have also been agreed upon and today I will detail them once again to the honourable members in this Senate," he said.
