INTRODUCTION Haridwar is an ancient city of district Haridwar of Uttarakhand. The River Ganga, after flowing for 253 kilometres from its source at Gaumukh at the edge of the Gangotri Glacier, enters the Indo- Gangetic Plains of North India. Haridwar is an important Hindu pilgrimage centre where the River Ganges exits the Himalayan foothills. Several sacred ghats have been made for holy dip in river water. Bhimgoda barrage on the river Ganges at Haridwar diverts the waters of the Ganges to the Upper Ganges Canal, which irrigated the indo-gangetic plain of north India. Diversion of water of river Ganga through upper and lower Ganga canals leaves virtually very little water or no flow in the main river Ganga. The absence of adequate flow the unabated discharge of treated sewage, even with 100 percentage treatment, and BOD level of 30 mg/L, cannot bring the river water quality to bathing level in lean season flow. To achieve the goal of river water quality minimum flow is required to be maintained throughout the year to support the ecosystem in general and all forms of aquatic fauna in particular and ultimately maintain the wholesomeness of river Ganga. According to the census 2011, Haridwar has a population of 310562. Situated on the right bank of holy river Ganga and developed linearly along this river, the expansion of the city was restricted in west direction by the Rajaji National Park. 2. WATER QUALITY GOALS: Water is one of the most important components for survival of any kind of living organism. Accessibility and availability of fresh water is a major problem as 80% rivers are getting polluted. There are many rivers in India, but River Ganga is one of the holiest river. Due to its religious importance million of people in India take holy dips in river Ganga especially on some auspicious occasions because it is believed that a holy dip in the same purges away all the sins. Therefore, maintaining water quality of river Ganga is a matter of paramount importance at least for bathing purposes i.e. Class-“B”, throughout the State. Municipal drains are main cause of concern and as such industrial wastewater does not flow directly into river Ganga at Haridwar. 22 drains have been identified in order to check pollution level in river Ganga and diverted to STPs. However, it is imperative to maintain the river Ganga for bathing purposes at all places. Basis of Proposed Action Plan for rejuvenation of river Ganga (Haridwar to Sultanpur): Municipal drains are major cause of concern at Haridwar. Tapping of drains and establishment of STPs have started with Ganga Action Plan. However, up-gradation and augmentation of sewerage network is being undertaken which would certainly improve water quality of river Ganga. Therefore, focus has been made on interception and diversion of drains leading to river Ganga at Haridwar and augmentation treatment capacity across the city. 3. The proposed action plan for rejuvenation of river Ganga (between Haridwar to Sultanpur) consisting following components: 3.1 Source Control: Source control includes industrial pollution control and treatment and disposal of domestic sewage as detailed below: (a) Industrial Pollution control: Followings are action points for industrial pollution control i. Inventorisation of industries: Wastewater of industries located in Old Industrial Area may discharge into river Ganga through drains. Though industries have provided required treatment system, however, regular surveillance is essential. List of industries located in Old Industrial Area, Haridwar is enclosed at Annexure-1.; ii. Categories of industry and effluent quality; iii. Treatment of effluents, compliance with standards and mode of disposal of effluents; and iv. Regulatory regime including “Charter for Prevention and Control of Pollution on Pulp and Paper Industries- 2015”. v. Action plan for stringent discharge Norms for pulp & paper industries as water for dilution is not available in the river. (b) Channelization, treatment, utilization and disposal of treated domestic sewage (i) 22- major drains are identified by Uttarakhand PeyJal Nigam, which were carrying wastewater to river Ganga along the Haridwar city. (iii) 14 MLD STP at Sarai, Jwalapur is under consideration under Namami Ganga Programme by PeyJal Nigam. (iv) Presently 27 MLD; 18 MLD and 18 MLD capacities STP are operating with efficiently and meeting with discharge norms. (v) After completion of all under construction STPs, total sewage treatment capacity of Haridwar would be 127 MLD. (vi) Interception and diversion of drains to STP through diversion network is under construction. Followings are action points for Channelization, treatment, utilization and disposal of treated domestic sewage i. Utilization of treated water from STP would be used in irrigation. 10 Km canal having carrying capacity of 90 MLD to irrigate 616 hectare land is under construction. It is expected to be completed by March, 2019. ii. Treatment and disposal of septage and controlling open defecation. (c) Solid Waste Management: (i) 218.056 MTPD solid waste is generated from the city. (ii) Integrated solid waste disposal and treatment facility is operational at Sarai, Jwalapur. (iii) Cleaning of solid waste from drains is being carried out through wire mess. Municipal authority is responsible for cleaning of wire mess. Followings are action points for Solid Waste Management: i. Collection, segregation, transportation, disposal and treatment of municipal solid wastes generated from town in accordance of provisions of the Solid Waste Management Rules, 2016. ii. MSW collection network should be extended to 40 wards and commercial places and public places including bathing ghats. iii. Efficient operation of MSW processing plant. iv. Restriction illegal disposal of solid waste along the river bank, drains and flood plain zones. v. Burning of solid waste should be strictly prohibited. vi.
