ANNUAL REPORT 1968 , NEW HAMPSHIRE A TRIBUTE TO BOWDOIN PLUMER

A man's wisdom cannot be measured, but the effects of his wisdom can. Wisdom was Bowdoin Plumer's greatest asset. As early as 1929, the people of Bristol recognized Bowdoin Plumer as a man devoted to the betterment of his community. Confidence in Bowdoin Plumer was continually demonstrated by the voters for they kept entrusting him with

different town offices for the remainder of his life.

As local needs became more involved and complex, Bowdoin Plumer simply stepped forward and went forth accruing those necessary years needed as a Representative to the General Court to make himself more effective in serving the town he loved so well. Bowdoin Plumer was always known to have Bristol's growth, prosperity and well being foremost in his mind.

There was no single act or accomplishment necessarily credited to Bowdoin Plumer, but his thinking was deemed almost indispensable on town matters. The town of Bristol has truly derived much from this extraordinary citizen.

The memory of Bowdoin Plumer will remain for many years to come.

TOWN WARRANT

The State of New Hampshire

To the Inhabitants of the Town of Bristol in the County of Grafton in said State, qualified to vote in Toivn Affairs: You are hereby notified to meet at the Town Hall in said Bristol on Tuesday, the eleventh day of March, next at ten of the clock in the forenoon, to act upon the following subjects

1. To choose all necessary Town Officers for the year ensuing.

2. To see if the Town will vote to raise and appropri- ate the sum of $3,500 to finance the Bristol Sesqui-Centennial

Celebration ; such funds to be turned over to a Sesqui-Cen- tennial Committee to be appointed by the Board of Select- men provided, however, that any excess of revenue over ; expense be returned to the Town. (Submitted by petition and without recommendation by Budget Committee.)

3. To see if the Town will vote to raise and appropri- ate the sum of $2,250 for the Town of Bristol's share of cleaning and painting Central St. Bridge. (Submitted with- out recommendation by Budget Committee.)

4. To see what sum of money the Town will vote to raise and appropriate for the Police radio. (Submitted with- out recommendation by Budget Comm.)

5. To see if the Town will vote to raise and appropri- ate the sum of $1,400 for the Newfound Area Nursing As- sociation. (Recommended by Budget Comm.)

6. To see if the Town will vote to raise and appropri- ate the sum of $1,060 for support of the work of the Lakes Region Mental Health Center. (Submitted by petition and without recommendation of Budget Committee.) : :

7. To see if the Town will vote to accept the budget as submitted by the Budget Committee and raise and ap- propriate the sums set forth therein to be raised by taxation.

8. To see if the Town will vote to authorize the Select- men to establish a Building Permit Ordinance as follows

"A Building Permit will be required for any new con- struction or improvements, additions or alterations in excess of $100. Permits will be issued for $1.00 upon

application to the Selectmen ; such permits to serve for assessing purposes only. Violation of this ordinance shall be punishable upon conviction by a fine not ex- ceeding $10.00 for each day of violation.

9. To see if the Town will vote to accept a parcel of land from the State of New Hampshire, located at the south- erly shore of Newfound Lake.

10. To see if the Town will vote the following: (By petition)

(1) To extend automobile parking privileges at the Town Lot on Newfound Lake to the residents, taxpayers and guests of the Towns of Alexandria, Bridgewater, and New Hampton.

i 2) To issue season Town Lot parking permits to the above at $5.00 per automobile.

11. To see if the Town will vote to adopt the following by-law

"Hereafter all revenues received from the sale of Beach parking permits and beach fines imposed for parking violations at the Town Beach will be returned to the Town Treasury. Expenses for maintenance and im- provement of said beach will be used from these ac- cumulated revenues." 8

12. To see if the Town will vote to use the accumu- lated interest of the Proctor Capital Reserve Fund for im- provements at the Town Beach. (Recommended by Budget Committee.)

13. To see if the Town will vote to authorize the

Selectmen to sell tax acquired property.

14. To see if the Town will vote to authorize the Selectmen to borrow money in anticipation of taxes.

15. To transact any other business that may legally come before said meeting.

REPORT OF BRISTOL FIRE DEPARTMENT

The Bristol Fire Department wishes to take this op- portunity to summarize the fires and their activities of this past year.

The Department responded to twenty-eight calls from

Dec. 1, 1967, to Nov. 30, 1968. There were five structural fires, six chimney fires, three flooded burners, four Mutual

Aid calls, nine miscellaneous fire calls and one false alarm. Mutual Aid was summoned twice and each time five tank trucks responded from surrounding towns.

A "dry hydrant" was installed during the past year on the west shore of Newfound Lake, this being the upper end of the Town Lot. Another dry hydrant will be installed this coming year on the East Shore of Newfound Lake. These are especially beneficial in obtaining water from the lake, especially in the winter time.

A voluntary training program was initiated and con- ducted by Captain Kenneth Brown. These classes are held each Tuesday evening and cover different phases of fire fighting, use and care of fire fighting equipment and hose layouts for different sections of the town. To date, results of these classes have been most gratifying, not only in the attendance at classes but in buildings and equipment saved because of the knowledge gained.

The Library is open Monday, Wednesday and Saturday

from 1 to 5 and 6 to 9.

Circulation has fallen for the second year in a row.

This is due in part to the development of the libraries in both Elementary and High School. The use of books by students in the library continues at a high level however.

We are now faced with the purchase of a new ency- clopedia. Not only have two volumes been stolen from the Library but also the need to keep our reference material up to date makes this move imperative. With this in mind we have asked for a $300 appropriation for books. Once again our reference collection has been aided by a $100.00 grant from the State of N. H.

We are pleased to report that our Library is now a member of the Central group of libraries under the State organization and accordingly book selection meetings, trus- 53 tee meetings, etc., are in the Concord and Laconia area rath- er than in Littleton or Colebrook.

The Trustees and all those associated with the Library- have special cause for missing our late fellow trustee, Bowdoin Plumer. He was always available with his special experience and background to help the Library in any way possible.

Our long time chairman and prime mover, Hervey P. Lawless, has retired from the Trustees. His years of de- voted work on behalf of the Library was outstanding. His energy, knowledge and help will be greatly missed.

Our Librarian, Mrs. Doran, and her assistant, Mrs. Dickinson, are deserving of our special thanks for their faithful service.

REPORT OF FOREST FIRE WARDEN AND DISTRICT CHIEF

New Hampshire is the fastest growing state in the north-

east in terms of population increase. It is also an industrial-

ized state and this growth is likely to continue, all of which means more families and homes. Our growing summer

population is scattered throughout the state with a phenome- nal increase in vacation homes.

Many new homes and practically all cottages are being located in woodlands and abandoned fields and forests crowd into the back yards of our village streets. In a state where the forests cover 86% of the land surface, it is necessary that everyone be aware all through the season, which comes with the disappearance of the snow until the snow comes again, of the need to be careful with outdoor fires and fire sources.

The following action will help

1. To teach our children the danger of lighted matches.

2. To never discard lighted smoking material from a car or while walking through fields or woods.

3. To safely dispose of rubbish preferably at the town dump. If you must burn

a. You need a written permit from the town fire war-

den for all debris burning except when the ground is covered with snow. Cooking fires in outdoor fire- places or in charcoal brasiers in your own back yard

is permitted on notification of the warden.

b. The warden is forbidden by regulation to allow burning of household rubbish on grass by household- ers between 9 :00 A.M. and 5 :00 P.M.

c. Have equipment on hand to control the fire before you light the match. :

4. Promptly report any fire out of control to your fire warden or fire department.

Help to keep our town out of the fire occurrence column and save our tax dollars for useful purposes.
