That the appropriation of $50 000 provided in the river oinuedf engineers and harbor Act approved June twenty- th, nineteen hundred and coVol. ss, p. ssa. ten, to pay the salaries and expenses of the board of engineers appointed under authority of said Act to consider and report upon the feasibility of a waterway from Lockport, Illinois, to the mouth of the Illinois River, and related matters, is hereby made available for paying the salaries and expenses of said board, including all necessary clerical and other personal services, from November first, nineteen hundred and ten, until the duties of said board shall have been completed and final report submitted to Congress .
