Five cities (“Applicant Cities”) applied to become Candidate Cities to host these Games and submitted their Application Files to the IOC by the deadline of 14 March 2014. In the order of drawing of lots carried out by the International Olympic Committee (IOC) Executive Board on 10 December 2013, these cities were: Krakow (POL) Oslo (NOR) Almaty (KAZ) Lviv (UKR) Beijing (CHN) At the time of presenting this Report to the IOC Executive Board, three Applicant Cities remain in contention to host the 2022 Olympic Winter Games: Oslo, Almaty and Beijing. This report is the analysis of their Olympic projects. Krakow and Lviv took the decision not to continue their applications.     FOR IMMEDIATE RELEASE 2017 Winter Universiade: Gosling, Hinse to serve as captains for Canadian hockey teams January 26, 2017 ALMATY, Kazakhstan (U SPORTS) – U SPORTS national champion Katelyn Gosling and forward Olivier Hinse of the Concordia Stingers have been selected as the respective captains of the Canadian women’s and men’s hockey teams that will compete in the 2017 Winter Universiade in Almaty, Kazakhstan. The hockey tournaments of the 28th biennial Games will begin on January 28. Gold medal games are set on Feb. 6 for the women’s tournament and February 8 for men’s in advance of the Universiade’s Closing Ceremonies on the same day. The women’s ice hockey team secured the silver medal at the Granada 2015 Games, their first championship loss since the discipline’s inception in 2009, while the men seek to add their fifth gold medal after claiming bronze in the previous Games. Canada opens the women’s competition Saturday at 4:30 p.m. local (5:30 a.m. EST) against China while the men begin on Monday at 7:30 p.m. local (6:30 a.m. EST) against USA. Gosling, now graduated from Western University where she led the Western Mustangs to the U SPORTS national championship in 2015, is looking to improve on her previous silver medal in the Winter Universiade in Granada. Now a member of the Calgary Inferno of the Canadian Women’s Hockey League (CWHL), Gosling was named a U SPORTS First-Team All-Canadian in 2013 and Second Team All-Canadian in 2015.

    Canadian teams open Universiade curling competition Monday in Almaty Jan 26, 2017 Canada’s reigning Canadian university curling champions will take aim at gold next week when the 2017 Winter Universiade curling competition gets underway Monday at the Almaty Arena in Almaty, Kazakhstan. Two-time World Junior Women’s Champion Kelsey Rocque will skip the Canadian women’s team from the University of Alberta in Edmonton, while Aaron Squires will be at the helm of the Canadian men’s team from the Wilfrid Laurier University Golden Hawks in Waterloo, Ont. Those teams won the right to represent Canada at the Winter Universiade by winning the gold medals at the 2016 CIS-Curling Canada Canadian University Curling Championships last March in Kelowna, B.C. Team Rocque (vice-skip Danielle Schmiemann, second Taylor McDonald, lead Taylore Theroux and coach Garry Coderre) will get things going in the 10-team women’s round robin on Monday at 9 a.m. local time (10 p.m. EST Sunday night) against China. Rocque won gold at the 2014 and 2015 World Juniors with different lineups; McDonald was a member of the 2014 team while Schmiemann won gold with Rocque a year later. Squires’ men’s team — the team is rounded out by vice-skip Richard Krell, second Spencer Nuttall, lead Fraser Reid and coach Jim Waite — will play the host country team from Kazakhstan in its opening game in the 10-team men’s competition on Monday at 2 p.m. local time (3 a.m. EST). At this point, only Canada’s team lineups are public knowledge; countries aren’t required to submit their official lineups until the team meeting on Saturday.

    Local Government and Economic Development in Kazakhstan by Madina Junussova A thesis submitted to the Faculty of Graduate and Postdoctoral Affairs in partial fulfillment of the requirements for the degree of Doctor of Philosophy in Public Policy Carleton University Ottawa, Ontario © 2017 Madina Junussova ABSTRACT The main objective of this dissertation is to understand the role of local government in economic development, with a focus on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development by the Regional Development Program 2020. The dissertation presents three studies based on qualitative assessment of locally obtained evidence and locally produced data. The first essay examines administrative decentralization and studies how the Almaty city and Almaty region governments failed to use delegated urban planning for the management of urban development. The second essay challenges the fiscal system by exploring how the Almaty and Astana governments struggled to use national transfers provided for the implementation of national projects. The third essay focuses on political decentralization reforms and assesses the capabilities of elected representatives from Almaty, Astana, Shymkent and Aktobe city governments in managing urban transport based on public needs. Together, these three case studies provide a broader picture for understanding the productivity of the implemented administrative, fiscal and political reforms. It argues that the absence of a functioning decentralization strategy is leading to unexpected development outcomes and a lowering of public trust in local and national governments. The main contribution of the three studies is that they allow identification of key institutional weaknesses and obstacles faced by local governments in the management of local development in Kazakhstan.

On behalf of the Health Care Team, congratulations and welcome to Team Canada as we prepare for the 2017 Winter Universiade. This 11-day winter sport event is scheduled to take place in Almaty, Kazakhstan from January 29th to February 8th, 2017. The Universiade is a multi- sport event that takes place every two years in various cities all over the world. It is one of the largest sporting events worldwide, second only in size to the Olympic Games. Dr. Lee Schofield (University of Toronto), the Chief Medical Officer (CMO), and Jason White (Toronto), the Chief Therapist (CT) will be managing the health care services for the Canadian delegation. Our core medical team includes physician Dr. Erika Persson (University of Alberta), athletic therapist Connie Klassen (Camosun College, Victoria), and physiotherapist Geneviève Renaud (Ottawa). Both men’s and women’s hockey will also be bringing dedicated therapists assigned to their teams. Our health care team is very excited to support the Canadian delegation and our athletes, and brings a variety of experience and skill to the group. Our Health Care Team is responsible for providing medical care limited to “advanced first aid” to all accredited Canadian team members, as well as facilitating the provision of care with local medical services when required.     2017 Winter Universiade: Cross country skiing team announced August 24, 2016 TORONTO (CIS) – Canadian Interuniversity Sport, in conjuction with Cross Country Canada, announced Wednesday the 12 student-athletes and four staff members who will represent Canada in cross country skiing at the 2017 Winter Universiade, set for January 29 to Feb 8 in Almaty, Kazakhstan. Nipissing’s Jordan Cascagnette (Penetanguishene, Ont.) returns from the 2013 squad, alongside Lakers teammate Shelby Dickey (Collingwood, Ont.) and Lakehead’s Gavin Shields – a member of the Thunderwolves’ Canadian College and University Nordic Skiing championship team last season. The team also features six Laval skiiers, including William Dumas (Gatineau, Que.), Gabrielle Lemire (Quebec City, Que.), Alexis Morin (Victoriaville, Que.) Christel Pichard- Jolicoeur (Saint-Ferréol-les-Neiges, Que.), Andree-Anne Theberge (Levis, Que.) and Conor Thompson (Montreal, Que.), as well as Carleton’s Carrington Pomeroy (Chelsea, Que.), Calgary’s Emma Camicioli (Edmonton, Alta.) and Western’s Kyla Vanderzwet (Port Elgin, Ont.). The team staff is proven with FISU and multi-sport Games experience, headed by team leader Katja Mathys, and Nipissing’s Toivo Koivukoski, who will serve as head coach. Assistant coach Mary Waddell and technician Kirk Potter, round out the staff. Mathys was the manager of Team Ontario at the 2015 Canada Winter Games, while Koivukoski, Waddell and Potter were all on staff at the 2013 Universiade. Waddell, a former nordic skiing head coach at Laurentian University, will attend her sixth consecutive FISU Games in Almaty.
