By Derek Chollet and James Goldgeier. 412 pp. PublicAffairs. $27.95. Bill Clinton desperately wanted a pithy slogan to encapsulate his foreign policy. But nothing worked. “Post cold-war era” was uninspiring. “Democratic enlargement” sounded like an unwelcome medical condition. “Age of hope” was too like the title of a New Age album. “We can litanize and analyze all we want, but until people can say it in a phrase, we’re sunk,” he snapped at his advisers in the fall of 1994. The president never succeeded. “Containment” of the Soviet Union described policy through the cold war, helping to make a mortal threat seem manageable. For the past seven years, “war on terror” has made a manageable threat seem mortal. The years between the fall of the Berlin Wall and 9/11 remain nameless. In “America Between the Wars,” Derek Chollet and James Goldgeier argue that anonymity doesn’t equal irrelevance. The 12-year period may now look like a patternless jumble — Iraq, Sudan, Haiti, Nafta, Rwanda, Seattle, Kosovo — but we can learn much from it. “The challenges confronting America,” the authors write, “did not start on 9/11. They began when the cold war ended a decade earlier.” This statement isn’t technically accurate. Islamic terrorists, for example, blew up buildings before 1989. But the general point is a good one. For example, George W. Bush’s unilateralism is clearly rooted in a 1992 policy paper written by the staff of Dick Cheney, who was secretary of defense at the time. More interestingly, Madeleine Albright may have encouraged its growth with her invocations of the “indispensable nation.” Russia’s current antipathy toward the United States surely derives partly from the decision to expand NATO well east of the old Iron Curtain. America’s military presence in Saudi Arabia after Operation Desert Storm inspired Osama bin Laden’s first fatwa. Both authors served in the Clinton administration State Department, but they also show a faint nostalgia for the first Bush presidency. George H. W. Bush didn’t seek undeserved credit when the Berlin Wall came down, and he genuinely tried to build international consensus. He even tried (unsuccessfully) to persuade Cuba to support the first Iraq war. The current president may haunt his father’s legacy. But if the elder Bush could run again against Bill Clinton — busy much of this year dismantling his own reputation — it’s not clear whom the authors would vote for. The book’s flaw is its familiarity. There are no surprising heroes or villains; there are few surprising stories or scenes. Though Chollet and Goldgeier have conducted valuable interviews with many of the key players, little will feel new to people who read the newspapers carefully during the 1990s. To take one example, while describing the Asian financial meltdown of the mid-1990s, they write, 3 Infoteca’s E-Journal No. 33 August 2008 Sistema de Infotecas Centrales Universidad Autónoma de Coahuila “Whether the critics were correct” that Treasury Secretary Robert Rubin and his colleagues “had caused the economic disaster, or whether Time was right that they had saved the world, there was no denying that these unelected American officials were shaping the globalization debate.” That’s true, but we knew so then. And after 10 pages of lucid discussion and description, we don’t know whether Chollet and Goldgeier think Rubin saved the world or set it up for future ruin — a question with profound implications for today and tomorrow. Straight history like this is valuable, particularly for an oft-neglected era. But as hinted at by the ambiguous title, the book doesn’t fulfill its promise of reinterpretation. “America Between the Wars,” after all, could describe any peaceful era since independence. At the end, Chollet and Goldgeier seem to be in the same place as President Clinton in 1994. Yes, a lot happened in this era. But no one is exactly sure what it meant — or what it should be called. This began with point-to-point communication between mainframe computers and terminals, expanded to point-to-point connections between computers and then early research into packet switching. Packet switched networks such as ARPANET, Mark I at NPL in the UK, CYCLADES, Merit Network, Tymnet, and Telenet, were developed in the late 1960s and early 1970s using a variety of protocols. The ARPANET in particular led to the development of protocols for internetworking, where multiple separate networks could be joined together into a network of networks. In 1982 the Internet Protocol Suite (TCP/IP) was standardized and the concept of a world-wide network of fully interconnected TCP/IP networks called the Internet was introduced.

HILL ALISON BERKLEY WAG ONFELD Calit2: A UC San Diegoo, UC Irvine Partnership As Larry Smarr sat in his office in Atkinson Hall at the California Institute for Telecommunications and Information Technology (Calit2 or the “Institute”), he reflected with some disbelief that nearlyl 10 years had passed since the Institute’s inception. Before him on his desk laay the report entitled “The Path Forward: Application Thrust Strategic Planning Document” (“The Path Forward”). For Smarr, it felt like only yesterday that he had joined as the founding director of Calit2. Calit2 represented an experiment in inventing the university research environment of the future. From its inception in 2000, the Institute was envisioned as a catalyst that could fuel innovation and address large-scale societal issues by bringingn together multidisciplinary teams of the best minds. To date, more than 700 university scientists, artists, engineeers, and social scientists and over 300 non- university partners from the private and public sectors were associated with the Institute. Pioneering research projects were being carried out in diverse fields such as environmental monitoring, human/robotic communication, digital archaeology, nanotechnologyy, health sciences, information technology, and telecommunications. In preparation for its second decade of operation,, over the past two years, Smarr and his colleaga ues had been engaged in an exhaustive strategic planning prrocess (see Exhibit 1). Now in September 2010, working groups were meeting to develop a 10-year rooadmap informed by the vision put forth in “The Path Forward” report. The final roaddmap was to be completed by the spring of 2011.

    John Wheeler and the Recertification of General Relativity as True Physics Charles W. Misner Abstract This lightly edited transcript of my 2006 lecture at the Erice “J.A. Wheeler” school introduces Wheeler by describing him from several dif- ferent viewpoints. There is brief mention of his early work on nuclear physics and its military applications as well as Wheeler’s attitude toward defense work. Also, just briefly, his Texas efforts to probe the foundations of quantum mechanics are mentioned. Considerable attention is given to his methods of working, and to his relationship with students and their reactions to him. A further section describes his push to bring general relativity into the main stream of physics and the influence this had on the development of black hole ideas and on the study of gravitational waves. 1 Introduction The title, “John Wheeler and the Recertification of General Relativity as True Physics” reflects what I think is the most important contribution John Wheeler made: to pull General Relativity out of the discard pile and get large numbers of good people actively working on it. That will be my concentration in this paper. But note that John Wheeler went through several different phases of interest in Physics, each lasting about 20 years. In the first phase, where I didn’t know him except at the very end, he concentrated on a view that the universe can be under- stood in terms of particles. He defined the S-matrix early in the 1930s and did much other work in atomic and nuclear physics, and contributed very significantly to the Manhattan project, which produced the first nuclear bombs.

The primary one is that it has emerged as a buzzword and catch phrase for new models of curriculum in higher education over the last forty years. However, the emphasis of this paper is to demonstrate how a university system responded to a statewide call for coordinated proposals to develop several institutes for Science and Innovation in California and the creative services and information delivery that is necessary to make it successful. Specifically, this paper and presentation examine how one such institute, the California Institute for Telecommunications and Information Technology, known as Cal-(IT)2 has emerged as the brainchild of two campuses of the University of California, at San Diego and Irvine, and has evolved from a proposal to a significant institute. The electrical engineering and computer science subject specialists at the two campuses are responding to the information needs of all project members and how this collaboration effort addresses interdisciplinarity has been the central focus of the library community. Whether this complex example of intercampus and interdisciplinary research will advance what we know about how we work in such settings is speculated upon as new methods of responding to such interdisciplinary inquiries is explored and described. Background This presentation is basically a case study about how the State of California hopes to stay competitive as a leader in research and to bolster its economy in the technology and related sectors.

The Broadband Task Force will bring together public and private stakeholders to remove barriers to broadband access, identify opportunities for increased broadband adoption and enable the creation and deployment of new advanced communication technologies. In October, the Governor signed an Executive Order to clear the government red tape for expanding broadband networks and to create the Broadband Task Force, which was expanded to 21 members earlier this month. “California is No. 1 in so many different things, whether it is biotechnology, stem cell research, protecting our environment, creating jobs or our university system. The Golden State must remain competitive in the telecommunication revolution so that we can continue to attract the best, the brightest and the most creative workforce in the world,” said Governor Arnold Schwarzenegger. “Broadband will help build California so we can grow our economy, create great jobs and stay ahead in the global marketplace.” Ellis Berns, 57, of San Mateo, has worked for the City of Mountain View since 1991, where he currently holds the position of economic development manager.

Various initial configurations are investigated, including holes which are initially surrounded by a common apparent horizon to holes that are separated by about 20M, where M is the mass of a single black hole. We have extracted both ℓ = 2 and ℓ = 4 gravitational waveforms resulting from the collision. The normal modes of the final black hole dominate the spectrum in all cases studied. The total energy radiated is computed using several independent methods, and is typically less than 0.002M. We also discuss an analytic approach to estimate the total gravitational radiation emitted in the collision by generalizing point particle dynamics to account for the finite size and internal dynamics of the two black holes. The effects of the tidal deformations of the horizons are analysed using the membrane paradigm of black holes. We find excellent agreement between the numerical results and the analytic estimates.
