Conflict Management and Mitigation Program
CONFLICT MANAGEMENT AND MITIGATION PROGRAM USAID West Bank/Gaza and the U.S. Embassy in Israel jointly invest in Conflict Management and Mitigation (CMM) grants, which support Israelis and Palestinians, as well as Jewish and Arab citizens of Israel, working on issues of common concern. The CMM program is part of a worldwide effort to bring together individuals of different backgrounds from areas of conflict in people-to-people reconciliation activities. These activities provide opportunities to address issues, reconcile differences, and promote greater understanding and mutual trust by working on common goals such as economic development, environment, health, education, sports, music, and information technology. Since the program’s start in 2004, USAID and the U.S. Embassy have invested in 136 CMM grants. GRANTS MANAGED BY USAID The Abraham Fund Initiatives (2018-2022; $986,000): The Shared Learning project bridges the cultural divide between 40 pairs of Jewish and Arab schools through language exchange studies. The project will provide joint learning opportunities for 200 Jewish and Arab educators and over 2,000 students, promoting positive and constructive interactions and demonstrating that cooperation leads to greater trust and understanding. Akko Center for Arts and Technology (2018-2021; $1,322,000): The Full STEAM Ahead project engages over 900 Jewish and Arab youth from underserved communities in science, technology, engineering, arts, and math activities to build their skills and knowledge to better compete in a 21st century job market. By working together in a bicultural and bilingual environment to create and innovate, students will develop an inclusive view of one KEIDAR NIR another and strengthen Jewish-Arab relations in Israel. -

Palestinian Land Annexed, Expropriated, or totally controlled by Israel Palestinian Loss of Land: 1967 - 2014 Since the 1993 Oslo Accords, the Palestinian Authority officially controls a geographically non-contiguous territory comprising approximately 11% of the West Bank (known as Area A) which remains subject to Israeli incursions. Area B (approx. 28%) is subject to joint Israeli-Palestinian military and Palestinian civil control. Area C (approx. 61%) is under full Israeli control. Survey of Palestinian Refugees and Internally Displaced Persons 2004 - 2005 BADIL Resource Center for Palestinian Residency & Refugee Rights i BADIL is a member of the Global Palestine Right of Return Coalition Preface The Survey of Palestinian Refugees and Internally Displaced Persons is published annually by BADIL Resource Center. The Survey provides an overview of one of the largest and longest-standing unresolved refugee and displaced populations in the world today. It is estimated that two out of every five of today’s refugees are Palestinian. The Survey has several objectives: (1) It aims to provide basic information about Palestinian displacement – i.e., the circumstances of displacement, the size and characteristics of the refugee and displaced population, as well as the living conditions of Palestinian refugees and internally displaced persons; (2) It aims to clarify the framework governing protection and assistance for this displaced population; and (3) It sets out the basic principles for crafting durable solutions for Palestinian refugees and internally displaced persons, consistent with international law, relevant United Nations Resolutions and best practice. In short, the Survey endeavors to address the lack of information or misinformation about Palestinian refugees and internally displaced persons, and to counter political arguments that suggest that the issue of Palestinian refugees and internally displaced persons can be resolved outside the realm of international law and practice applicable to all other refugee and displaced populations. The Survey examines the status of Palestinian refugees and internally displaced persons on a thematic basis. Chapter One provides a short historical background to the root causes of Palestinian mass displacement. -

New Israel Fund (“NIF”) is a District of Columbia non-profit 501(c)(3) corporation with its principal place of business in the State of New York, county of New York. NIF financially supports many companies that work to undermine the state of Israel. As set forth in more detail below, NIF has crossed the line from permissible advocacy to unlawful "electioneering." Put another way, NIF is violating the tax codes by attempting to influence the outcome of elections. As stated on its own web site, NIF works on its “concerted campaign to equip Israel’s pro-democracy and progressive forces with the tools to fight Israel’s regressive right-and win.” As set forth in more detail below, NIF's activities are flagrant and unlawful electioneering in violation of the tax code. 2. Who is the Whistleblower? I am a New York attorney and political activist who regularly engages in pro- Israel litigation in state and federal Court. -

For a more comprehensive overview of events related to the al-Aqsa intifada and of regional and international developments related to the peace process, see the Quarterly Update on Conflict and Diplomacy in this issue. 16 AUGUST As the quarter opens, Israel’s blockade of Gaza enters its 6th mo., allowing no goods or people out (except for very limited medical emergencies) and letting only limited food and fuel supplies and a handful of diplomats and international aid workers in; Palestinians are receiving on average 6–8 hrs./day of electricity and 2–3 hrs./day of water after Israel’s bombing of Gaza’s sole generator on 6/28. The Israel Defense Forces (IDF) continues Operation Summer Rains (see Quarterly Update in JPS 141), which began on 6/28 after the capture of an IDF soldier in a Palestinian cross-border raid fr. Gaza on 6/25, making occasional ground incursions into Gaza, maintaining troops at the Dahaniyya airport site outside of Rafah. In Gaza, the IDF launches air strikes, destroying a empty Palestinian home in Gaza City, causing no injuries; sends at least 50 armored vehicles into the outskirts of Bayt Hanun, firing on residential areas, bulldozing large areas of agricultural land, ordering residents of 15 houses to surrender for ID checks, arresting 2 before withdrawing across the border. -

SECOND MEMORANDUM HISTORICAL SURVEY OF THE JEWISH POPULATION IN PALESTINE FROM THE FALL OF THE JEWISH STATE TO THE BEGINNING OF ZIONIST PIONEERING. Chapter I: Under Roman and Byzantine Rule. Chapter II: Under Arab Rule. Chapter III: The Crusaders. Chapter IV: The Mamluk Period. Chapter V: Under Turkish Rule. CHAPTER I UNDER THE ROMAN AND BYZANTINE RULE. The vivid rhetoric of Josephus Flavius' Jewish Wars and the absence of sources accessible to Western scholars for the later periods, have combined to create an impression in the minds of many people that the fatal issue of the Roman-Jewish war of 66-70 C.E. did not only result in the destruction of the Temple and of the city of Jerusalem, but brought Jewish life in Palestine to a complete standstill by obliterating what remained of the nation. However, even a cursory glance at the Jewish Wars will show that the struggle cannot have been as destructive as is popularly supposed. As shown on map A, Josephus specifically names as destroyed, apart from Jerusalem, four towns out of nearly forty, three districts (toparchies) out of eleven, and five villages. Even in these cases the destruction cannot have been very thorough. Lydda and Jaffa were burnt down by Cestius (Wars II,18,10 and 19,1), yet Jaffa had to be destroyed again (Wars III.9,3), while Lydda apparently continued to exist and surrendered quietly to Vespasian (ib. IV,18,1). The case of Bethannabris and the other villages in the Jordan Valley is even more instructive; burnt down by Placidus (Wars IV.7,5) they continued to flourish in the Talmudic period and remained Jewish strongholds down to the last days of Byzantine power in Palestine, i.e. -

Israeli Occupation Forces (IOF) Continue Systematic Attacks against Palestinian Civilians and Property in the Occupied Palestinian Territory (OPT) • IOF shot and killed a Palestinian worker in the northern West Bank. • IOF continued to use force against peaceful protests in the West Bank. - Four international human rights defenders and one Palestinian photojournalist were injured. - IOF arrested twenty-one civilians, including twelve international human rights defenders, one of whom is Luisa Morgantini. • IOF continued to fire at Palestinian farmers and workers in border areas of the Gaza Strip. - One Palestinian civilian was seriously wounded in the northern Gaza Strip. • IOF bombarded tunnels and civilian property in the Gaza Strip. - IOF destroyed a plastic and iron pipe store in the central Gaza Strip. • IOF conducted twenty-five incursions into Palestinian communities in the West Bank and five limited incursions into the Gaza Strip. - IOF arrested thirteen Palestinian civilians. • Israel has continued to impose a total siege on the OPT and has isolated the Gaza Strip from the outside world. - Israeli troops stationed at military checkpoints and border crossings in the West Bank arrested nine Palestinian civilians, including six children and one woman. • Israel has continued to take measures aimed at creating a Jewish demographic majority in Jerusalem. - The Israeli Municipality of Jerusalem has continued to chase and confiscate goods of Palestinian street vendors. -

Prior to joining MEI he spent nine years working for former President Carter’s organization, The Carter Center. He served in the Center’s Conflict Resolution Program, out of Atlanta, GA, before moving to Jerusalem to run the Center’s Israel-Palestine Field Office. Stock led Carter Center efforts to facilitate the reunification of the Palestinian political system and to assert Palestinian sovereignty via international fora. He designed and managed projects targeting the Fatah-Hamas conflict, and implemented programming to monitor and advance political solutions to the Syrian civil war. Prior to joining the Center, Stock worked in Afghanistan on a USAID-funded grant to strengthen local civil society organizations. During the Al-Aqsa Intifada, he lived in the Gaza Strip, working with a Palestinian NGO to design and fundraise for conflict resolution programs targeting the Palestinian community. -

ISRAEL (INCLUDES WEST BANK AND GAZA) 2020 INTERNATIONAL RELIGIOUS FREEDOM REPORT Executive Summary The country’s laws and Supreme Court rulings protect the freedoms of conscience, faith, religion, and worship, regardless of an individual’s religious affiliation. The 1992 Basic Law: Human Dignity and Liberty describes the country as a “Jewish and democratic state.” The 2018 Basic Law: Israel – The Nation State of the Jewish People law determines, according to the government, that “the Land of Israel is the historical homeland of the Jewish people; the State of Israel is the nation state of the Jewish People, in which it realizes its natural, cultural, religious and historical right to self-determination; and exercising the right to national self- determination in the State of Israel is unique to the Jewish People.” In June, authorities charged Zion Cohen for carrying out attacks on May 17 on religious institutions in Petah Tikva, Ashdod, Tel Aviv, and Kfar Saba. According to his indictment, Cohen sought to stop religious institutions from providing services to secular individuals, thereby furthering his goal of separating religion and the state. He was awaiting trial at year’s end. In July, the Haifa District Court upheld the 2019 conviction and sentencing for incitement of Raed Salah, head of the prohibited Islamic Movement, for speaking publicly in favor an attack by the group in 2017 that killed two police officers at the Haram al-Sharif/Temple Mount. In his defense, Salah stated that his views were religious opinions rooted in the Quran and that they did not include a direct call to violence.
