Introducción 1. El presente informe da cuenta de las actividades llevadas a cabo por la Organización de abril a julio de 2014. Es la continuación cronológica del documento CE/98/3(I)(e) y se articula en torno a los dos objetivos estratégicos de la Organización: la competitividad y la sostenibilidad. II. Competitividad A. Eventos 2. 57ª reunión de la Comisión de la OMT para Europa y seminario sobre «Desarrollo de clusters turísticos eficientes»: El Seminario presentó experiencias prácticas y demostradas del Se ruega reciclar Organización Mundial del Turismo (UNWTO) – Organismo especializado de la OMT Capitán Haya 42, 28020 Madrid (España). Tel.: (34) 91 567 81 00 / Fax: (34) 91 571 37 33 – [email protected] / unwto.org CE/99/3(c) desarrollo de clusters, y brindó a los participantes la oportunidad de intervenir en un debate sobre los principales factores que garantizan el éxito en la creación y gestión de clusters turísticos (Bakú [Azerbaiyán], 3-4 de abril de 2014). 3. El 8º Congreso Mundial sobre Turismo de Nieve y de Montaña creó una plataforma internacional entre los diversos agentes para promover el diálogo y una visión común del modo de desarrollar un enfoque estratégico y tomar medidas para incrementar el potencial de los destinos de montaña en el turismo estival. Se presentaron casos que han tenido éxito en diferentes regiones, especialmente en destinos de montaña emergentes (Andorra la Vella [Andorra], 9-10 de abril de 2014). 4. Los Estados Miembros de la OMT de África, reunidos con ocasión de un seminario regional sobre «Turismo y conectividad aérea en África», en el marco de la 56ª reunión de la Comisión de la OMT para África, subrayaron la necesidad de coordinar mejor las políticas de turismo y las de transporte aéreo a fin de explorar a fondo la capacidad del sector de aportar crecimiento y desarrollo al continente (Luanda [Angola], 28-30 de abril de 2014). 5. La 1ª Conferencia de los Miembros Afiliados de la OMT sobre desestacionalización: el prototipo de Punta del Este: En el evento se presentaron estudios de casos reales y se discutió la utilidad práctica de forjar una alianza integrada para alentar y posibilitar la colaboración entre las partes con el fin de hacer frente a la estacionalidad (Punta del Este [Uruguay], 1-3 de mayo de 2014). 6. El curso de OMT.Themis de capacitación regional en estrategia turística proporcionó a los participantes conocimientos, técnicas y herramientas, así como un foro de debate sobre estrategia de turismo a nivel de destinos (Doha [Qatar], 11-15 de mayo de 2014). 7. Bajo el lema de «Innovación en el turismo: uniendo la teoría con la práctica», la segunda edición del Foro Global de la Red del Conocimiento de la OMT se centró en la innovación en el turismo, entrelazando la tecnología, los cambios en el mercado, el desarrollo de productos y la gobernanza. Además, el Foro hizo hincapié en la función central que deben ejercer las alianzas público-privadas en todos los niveles del desarrollo del turismo: mundial, regional y local (Ciudad de México [México], 28- 30 de mayo de 2014). 8. El Seminario de los Miembros Afiliados de la OMT sobre colaboración público-privada: La especialización en la configuración de productos turísticos y el Foro Internacional sobre Desarrollo Sostenible del Turismo e Innovación se organizaron en el marco de la 57ª reunión de la Comisión de la OMT para las Américas (Cartagena de Indias [Colombia], 23-25 de junio de 2014). 9. La 4ª reunión del Grupo de Acción de la Ruta de la Seda de la OMT se celebró en coordinación con la primera edición de Routes Silk Road. El evento ofreció a los aeropuertos, líneas aéreas, autoridades turísticas y otros agentes una plataforma perfecta para crear contactos, hacer negocios y mejorar las redes de transporte aéreo (Tiflis [Georgia], 7-8 de julio de 2014). B. Publicaciones 10. Barómetro OMT del Turismo Mundial y anexo de estadísticas, volumen 12, junio de 2014: Este número y el anexo de estadísticas que lo acompaña, contiene un análisis de los resultados preliminares del turismo internacional para el periodo enero-abril de 2014, basado en los datos de llegadas e ingresos comunicados por los destinos de todo el mundo. Además, incluye una panorámica del periodo mayo-agosto basada en la evaluación del Grupo de Expertos de la OMT y los datos sobre reservas de transporte aéreo obtenidos gracias a la herramienta de inteligencia empresarial ForwardKeys. La edición de 2014 de Panorama OMT del turismo internacional presenta un resumen conciso de la situación del turismo internacional en el mundo, basada en los resultados del año 2013. El folleto incluye tendencias clave del turismo internacional en 2013, resultados por (sub)regiones y países de destino, la lista de los principales destinos turísticos del mundo, los resultados del turismo emisor por regiones y los países con mayor gasto, así como la previsión a largo plazo Tourism Towards 2030 (El turismo hacia 2030). 12. Informe mundial sobre la industria de reuniones: El informe, publicado en español y en inglés, es el séptimo volumen de los informes de Miembros Afiliados de la OMT, dedicados a tratar áreas críticas para el sector turístico en un contexto de colaboración y alianzas público-privadas. Ofrece una visión global de los principales problemas que afrontan los destinos a la hora de crear una industria de reuniones competitiva, y presenta estudios de casos reales de diversos lugares del mundo. 13. El Global Report on Shopping Tourism (Informe mundial sobre el turismo de compras) ofrece una serie de orientaciones y principios prácticos para todos los destinos interesados en desarrollar el turismo de compras. Este octavo volumen de los informes de los Miembros Afiliados de la OMT incluye un amplio abanico de estudios de casos reales de agentes del turismo de distintos lugares del mundo. Como parte del proyecto de la OMT «Cities», el informe estudia la repercusión económica del turismo de compras y proporciona una panorámica de las estrategias y prioridades que sirven a los agentes del turismo para fomentar el crecimiento sostenible y la diferenciación de la oferta turística en los destinos. 14. Durante el periodo reseñado, se tradujeron dos publicaciones previas: a) Manual de desarrollo de productos turísticos (francés) b) A Practical Guide to Tourism Destination Management (Guía práctica para la gestión del turismo sostenible) (francés) III. Sostenibilidad 15. La necesidad de reforzar la capacidad del sector turístico para afrontar el cambio climático ocupó un lugar central en la Conferencia Internacional sobre Turismo y Cambio Climático de la Asociación de Naciones del Asia Sudoriental (ASEAN). La Conferencia se celebró junto con la 26ª reunión conjunta de la Comisión para Asia Oriental y el Pacífico y de la Comisión para Asia Meridional (Legazpi [Filipinas], 18-20 de mayo de 2014). 16. El Seminario sobre colaboración público-privada: El rol del Patrimonio Mundial Material e Inmaterial en la configuración de productos turísticos innovadores se organizó en el marco de la 98ª reunión del Consejo Ejecutivo de la OMT en colaboración con el Miembro Afiliado Ciudades Patrimonio de la Humanidad España/UNESCO. El evento se centró en el desarrollo de productos, y contó con ponentes de alto nivel de distintas administraciones públicas que intercambiaron sus mejores prácticas (Santiago de Compostela [España], 6 de junio de 2014). 17. Conferencia Internacional OMT/Oficina de Coordinación Turística del Mekong sobre Turismo y Protección del Patrimonio: El evento ofreció una introducción a la relación entre el patrimonio y el turismo sostenible, haciendo referencia a estudios de casos reales de prácticas óptimas en la conservación del patrimonio de países de toda Asia y de Europa. Un aspecto central del evento fue el debate sobre la formulación

PROTECTION AND RESTORATION OF WATER-RELATED ECOSYSTEMS Georgia varies greatly in climate and relief. The Greater Caucasus in the north and the Lesser Caucasus in the south are joined by the Likhi ridge to create a natural barrier dividing Georgia into contrasting climatic zones. Western Georgia is humid, in the Black Sea coastal zone - subtropical, while Eastern Georgia tends towards a temperate climate. In the west the average annual rainfall is 1000 to 2800 mm, whereas in the east it is only 300 to 600 mm. This variety of climatic and relief conditions results in diversity of ecosystems in Georgia. Georgia is rich in water resources. There are more than 26060 rivers, with a total length of 59000 km, and about 800 lakes. The majority (99.4%) of the rivers are short (less than 25 km long). There are numerous thermal and mineral water springs, natural and artificial reservoirs. Forest covers about 35 - 37% of the country, including the major part of the mountainous area. The distribution of forests in Georgia is uneven. Along with the forest-rich regions there exist areas with less then 10% of forestation.

    Biodiversity Strategy and Action Plan - Georgia – Tbilisi, 2005 Foreword Georgia signed the Convention on Biological Diversity in 1994, thus accepting responsibility to safeguard the nation’s rich diversity of plant, animal, and microbial life, to begin using biological resources in sustainable way, and to ensure equitable sharing of benefits from biodiversity. Later the country joined other conventions including the Convention on Climate Change, the Ramsar Convention on Wetlands, CITES and the Bonn Convention. As a signatory to these important international environmental treaties, Georgia enters the world scene with the potential for joining the most advanced nations in the field of environmental protection. At the present moment of transition, Georgia has a unique opportunity to use the early experiences of other countries, and avoid irreversible changes in the quality of its environment. The national legislation on environmental protection adopted over the past few years provides an adequate legal basis for this, although further elaboration and reinforcement of the existing legislation is needed. With the Ministry of Environment being currently reorganised and assuming broader responsibilities, Georgia’s institutional arrangements for environmental protection already has the necessary structure for improving the quality of the environment throughout the country. The role of non-governmental groups has been very important in resolving problems related to nature conservation. Georgia has shown an excellent example of co-operation between governmental and non-governmental organizations in the field of environment, and particularly in the field of biodiversity conservation. After signing the Convention on Biological Diversity, the Georgian Government immediately acted to develop a Biodiversity Country Study, in partnership with UNEP, and implemented by NACRES, a local conservation organisation.

This mission report is part of the assistance provided by the Ramsar Convention to Georgia; it also includes comments on the report concerning ‘urgent national interests’ for the Kulevi oil terminal construction submitted by Georgia (in accordance with Resolution VIII.20) and lists a number of concrete proposals on specific aspects to be dealt with by the compensation study. 2.
