The 41St Annual General Meeting of IIESL Ceremonial Inauguration Of Volume 30 - No.01 The 41st Annual General Meeting of IIESL Annual General Meeting 2019 of the Institution of Incorporated Engineers, Sri Lanka was held at Lotus Room of Bandaranaike Memorial International Conference Hall, (BMICH) on 13st July 2019. Hon. Minister of Megapolis & Western Development Eng. Patali Champika Ranawaka MP graced the occasion as the Chief Guest. Hon. State Minister of Mahaweli Development & Environment Eng. Ajith Mannapperuma was the Guest of Honour. Chairman, ECSL Prof. S.B.S Abayakoon as Special Guest, President Elect IIESL, Eng. P.A.D.R.Chandrasiri made the welcome Address and the Key note Address was delivered by Past President Eng. Anton Peiris. Ceremonial Inauguration of Engineering Council, Sri Lanka. Engineering Council, Sri Lanka’s official inauguration of its office located at Jawatte Road in the 4th floor of the Department of Irrigation was held on the 17th of September 2019. This day was declared as “the Sri Lanka’s Engineers’ Day” by His Excellency the President as a mark of respect to all the engineers as nation builders. Hence, engineering practitioners have the utmost responsibility to practice their profession with necessary educational qualifications and competencies with highest regards to City office ethical and professional conduct. Related professional bodies such as IESL and IIESL have standards for their members, however, those bodies do not have any legal authority to regulate the practice of engineering or use of misleading designations by unqualified and incompetent engineering practitioners. ECSL has full legal authority to regulate the practice of engineering to safeguard of qualified practitioners, government and general public. Eng. Editorial, IIESL District Representatives It is my privilege and pleasure to convey this message to all members of the Institution of Technical Sessions 2 Incorporated Engineers, Sri Lanka (IIESL) via its’ News Letter. We should be happy to note the vital role played by IIESL to introduce the term “Incorporated Engineer” to the society. IIESL had to do a huge amount of hard work in getting the Engineering President’s Message Council, Sri Lanka Act passed by the Parliament of Sri Lanka. Though the Engineering Council, Sri Lanka (ECSL) is responsible for maintaining professional standards of Engineering Practitioners Editorial Board and registering Engineering Practitioners, all Engineers have a responsibility to society with regard to the safety, to legal and contractual obligations, cost optimization, ethical and environment 3 impact to their work. In this context the role played by the Incorporated Engineer is very significant. The post occupied by Incorporated Engineer demands the combination of a practical Message from the approach and a detailed understanding of the particular technology. President Elect, Incorporated Engineers with their higher technological competence and wide exposure to the industry can always be used to further the interests of the society. The reason for sad state of Honorary Secretary & affairs of the society is the prevention by certain authorities to recognize the contribution of Functional Committees 4 Incorporated Engineers to society. Engineering personnel are not given their due place to participate actively in the policy making process in the country, today. The Incorporated Engineer with high technological competence should always use his expertise to contribute for policy making Keynote Speech By process, thereby country can be developed and general public is benefitted eventually. Eng Anton Peiris Engineers should posses not only technological knowledge and expertise but also awareness of social environment, aspiration of society, cultural constraints; to discharge their obligations 5 8 towards society. The need of “more practical” type of Engineers is felt in the industry. The Sri Lankan education system has expanded over the years with the main intention of increasing intake. It is unfortunate that this expansion has taken place without proper planning and paying less Council of Management attention to the human resource needs of the country. This has resulted conspicuous mismatch 2019/2020 between the demand and supply of graduates in the country. Functional Committees The IIESL has been in existence for over forty two years and it has a large number of tasks to be 9 carried out at present and in the near future for which valuable assistance of its members are solicited by me. Here in 2018, we are conducting “Sri Lanka NEXT-A Blue Green Era” programme with most appropriate backdrop. Now we are leading our country towards economic development through the “Blue-Green Budget”. In addition, as a party country of the Paris Agreement, we are showing our national commitments to the global community. Also we have constructed and been operating multipurpose mega irrigation schemes like Moragahakanda, Kalu Gaga and Uma Oya. In that context, it is required to build the capacity of all the strata of the society on the future interventions on protecting our mother earth. “Sri Lanka NEXT-A Blue Green Era” programme 2018 fulfills that needful. Also, the “Sri Lanka NEXT-A Blue Green Era” programme 2018 will strengthen the public and private sector to contribute to country’s sustainable development following the concept of inclusiveness. According to the “Punarudaya” Environment Conservation National Program, it has been identified that, there are number of environmental issues which we are facing today. Solid waste related issues and environment pollution, quantitative and qualitative loss of forest resources, land degradation and lack of people’s knowledge, attention and interest on environmental conservation are some of the indicated issues at national level. It is my pleasure to stress that “Sri Lanka NEXT-A Blue Green Era” programme 2018 has created a platform to address those issues and it is a fulfillment of one of our national needs.
