The evaluations are conducted in accordance with the OECD Development Assistance Committee (DAC). They also comply with the Charter of the société française d’évaluation (SFE, French evaluation society). Consequently, the appreciations, observations, and recommendations expressed in this report are the sole responsibility of the consultants who authored this paper and do not necessarily reflect the opinions of the Ministry. Page 3/157 see EVALUATION OF THE IMPLEMENTATION OF THE PARIS DECLARATION BY FRANCE FOREWORD France along with 19 other countries (9 donor and 10 partner countries) volunteered to be a target country for the OECD Development Assistance Committee (DAC) monitoring survey evaluating the implementation of the Paris Declaration. All evaluation results will be compiled in a report summarising the 20 national reports,
