This study, which the author undertook PEACE PROCESSES as an independent researcher supported by the Asia Center at the US Institute of Peace, is based on a survey of the academic literature on insurgency, civil war, and negotiated peace, as well as on interviews the author conducted in Afghanistan in 2019 and 2020. ABOUT THE AUTHOR Andrew Watkins has worked in more than ten provinces of Afghanistan, most recently as a political affairs officer with the United Nations. He has also worked as an indepen- dent researcher, a conflict analyst and adviser to the humanitarian community, and a liaison based with Afghan security forces. The U.S. role in the world can be viewed as establishing the overall context or framework for U.S. policymakers for developing, implementing, and measuring the success of U.S. policies and actions on specific international issues, and for foreign countries or other observers for interpreting and understanding U.S. actions on the world stage. While descriptions of the U.S. role in the world since the end of World War II vary in their specifics, it can be described in general terms as consisting of four key elements: global leadership; defense and promotion of the liberal international order; defense and promotion of freedom, democracy, and human rights; and prevention of the emergence of regional hegemons in Eurasia. The issue for Congress is whether the U.S. role in the world is changing, and if so, what implications this might have for the United States and the world. SAINT LOUIS UNIVERSITY SCHOOL OF LAW REVERSING PROGRESS: THE TRAFFICKING OF CUBAN BASEBALL PLAYERS CONTINUES AFTER CANCELLATION OF MLB-FCB AGREEMENT 103 ABSTRACT In December of 2018, Major League Baseball (“MLB”) signed an agreement with the Cuban Baseball Federation that would forever change how the MLB acquires its Cuban talent. The agreement established a formal process of immigration from Cuba to the United States for professional baseball players, replacing the decades-old practice of smuggling players into the United States with the help of dangerous human trafficking organizations. In April of 2019, during its decision to revert back to the traditional foreign policy strategy with Cuba, the Trump Administration scrapped the deal in its entirety, bringing the process back to square one. This Note tracks the political history between the United States and Cuban since the Cuban Revolution, and expounds on its effect on America’s pastime. -

China's Growing Power Projection and Expeditionary Capabilities
SECTION 2: CHINA’S GROWING POWER PROJECTION AND EXPEDITIONARY CAPABILITIES Key Findings • Recent advances in equipment, organization, and logistics have significantly improved the People’s Liberation Army’s (PLA) ability to project power and deploy expeditionary forces far from China’s shores. A concurrent evolution in military strate- gy requires the force to become capable of operating anywhere around the globe and of contesting the U.S. military if called upon to do so. Chinese leaders have vigorously pushed the PLA to develop power projection and expeditionary capabilities over the last 20 years. • China’s power projection capabilities are developing at a brisk and consistent pace, reflecting the civilian leadership’s determination to transform the PLA into a global expedition- ary force in a matter of decades. In the short term (next five years), the PLA will focus on consolidating the capabilities that would enable it to conduct large-scale military opera- tions around its maritime periphery. In the medium term (next 10–15 years), the PLA aims to be capable of fighting a limited war overseas to protect its interests in countries par- ticipating in the Belt and Road Initiative (BRI). By mid-cen- tury, the PLA aims to be capable of rapidly deploying forces anywhere in the world. • China’s basing model includes military facilities operated ex- clusively by the PLA as well as civilian ports operated or ma- jority-owned by Chinese firms, which may become dual-use lo- gistics facilities. Chinese firms partially own or operate nearly 100 ports globally, more than half of which involve a Chinese state-owned enterprise (SOE). -

Today, our constitutional government, our American way of life, and the U.S.-led world order based on freedom face a variety of growing threats from abroad. Our nation’s two political parties are offering very different ideas for how we tackle those threats. For eight years, President Obama’s failed policies allowed our greatest adversaries to grow stronger while weakening America’s position as the world’s preeminent power. During this time, Communist China and Russia went completely unchecked, Iran was gifted a plane full of cash, jihadist groups such as ISIS were casually dismissed as the “JV squad,” key allies were offended, foreign aid and United Nations dues failed to advance U.S. interests, and America behaved sheepishly on the world stage.
