This study, which the author undertook PEACE PROCESSES as an independent researcher supported by the Asia Center at the US Institute of Peace, is based on a survey of the academic literature on insurgency, civil war, and negotiated peace, as well as on interviews the author conducted in Afghanistan in 2019 and 2020. ABOUT THE AUTHOR Andrew Watkins has worked in more than ten provinces of Afghanistan, most recently as a political affairs officer with the United Nations.
