International Journal of Education and Research Vol. 6 No. 12 December 2018 A Study of Pakistan’s Political Parties’ Control Over State Resources and Redistribution in the Light of Panama Papers Spozmi TOOR Istanbul Aydin University Abstract The aim of the paper is to analyze and summarize the existing theoretical and secondary work on corruption in Pakistan. Two of the major political parties’ (PMLN and PPP) tenures will be discussed as they have ruled the country for about 30 years. Additionally, their control over the resources will be highlighted and how they have paved ways for corruption in every institution. The paper begins with a brief over-view of conceptualization of Corruption. This is followed by the major corruption leaks known as ‘Panama Papers’ which caused a bustle in Pakistani politics as one of the prominent political parties’ (PMLN) head and his family was named in those leaks that how they have been over the years money laundering to buy hidden off shore companies. The paper also addresses the important aspect of corruption and improper allocation of country’s resources with regards to the most powerful political parties of Pakistan PPP and PMLN. It discusses the most important factors of corruption with regards to the parties’ exercise within the parliament, election campaign, and overall control of the party over the resources of the country and its redistribution. Encapsulated within the party’s populism is capitalization on a political opening in Pakistan created by a tumultuous year and facilitated by perception of Khan as an ‘anti-politician politician.’ • The party possesses a security outlook in line with Pakistan’s security establishment and differs little from other political options in ways which should mitigate expectations that the PTI’s political engagement will bring lasting changes to Pakistan’s status quo. • Khan’s popularity with oft-politically marginalized groups and his emphasis on improving gov- ernment accountability are forcing other political parties to shift their responsiveness in ways In combination with which reflect changing notions of the responsibilities of the state to its citizens. PhD Program in Political Theory, Political History and Political Science Changing Nature of Competition in the Weak Party System of Hybrid Regime in Pakistan Ph.D. Candidate: Muhammad Salman Supervisor: Prof. Lorenzo De. Sio Abstract Pakistan as different post-colonial states had experienced three military rules till 2008 since its inception in 1947. During and in between different military rule political parties did not cease to exist barring few. These parties have been engaged in a contentious competition among each other that has paved the way for different military rules. After the end of last military rule in 2008 Pakistan had gone through three consecutive elections with three different parties gaining majority. During this period the nature of competition has been oscillating between contentious and cooperative forms. This dissertation combines the theoretical traditions of hybrid regimes and party-system institutionalization to explain the changing political dynamics of Pakistan. Case of Pakistan is analyzed with reference to configurative approach of Gilbert and Mohseni (2011) in linkage with the concept of party-system institutionalization (PSI), proposed by Mainwaring and Scully (1995). It is proposed that in the presence of current degree of PSI in Pakistan, hybridity of the regime will persist.
