    PAKISTAN – JULY 2018 KEY REFORMS FOR PAKISTAN’S REAL ESTATE SECTOR HIT A SNAG ........................................................................ 1 Key reforms for Pakistan’s real estate sector hit a snag Pakistan’s efforts to curb the use of black money in the real estate sector, and enhance its tax collection have been dealt a serious blow. The country’s bureaucracy has halted implementation on two key reforms, which were introduced by the last PML-N government. The Federal Board of Revenue (FBR) has delayed the notification for the establishment of Directorate General of Immovable Properties that could have given authorities the first right to acquire assets that were undervalued to evade taxes. It has also not increased the property valuation rates in big cities as an alternate to the DG Immovable Properties. But the FBR says that it alone cannot take these measures and will require support from the four provinces. These two reforms had been introduced by former finance minister Ishaq Dar and former prime minister Shahid Khaqan Abbasi to crack down against practices that became the cause of use of black money in the real estate sector. The former premier had taken a courageous step and introduced the concept of pre-emption right through the Finance Act 2018 that came into effect from July 1. As an incentive, Abbasi had also lowered the tax rates on purchase and sale of properties, ranging from 1% to 4%, to only 1% of the gross value of the property. Both these measures were planned to come into force at once. The scheme entitles the government to purchase any asset – residential or commercial – at 100% higher price than the one declared by the owner at the time of registration.

    IRI Index Pakistan Public Opinion Survey March 7-30, 2009 Survey Methodology • In-person, in-home interview • National representative sample of adult residents of Pakistan. • n = 3,500 • Conducted between March 7-30, 2009 • Margin of error ± 1.66 percent overall • Data collected by Socio Economic Development Consultants (SEDCO) • A multi-stage probability sample was used. In the first stage, the sample was stratified into four provinces. In the second stage, the sample was further stratified into districts within each province by rural and urban categories. In the third stage eachdistrict was further stratified by Union Councils. • The sample was distributed at the provincial level, rural and urban, in all four provinces of Pakistan (except for the Federally Administrative Tribal Areas (FATA), Chitral and Kohistan). The sample was then post-weighted to make it proportionate to national representation by province. • The eligibility criteria is age, which for this survey is 18 years and above. • The response rate was just over 90percent. • The interview teams were comprised of both of males and females;the female respondents were interviewed by female interviewers and male respondents by male interviewers. • Kish method was used to select respondents 18 years and older within the randomly selected household.     Biographies of main political leaders of Pakistan INCUMBENT POLITICAL LEADERS ASIF ALI ZARDARI President of Pakistan since 2008 Asif Ali Zardari is the eleventh and current President of Pa- kistan. He is the Co-Chairman of the Pakistan Peoples Party (PPP), a role he took on following the demise of his wife, Benazir Bhutto. Zardari rose to prominence in 1987 after his marriage to Benazir Bhutto, holding cabinet positions in both the 1990s PPP governments, and quickly acquired a reputation for corrupt practices. He was arrested in 1996 after the dismissal of the second government of Bena- zir Bhutto, and remained incarcerated for eight years on various charges of corruption. Released in 2004 amid ru- mours of reconciliation between Pervez Musharraf and the PPP, Zardari went into self-imposed exile in Dubai. He re- turned in December 2007 following Bhutto’s assassination. In 2008, as Co-Chairman of PPP he led his party to victory in the general elections. He was elected as President on September 6, 2008, following the resignation of Pervez Musharraf. His early years in power were characterised by widespread unrest due to his perceived reluctance to reinstate the Chief Justice of the Supreme Court (who had been dismissed during the Musharraf imposed emergency of 2007).     PAKISTAN: THE HEAT IS ON SEPTEMBER 2017 As we noted earlier this year (Pakistan: Banking on Reform, May 2017), Pakistan has been a successful investment outpost for our Frontier Markets Equity strategy since its inception in 2014. We often ran an overweight position in this market over this period, in what was a positive transformative phase for the Pakistani economy. This culminated in the 2016 announcement from MSCI that the country would be reclassified as an Oliver Bell emerging market – which occurred in May this year. Portfolio Manager, Frontier Markets Equity The overwhelming majority of our positions in Pakistan have since been offloaded, Strategy as the investment thesis on these positions played out – largely due to the strong rise for the market in the lead-up to its entrance to the MSCI Emerging Markets Index. However, as we noted in our earlier update, risks have been building in the country – in both the economic and political spheres. Unfortunately, our concern was warranted, with the country’s stock market sliding in recent weeks on a number of significant negative developments. While everyone else worried about the prospect of nuclear war in South Asia, Eqbal Ahmad predicted that Pakistan’s nuclear tests would have an even more profound impact on its domestic politics than on its defence or foreign policies. As on so many other occasions, the late thinker was proved right. In early May, the government ordered 10 days of national celebrations to mark the first anniversary of Pakistan’s newfound “self-reliance” and “impregnable defence”. The festivities offer a window into the minds of those heading the world’s newest nuclear weapon state and warn of a dangerous future for the country. The numerous events organised and sponsored by the state made it clear that at one level the celebrations were designed to deepen and broaden support across the country for the government and for nuclear weapons. The events announced were to include “a competition of ten best milli (nationalistic) songs, seminars, fairs, festive public gatherings, candle processions, sports competitions, bicycle races, flag hoisting ceremonies, etc.” Thanksgiving prayers and special programmes for children and debates among school children were also arranged. Appropriate programmes were aired on national television and radio networks as well as local radio in the regional languages. To make sure that no one missed out on what was being celebrated, cities and towns were decorated with banners and giant posters carrying pictures of Pakistan’s nuclear weapons scientists and that of Prime Minister Nawaz Sharif against a backdrop of mushroom clouds.
